4.4 Pest Birds: Pigeons, Starlings & House Sparrows

[!NOTE] Why birds belong in a structural module. The Structural class covers "any structural extermination, except for an extermination to control pests of plants", and s. 71 (1) (b) additionally lets you exterminate mammals, birds or arthropods on or near a waste disposal site. Birds fouling a loading dock, blocking a vent or seeding a mite infestation are squarely your problem — but the first question on every bird job is a legal one, not a technical one.

[!WARNING] Identify before you touch a nest. A mud nest under a soffit is far more likely to be a barn swallow — a species listed as threatened in Ontario — than a starling. A nest in a chimney flue may belong to the chimney swift, likewise a species at risk. Removing either is not a technical error, it is a serious legal one. When you cannot identify the occupant with confidence, stop and escalate.

The commercial reality is that essentially all lawful building bird control in Ontario is directed at the three introduced species above, and even for those the humane and defensible route is exclusion rather than killing.


Why Birds Matter: Damage and Disease

Structural and economic damage. Droppings are acidic and degrade paint, mortar, limestone, galvanising and vehicle finishes. Nests block gutters, roof drains, exhaust vents and bathroom fans, causing water back-up and fire risk in dryer ducts. Roosting on signage, ledges and HVAC equipment creates a continuous cleaning cost. Droppings on a walkway or a loading ramp are a slip hazard, and slip claims are frequently what finally funds the exclusion work.

Disease and contamination. The two organisms that drive respiratory precautions are:

  • Histoplasma capsulatum — a fungus that grows in soil enriched by accumulated bird or bat droppings. Disturbing dry accumulations aerosolises spores; inhalation causes histoplasmosis, ranging from a mild flu-like illness to serious pulmonary disease.
  • Cryptococcus neoformans — a yeast associated particularly with pigeon droppings, of greatest concern to immunocompromised people.

Add Chlamydia psittaci (ornithosis or psittacosis), Salmonella and E. coli contamination of surfaces below roosts, and food-premises contamination where birds enter a warehouse or grocery through an open dock door.

Ectoparasites. This is the trap that catches inexperienced technicians. A bird nest is an arthropod nursery: northern fowl mites, chicken mites (Dermanyssus gallinae), swallow bugs and dermestid carpet beetles feeding on feathers and debris. Remove the birds without removing and treating the nest material and the ectoparasites migrate inward, producing a "biting insect" complaint in the offices below within days.


Cleaning a Roost Safely

Never dry-sweep or use compressed air on accumulated droppings.

  1. Assess the accumulation. Heavy, long-standing deposits in an enclosed space are the high-risk case.
  2. Wet the material thoroughly with water or a labelled disinfectant solution before disturbing it, to suppress dust.
  3. Wear respiratory protection. A properly fitted particulate respirator is the minimum; heavy accumulations in confined spaces warrant a higher level of protection and, in a workplace, formal confined-space and respiratory-protection procedures.
  4. Wear disposable coveralls, gloves, boot covers and eye protection, and remove them on exit so spores are not carried into occupied areas.
  5. Bag material while wet, seal, and dispose of it as directed by the site's waste procedures.
  6. Disinfect surfaces after removal, then plan the ectoparasite treatment of the void or ledge.

Control Hierarchy: Exclusion First

1. Deny the resource. Close dumpsters, clean spillage on docks, stop staff and public feeding, screen open water. A pigeon flock is fed into existence and can be starved out of a site.

2. Deny the roost — this is where the job is won.

3. Harassment and repellents. Visual scares, sonic devices and gels have short service lives; birds habituate quickly. Polybutene-type gels are messy, collect grime, and can entangle small birds — many operators have abandoned them. Treat these as bridging tactics while exclusion is fabricated, never as the programme.

4. Trapping. Live traps on a roof for pigeons can reduce a resident flock, but immigration refills the site unless the roost and food are gone. Traps must be checked frequently.

5. Avicides — the last and most regulated option. Only a currently PMRA-registered product may be used, only per its label, and only where the species is not protected. Where the product contains 4-aminopyridine, s. 66 of O. Reg. 63/09 attaches its full structural-controlled-product regime: place the material so it is inaccessible to humans and non-target animals, keep it away from food and drink, record every placement and keep the record at least two years, remove exterminated animals daily, and remove all remaining product when the extermination is complete. Section 1.4 covers those duties in detail.


Field Scenario: The Grocery Warehouse Dock

House sparrows are nesting in the steel joists above a grocery distribution centre's receiving bay, and produce is being contaminated by droppings. The client wants "a spray".

Correct programme. No pesticide controls a bird flying through an open dock door. Confirm the species — sparrows, not a protected native bird. Install high-speed doors or air curtains and enforce dock door discipline so the opening is not standing open all shift. Net the joist space above the receiving bay to remove the roost. Remove the nests and treat the void for mites and dermestids before the ectoparasites move down into the offices. Clean and disinfect the contaminated racking after wetting the deposits, with respiratory protection worn. Then close the loop by moving the outdoor waste compactor away from the door and cleaning the spillage that made the site attractive in the first place.
