1.1 Exam Blueprint, Format & Logistics

Why this section is first: most candidates study California statutes hard and ethics lightly. The official outline weights the exam the other way. Ethics is 56% of the scored items; Law is 44%. Allocating study time to the actual blueprint is the single highest-yield decision you will make.

Format and Delivery

Pretest items are dispersed throughout the exam and are not identified, so every question must be answered as if it counts. The seat time shown on your scheduling notice exceeds 90 minutes because it also includes the nondisclosure agreement, instructions, and a post-exam survey.

Scoring

Multiple forms of the exam exist, and a statistical procedure called equating corrects for differences in form difficulty. Consequences the exam-taker should understand:

• There is no published passing percentage. Any prep source claiming "you need 70%" is asserting a number the Board does not publish.
• Candidates who fail receive a numeric raw score and diagnostic feedback by content area.
• Candidates who pass receive no numeric score and no diagnostic report.
• Exam content is copyrighted; reproducing or sharing questions is prohibited.

The outline lists 55 task statements and 150 knowledge statements. This guide is organized to that structure. If you take one number away, take 24% — Responsibility to Clients and Counseling Relationships is the largest single block on the exam and is the area candidates most often under-prepare.

Eligibility, Fees, and the 12-Hour Course

Who takes it. Registered Associate Professional Clinical Counselors (APCCs) and LPCC licensure applicants. An associate must take the exam at least once during each annual registration period until it is passed. Taking it supports renewal; passing it is required to obtain a subsequent associate registration and to become eligible for the clinical exam — for LPCCs, the NCMHCE, administered by NBCC.

Fee. The California Law and Ethics Examination fee is $75 for payments made July 1, 2026 through June 30, 2030 under the BBS temporary 50 percent fee reduction adopted to comply with the reserve-fund limit in BPC § 128.5(b). The standard fee is $150. The fee is paid to the BBS with the application, not at the test center, and is non-refundable and non-transferable except under the change/cancel policy. The LPCC clinical exam is administered by NBCC and is not part of the BBS fee reduction.

The 12-hour course — a widely misstated rule. Completing a 12-hour California law and ethics course is not a prerequisite for a first attempt. It is a remediation requirement: a registrant who did not pass the exam before their registration's expiration date must complete a 12-hour BBS-recognized California law and ethics course before being permitted to take the exam again in the next renewal cycle.

Scheduling logistics. Apply and pay through BreEZe; online applications process fastest, while manual applications take roughly four to six weeks. Cancel or reschedule at least 48 hours in advance to avoid forfeiting the fee. Your name on file with the Board must match your government-issued photo ID exactly.

Chapters 1 through 6 cover the Law content area plus the California statutory framework that supports it. Chapters 7 through 9 cover the Ethics content area, mapped task by task. Because Ethics carries the greater weight, do not stop after the statutes.
