Quick Answer: To sit for and then hold a California bail agent license you must be 18, a California resident, finish 20 classroom hours of approved prelicensing plus a 40-hour POST Penal Code 832 course, pass the CDI exam, file on Sircon at $622 for a two-year term, post a $1,000 Bond of Bail Agent (LIC 437-9), and upload a surety Action Notice (LIC 437-23). Passing PSI is only one gate. CDI will not print a license — or the jail-required bail identification card — until education, the application, the bond, the appointment, fingerprints, and a passport-type photo are all on file.

The four individual licenses you must not confuse

California does not issue a single "bondsman" card. Insurance Code Chapter 7 creates separate authorities:

This guide's exam is the Bail Agent examination. The same 20-hour classroom course and the same PSI sitting also feed solicitor and permittee applications, but the authority, the bond form, and the fee change. A corporation may be licensed as a bail agency (CIC 1807.7): every officer, director, stockholder, and employee must hold an individual bail agent license, the business location must be in California, and a corporation may not employ a bail solicitor or permittee.

Exam trap: An item that says a solicitor "independently effects undertakings for any surety" is describing an agent, not a solicitor. CIC 1803 limits the solicitor to the undertakings the appointing holder is authorized to transact.

Eligibility and the two education courses

Individual eligibility is short and strict:

• Be at least 18 years of age.
• Be a resident of California. CDI does not issue this license to nonresidents the way it issues many producer licenses.

Insurance Code section 1810.7, operative July 1, 2023, is the education statute. To be eligible to take the examination, the applicant must have completed:

1. A minimum of 20 hours of classroom education in subjects pertinent to a bail licensee's duties, including related laws and regulations, rights of the accused, ethics, and apprehension of bail fugitives.
2. A 40-hour power of arrest course certified by the Commission on Peace Officer Standards and Training pursuant to Penal Code section 832.

Two rules from 1810.7 are exam favorites. First, completion of PC 832 "shall be for educational purposes only and not intended to confer the power of arrest of a peace officer or public officer, or agent of any federal, state, or local government, unless the person is so employed by a governmental agency." Walking out of a community-college PC 832 class does not make you a cop. Second, prelicensing may not be completed by internet or correspondence. Subdivision (h) expressly allows continuing education by internet or correspondence, then says that subdivision "shall not be construed to allow completion of the prelicensing education requirements of this section through a course of instruction."

California scenario: Jordan in Oakland finishes a 20-hour Zoom "bail school" with a downloaded certificate and tries to schedule PSI. CIC 1810.7(h) does not accept that certificate for prelicensing. CE later in the career may be online with a 70 percent open-book final graded by the provider (1810.7(i)). The initial 20 hours may not. Active bail agents and permittees who later add a fugitive-recovery license are exempt from repeating the 20 hours; they are not exempt from PC 832 if they have never completed it. If you already have the PC 832 certificate, attach it — CDI's FAQ says you do not retake the course.

The application packet after you pass

Apply online at Sircon for a two-year license term at $622. All filing fees are nonrefundable whether or not the application is acted upon or the examination is taken (CIC 1751.5). Upload:

• Bond of Bail Agent, LIC 437-9, penal sum $1,000, executed by a California admitted surety and signed by the principal. CIC 1802 conditions the bond on proper application and disposal of all moneys collected by the agent, the agent's solicitors, and the agent's employees, in favor of the people of the State of California.
• Bail Agent Action Notice, LIC 437-23, executed by a surety insurer or its authorized representative. Without an unrevoked appointment on file, you cannot effect undertakings. If every appointment later drops, the license becomes inactive by operation of law (CIC 1802.1). Reactivation requires a new LIC 437-23 and the appointment filing fee.
• Copies of the forms you intend to use regularly in bail transactions.
• The 40-hour PC 832 completion certificate.
• A passport-type photo not older than six months (face, top of shoulders and chest, white background if digital). CDI issues a bail identification card; jails require it on site.
• LIC 438 Action Notice Statement of Employing Bail Agent or Permittee if you will employ or terminate a natural person as an agent or permittee.

Fingerprints are submitted after the application, not before. Capital Live Scan (CLS) is CDI's vendor. Total fee $74: FBI $17 + DOJ $32 + CLS $25. Applicants who already hold an active California insurance or bail license are exempt. If a license is not issued within 12 months after fingerprints are submitted, a new set is required. Holders of a felony involving dishonesty or breach of trust must obtain the Commissioner's written consent under 18 U.S.C. 1033 before filing.

An individual may apply for an agent and a permittee license on the same paper application (LIC 431-1); only the permittee's $5,000 bond is required. If a licensed permittee later adds an agent license, the permittee bond already on file covers both.

Two-year term, CE, and the no-late-renewal wall

Bail licenses — agent, agency, permittee, solicitor, and fugitive recovery — are issued for a two-year term. Courtesy notices go to the business email on file; renewal is due whether or not the notice arrives. Before each expiration you must complete not less than 12 hours of continuing education in the 1810.7(a) subjects. CE may be internet or correspondence if you score at least 70 percent on the provider's open-book written final. Prelicensing still may not. A licensee is exempt from CE if the licensee proves 30 continuous years in good standing in California and is age 70 or older (1810.7(f)). Both conditions are required.

There are no late renewals. A license not renewed by expiration is inactivated. For one year after expiration you may reapply and pay double the filing fee (CIC 1808(b)). During that year CDI does not require a new exam, new fingerprints, or additional prelicensing. After that year, you start over. Renewal fees for agents are $188 per surety appointment (calculated from appointments 90 days before expiration). An active bond must remain on file. If the $1,000 bond goes inactive, you have 30 days to submit a replacement LIC 437-9 with an effective date on or before the prior bond became inactive — there can be no gap in coverage.

California scenario: Sofia in San Jose lets her two-year agent license expire on a Friday because she assumed producer-style late renewal existed. On Monday she cannot "late renew" at $188. She can, for one year, file a new application at double the filing fee without repeating PSI, Live Scan, or the 20-hour class — but she still needs a current bond, a current appointment, and the 12 hours of CE that were missing. Meanwhile she cannot post a bond at Santa Clara County Jail without an active license and the CDI ID card.
