Qualifications, Applications, and Exemptions

Arizona separates eligibility from proof. The statute states what an applicant must qualify for; the rules describe what must be submitted so the Board can verify those qualifications. Filing an application does not authorize practice. The applicant must wait until a license, a valid interim permit, or another lawful authorization such as a Compact privilege is active.

Initial PT and PTA qualifications

Under A.R.S. § 32-2022, a domestic PT applicant must submit the prescribed application and fee, graduate from a professional PT education program accredited by a national accreditation agency approved by the Board, pass the national examination and Arizona jurisprudence assessment, and obtain a valid Arizona fingerprint clearance card. The statute provides parallel requirements for a PTA applicant using an approved PTA education program and the PTA national examination.

Do not insert a current statutory good-moral-character element that is not in § 32-2022. Background questions and disclosure documentation may affect the application, but they are not a license to rewrite the enumerated qualifications. Likewise, a fingerprint clearance card is a distinct requirement from simply mailing fingerprints to the Board.

Application evidence

R4-24-201 requires the applicant to use the electronic application process, provide a headshot taken within the preceding six months, provide documentation of lawful presence or other required status, and pay the applicable fee. Supporting items must come from the original source when the rule says so. Examples include an official transcript showing degree award, official national-exam score evidence, Arizona jurisprudence passage, and verification of licenses or Compact privileges relevant to endorsement or universal recognition.

The Board's current applicant page also tells applicants to obtain a DPS fingerprint clearance card and explains application pathways. An affirmative background answer may require a narrative and documents. The Board may need to consider an application at a public meeting; completion of the online form alone is not approval.

Examinations before graduation

A.R.S. § 32-2024 permits a candidate in an accredited program to test before graduation in specified circumstances. The school must provide an official letter showing candidacy for the next scheduled degree or certificate, that the selected national examination is the one nearest to and before graduation, and that it is no more than 120 days before the expected graduation date. Passing early does not eliminate the graduation requirement for license issuance.

Persons and activities not required to be licensed

A.R.S. § 32-2021 protects the lawful work of another Arizona-licensed profession so long as that person does not claim to be a PT or provider of physical therapy. It also lists limited exemptions:

• a person in a Board-approved professional education program completing supervised clinical education under on-site PT supervision;
• a PT or PTA working in the U.S. armed services, U.S. Public Health Service or Veterans Administration under the governing federal regulations;
• an out-of-jurisdiction or appropriately credentialed foreign PT teaching or participating in an educational seminar in Arizona for no more than 60 days in any 12-month period;
• an out-of-jurisdiction or foreign-credentialed PT providing services by contract or employment to affiliated people of an established athletic team, athletic organization or performing-arts company temporarily in Arizona, for no more than 60 days in a calendar year; and
• an out-of-state licensed PT providing care to victims of a declared emergency or disaster, for the duration of the declaration but no more than 60 days, after registering with the Board.

Each exemption has facts that matter. A student outside supervised clinical education, a traveling team therapist who begins advertising to the general public, or a disaster responder who never registers cannot rely on the exemption as if it were a general temporary license.

Exam application

For an applicant question, separate four stages: eligibility, application evidence, examination eligibility, and authority to practice. For an exemption question, match every stated condition, especially the population served, supervision, registration and 60-day limits.

Denial and examination integrity

Under § 32-2023, the Board may deny an application for a knowingly false material statement, license-procurement fraud, specified conviction, examination-integrity misconduct, or conduct that would violate § 32-2044. It must identify the deficiencies or reasons. An applicant who timely requests review of a denial receives the statutory hearing process. Memorizing or sharing recalled examination questions is expressly identified as conduct that subverts the examination process.

An exemption should also be distinguished from a waiver of professional standards. A visiting team PT who falls within the 60-day exemption still treats safely and honestly. A student remains within the educational program and on-site supervision. The statute removes the Arizona license requirement for the described activity; it does not authorize protected-title misuse or practice beyond the activity's facts.
