Who Is Responsible
RKOP — RPAS knowledge, operations and procedures — is the largest operational unit in the syllabus with nine Schedule 4 topics, seven of them priority A. It begins with responsibility.
The remote pilot in command is the person manipulating the controls, and they carry the primary responsibility for the safety of the flight. Three layers of obligation apply at once:
- CASR Part 101. The operating rules themselves — the height limit, VLOS, distance from people, populous areas, aerodrome no-fly zones, and the rest. CASR 101.055 imposes the general duty to operate with care and skill, and it is deliberately broad: an operation that is technically inside every numeric limit can still be a hazardous operation if it was flown carelessly.
- The operator's documented practices and procedures (DPP). Where the flight is conducted under a ReOC, the operator's manual imposes additional requirements — competency sign-offs, recency, checklists, risk assessment thresholds, reporting. These sit on top of the regulations, never in place of them, and the pilot is bound by both.
- Other law. CASA's rules do not grant any right against a landowner, do not affect property rights, and do not absolve an operator from Commonwealth, state or local law — privacy and surveillance legislation, state wildlife and national-park rules, workplace health and safety duties, and local council restrictions all continue to apply.
Under a ReOC there are three named roles worth distinguishing:

In a sole-trader operation all four can be the same person. The responsibilities do not merge — they simply all land on one set of shoulders.
The Crew Briefing
A crew briefing before every flight is the cheapest safety control an operator has, and Schedule 4 names it explicitly. It need take only a few minutes, but it should always cover:
- Roles. Who is the remote pilot in command, who is the observer or spotter, who manages bystanders, who handles the payload. Ambiguity about who is doing what is a recurring factor in RPA occurrences.
- The plan. The task, the operating area and its boundaries, the planned height, the route, the expected duration, and the number of battery cycles.
- The hazards. Everything the site survey identified — powerlines, obstacles, terrain, people, animals, RF sources, weather, and other airspace users.
- The abort criteria. Agreed in advance and stated aloud: the wind figure at which the flight stops, the battery percentage at which the aircraft returns, the visibility below which it does not launch, and what constitutes "a person has entered the area".
- Emergency actions. Where the forced-landing areas are, what everyone does if the aircraft goes down, who calls emergency services, and where the fire extinguisher and first-aid kit are.
- Communications. The words used for the key calls, and how the crew will talk — voice, hand signals, or radio.
Stating abort criteria out loud before launch is disproportionately effective. A number agreed calmly on the ground is far harder to talk yourself past than a judgement made under client pressure with the light fading.
Starting and Ground Running
Schedule 4 topic 1(a)(i) names starting and ground running of motors/engines as a general consideration, and it is the phase of flight where most injuries actually occur. A spinning carbon propeller at working rpm will cut deeply, and it is nearly invisible.
The discipline:
- Announce arming aloud — "arming", "props spinning", "clear" — every time, even when working alone out of habit.
- Confirm everyone is clear of the rotor disc before arming. The pilot's own hands, camera bag straps, jacket cords and the tablet's lanyard are all in scope.
- Secure loose items. Downwash lifts paperwork, hats, plastic sheeting and dust. Anything that can be picked up can enter a rotor or a bystander's eye.
- Choose the launch surface. Firm and level, clear of loose gravel and debris, and not ferrous. Use a portable landing pad on dust or gravel.
- Never approach an armed aircraft. If something needs adjusting, disarm and confirm the propellers have stopped before approaching.
- Liquid-fuel and larger RPA need additional care: hot exhausts, fuel handling, and stored energy in a starter system. Follow the manufacturer's procedure and keep a fire extinguisher to hand.
Bystanders
Bystanders are people who are not part of the operation. They are unpredictable, generally unaware of the risk, and often actively curious about a drone. The 30 m separation in CASR 101.245 is the legal floor, but the practical controls are:
- Establish and mark an operating area — cones, tape, signage.
- Brief anyone who is part of the operation so they are not "bystanders" for the purposes of the rule; anyone without duties essential to the safe operation of the RPA remains a bystander regardless of how interested they are.
- Give someone the explicit job of watching for people approaching, so the pilot does not have to divide attention.
- Have a scripted response when someone walks into the area: move the aircraft away first, then deal with the person.
After the Operation Ends
Schedule 4 topic 1(c) asks about considerations after an operation has ended, and about aircraft noise and wildlife.
After the flight:
- Disarm, power down in the correct order (aircraft first, then controller, on most systems), and confirm the propellers have stopped before handling.
- Inspect the airframe, propellers and motors for damage acquired in flight.
- Record flight time, any anomalies and any defects in the remote pilot log and the technical log.
- Check battery state and bring packs to storage voltage if they will not be used soon.
- Recover all equipment, cones, tape and packaging; leave the site as you found it.
- Debrief the crew — what went as planned, what did not, and what should change next time.
Noise. RPA are noisy in a distinctive, penetrating way. The Air Navigation (Aircraft Noise) Regulations 2018 govern noise approvals, and complaints are a common trigger for regulatory attention. Practical mitigations: avoid prolonged hovering near dwellings, plan work outside early mornings and evenings where possible, notify neighbours before a job in a residential area, and keep the aircraft moving rather than parked over one spot.
Wildlife. Birds treat multirotors as either a threat or a rival, and raptors in particular will attack them. Nesting seasons and known raptor territories are a planning consideration, not a surprise. Beyond the risk to the aircraft, disturbing wildlife may breach state or national-park legislation entirely separate from CASR. If a bird engages the aircraft, descend and move away from the territory rather than trying to out-manoeuvre it — the bird is faster and more agile than the drone.
