2.3 Protective Equipment Fitting & Safety Standards

PA8 task 0102 includes implementing risk-reduction plans, and equipment is the portion of that task this section owns. A correctly fitted, currently certified helmet cannot make football safe. An uncertified, cracked, or spinning-on-the-head helmet can make it measurably less safe — and it can create institutional liability. The athletic trainer's job is standards literacy, fit, daily inspection, documentation, and honest education. Overclaiming that a mouthguard or a soccer helmet "prevents concussion" is both scientifically wrong and an exam-fail statement.

Who Writes the Rules: NOCSAE, SEI, NAERA, and the Manufacturer

The National Operating Committee on Standards for Athletic Equipment (NOCSAE) writes laboratory performance standards. It does not manufacture, recondition, or "approve" a specific brand in the marketing sense. Third-party Safety Equipment Institute (SEI) certification is how a model demonstrates that it met the applicable NOCSAE standard when tested as required.

  3. Seat the helmet so the front rim sits approximately one to two finger-widths above the eyebrows and the crown contacts the liner evenly.
  4. Ear holes align with the external auditory meatus.
  5. Occipital pad cups the base of the skull; inflatable bladders or adjustable pads are set to snug, not painful, pressure.
  6. Cheek pads contact the face evenly.
  7. A four-point chinstrap is adjusted to equal tension; the helmet should not tilt when the athlete opens the mouth.
  8. The facemask sits about two to three finger-widths from the nose and is attached only with manufacturer-specified hardware and loops.
  9. Fit check: with the chinstrap fastened, the athlete tries to rotate and pull the helmet. The helmet and head should move as a unit. If the ear holes leave the ears, the fit has failed.

Facemasks must match the helmet model and remain NOCSAE/ND087 certified. Bent bars, cracked welds, or missing clips are a pull-from-play finding. Cutting a facemask in the athletic training room to "give him a better view" can destroy certification.

Shoulder pads: Select by sport position and chest measurement.   • Helmets are designed to reduce the risk of catastrophic head injury such as skull fracture; they do not make the athlete concussion-proof (NATA 2014/2024 equipment language).
  • Mouthguards protect teeth; concussion claims are not established fact.
  • Players must not modify equipment (cutting facemasks, thinning shoulder-pad foam, removing ear loops).
  • Report a helmet that shifted on contact before the next play.

Sideline scenario: During a Friday game a facemask loop fails and the mask hangs from one side. Correct action: remove the athlete, replace the helmet or mask with certified hardware, or keep the athlete out. Do not zip-tie a mask back on.
