A.It is bound to the Cyrillo-Methodian spiritual heritage named in the preamble
B.It is bound to the principles of a socially and ecologically oriented market economy
C.It recognizes Christianity as the traditional religion of the state
D.It is not bound to any ideology or religion
Explanation: Article 1(1) of the Constitution (No. 460/1992 Zb.) states that the Slovak Republic is a sovereign, democratic state governed by the rule of law and that it is not bound to any ideology or religion (neviaže sa na nijakú ideológiu ani náboženstvo). The state therefore has no official religion or state ideology.
2Under Article 8 of the Constitution of the Slovak Republic, which four items are the state symbols (štátne symboly)?
A.The state emblem, the state flag, the state seal, and the state anthem
B.The state emblem, the state flag, the state anthem, and the presidential standard
C.The state emblem, the state flag, the state seal, and the Constitution
D.The state flag, the state anthem, the double cross, and the national colours
Explanation: Article 8 lists the state symbols: the state emblem (štátny znak), the state flag (štátna vlajka), the state seal (štátna pečať) and the state anthem (štátna hymna). Article 9 then describes them, for example the silver double cross on a red early-Gothic shield and the first two verses of 'Nad Tatrou sa blýska' as the anthem.
3How many members of parliament (poslanci) sit in the National Council of the Slovak Republic (NR SR), and for how long are they elected?
A.200 members of parliament, elected for a 5-year term
B.120 members of parliament, elected for a 4-year term
C.150 members of parliament, elected for a 4-year term
D.150 members of parliament, elected for a 5-year term
Explanation: Article 73(1) of the Constitution provides that the National Council has 150 members of parliament elected for four years. Article 73(3) also allows the current term to be shortened by a resolution of the National Council, which requires a three-fifths majority of all MPs under Article 84(4).
4Under Article 84(4) of the Constitution, what majority in the National Council is required to adopt or amend the Constitution or to adopt a constitutional law?
A.A simple majority of the members of parliament present at the session

C.At least three-fifths of all members of parliament (at least 90 votes)
D.At least two-thirds of the members of parliament present (at least 51 votes)
Explanation: Article 84(4) requires the consent of at least a three-fifths majority of all MPs, which is at least 90 of 150 votes, to adopt or amend the Constitution or adopt a constitutional law. The same majority applies, among other things, to approving a treaty under Article 7(2), calling a popular vote on recalling the President, bringing charges against the President, shortening the National Council's term and declaring war.
5Under Article 84(1) of the Constitution, how many members of parliament must be present for the National Council to be capable of adopting resolutions (uznášaniaschopná)?
A.More than half of all MPs, i.e. at least 76, must be present
B.At least 50 MPs, one-third of all members, must be present

D.A majority of the MPs who registered for that sitting must be present
Explanation: Article 84(1) provides that the National Council can adopt resolutions if more than half of all its members are present, which means at least 76 of 150 MPs. Article 84(2) then requires a majority of the MPs present for a valid resolution unless the Constitution provides otherwise.

B.Members of parliament, the Government, and the President of the Slovak Republic
C.The Government, the Prosecutor General, and the Supreme Court
D.Members of parliament, the Government, and a petition of 100,000 citizens

A.By the National Council by a three-fifths majority for a five-year term
B.Directly by citizens in a single round by plurality for a five-year term
C.Directly by citizens by secret ballot for a four-year term
D.Directly by citizens by secret ballot for a five-year term
Explanation: Article 101(2) provides that the President is elected by citizens of the Slovak Republic in direct elections by secret ballot for five years. Direct election replaced election by the National Council through Constitutional Act No. 9/1999 Z. z., and Article 101(4) provides for a second round if no candidate wins in the first round.

B.An absolute majority of all members of parliament (at least 76 votes)
C.A three-fifths majority of all members of parliament (at least 90 votes)
D.A two-thirds majority of all members of parliament (at least 100 votes)
Explanation: Under Article 102(1)(o) the President may return a law with comments within 15 days of receiving it. Article 84(3) requires the consent of an absolute majority of all MPs (nadpolovičná väčšina všetkých poslancov), at least 76 votes, to adopt such a law again. Under Article 87(3), if it is passed again and the President does not sign it, it is promulgated without the President's signature.
9Under Article 102(1)(e) of the Constitution, in which situation may the President dissolve the National Council?
A.It rejects a government bill to which no confidence vote was tied
B.It fails to approve the Government's program within six months of appointment
C.It passes a vote of no confidence in the Government by 76 votes
D.It fails to elect its Speaker within 30 days after the constituent sitting is held
Explanation: Article 102(1)(e) allows the President to dissolve the National Council if it does not approve the program statement of the Government within six months of the Government's appointment, if it does not decide within three months on a government bill to which the Government tied a confidence vote, if it is unable to adopt resolutions for more than three months despite being repeatedly convened, or if its session is interrupted for longer than the Constitution permits. The power cannot be used in the last six months of the President's term or during war, a state of war or a state of emergency.
10Under Articles 110 and 111 of the Constitution, how are the Prime Minister and the other members of the Government appointed?
A.The National Council elects the Prime Minister, who then appoints the ministers
B.The President appoints the Prime Minister and all ministers without any proposal
C.The National Council elects both the Prime Minister and each minister by secret ballot
D.The President appoints the Prime Minister, and other members on the PM's proposal
Explanation: Article 110(1) provides that the President appoints and recalls the Prime Minister. Under Article 111, the President appoints and recalls the other members of the Government on the proposal of the Prime Minister and entrusts them with managing ministries. The new Government must then ask the National Council for confidence within 30 days (Article 113).

Slovak Civil Service Selection Exam: Suggested Study Strategy

1Memorise the constitutional majorities: more than half of all MPs (76) present for a quorum, 76 of all MPs to pass a law returned by the President or to express no confidence, and 90 for constitutional laws.
2Distinguish a municipality's own competences from transferred state powers, whose costs the state covers under Article 71, and remember the three-fifths majority of councillors present for a VZN.
3Learn the current Act No. 55/2017 Z. z. rules: a three-month probationary period, annual evaluation from 1 December to 31 January with five result bands, and warnings for breaches of service discipline within one year.
4Master the Správny poriadok deadlines: 30 days to decide (60 in complex cases), 15 days to appeal, and suspensive effect of a timely appeal.
5Use current transparency figures: 12 working days to handle an Info Act request since Act No. 109/2025 Z. z., and contract effectiveness on the day after publication.

Act No. 55/2017 Z. z. and Decree No. 127/2017 Z. z. set no application or test fee; candidates apply to the announcing service office in paper form or electronically through the public portal.
