1Article 21 of the Mexican Constitution (CPEUM) describes a function of the State whose ends are to safeguard people's life, liberties, integrity and property and to help generate and preserve public order and social peace. Which function is it?
A.National security (seguridad nacional)
B.Public security (seguridad pública)
C.Private security (seguridad privada)
D.Civil protection (protección civil)
Explanation: CPEUM Article 21 defines seguridad pública as a State function in charge of the Federation, the states and the municipalities, whose ends are to safeguard life, liberties, integrity and property and to contribute to public order and social peace. It comprises the prevention, investigation and prosecution of crimes and the sanctioning of administrative infractions.
2According to the current text of Article 21 of the Constitution, which principles govern the actions (actuación) of public security institutions?
A.Legality, efficiency, professionalism and honesty, with human rights left to the CNDH
B.Discipline, hierarchy, loyalty and obedience to the chain of command
C.Legality, impartiality, loyalty and confidentiality, plus the pro persona principle and discipline
D.Legality, objectivity, efficiency, professionalism, honesty, gender perspective and human rights
Explanation: The current Article 21 (Cámara de Diputados text, last reformed in 2026) states that public security institutions act under the principles of legality, objectivity, efficiency, professionalism and honesty, as well as gender perspective and respect for the human rights recognized in the Constitution. The same article adds that these institutions are disciplined, professional and civilian in character.
3Under Article 2 of the Ley General del Sistema Nacional de Seguridad Pública (LGSNSP, 2025), which activities does public security comprise?
A.Crime prevention, investigation and prosecution, reinsertion of sentenced persons and administrative sanctions
B.Crime prevention and patrol only, because investigation and prosecution belong exclusively to the Public Prosecutor
C.National defense, border control and the protection of strategic installations against foreign or armed threats
D.Crime prevention and emergency response, while administrative infractions are sanctioned only by criminal courts
Explanation: LGSNSP Article 2 defines public security as a State function whose ends are safeguarding life, rights, integrity and property and preserving liberties, public order and social peace. It expressly comprises the prevention, investigation and prosecution of crimes, the social reinsertion of sentenced persons and the sanctioning of administrative infractions.
4In police ethics, what is police deontology (deontología policial)?
A.The catalogue of tactical techniques that corresponds to each level of force
B.The organizational chart and chain of command of a police corporation
C.The set of duties and ethical norms that govern an officer's professional conduct
D.The procedure for imposing disciplinary sanctions through the honor council
Explanation: Deontology is the study of duties. Applied to policing, it is the body of professional duties and ethical norms that should guide how an officer acts, linking constitutional principles such as legality, honesty and respect for human rights with day-to-day conduct.
5A shift supervisor orders an officer to detain a street vendor 'to teach him a lesson', although there is no flagrancy, warrant or urgent-case order. Under the obligations in Article 129 of the LGSNSP, how should the officer respond?
A.Carry out the detention and write in the report that it was done on the supervisor's instruction
B.Decline it, since the duty to obey covers only orders that respect the law, human rights and dignity
C.Carry out the detention but release the vendor before reaching the Public Prosecutor's office, to limit harm
D.Ask the vendor to agree to ride in the patrol car to the station, so that no detention formally takes place
Explanation: LGSNSP Article 129, fracción VI obliges members to carry out diligently the orders they receive 'conforme a derecho', provided the orders are not ambiguous or contrary to law, human rights or the dignity of persons. A detention without flagrancy, warrant or caso urgente violates Article 16 of the Constitution, so the order is unlawful, and fracción V also requires reporting wrongful acts of personnel to the superior.
6Under Article 52 of the LGSNSP (2025), which set of functions corresponds to municipal police institutions?
A.Leading the criminal investigation and filing charges before the Judge of Control in every local case
B.Issuing arrest and search warrants whenever the Public Prosecutor or the judge is unavailable
C.Guarding federal strategic installations and running the federal prisons located in the municipality
D.Proximity, conflict resolution, violence and crime prevention, traffic and administrative infractions
Explanation: Article 52 assigns municipal police proximity, conflict resolution, prevention of violence and crime, traffic (vialidad) and attention to administrative infractions, plus support to state institutions and first-responder work. They may investigate only when they have an investigation unit certified by the Secretariado Ejecutivo.
7Which of the following is an obligation of members of public security institutions listed in Article 129 of the LGSNSP?
A.Keeping colleagues' misconduct confidential until internal affairs formally asks about it
B.Accepting small gratuities from citizens when they do not change the outcome of the service
C.Promptly informing the superior of omissions or wrongful or criminal acts by institution personnel
D.Letting trusted civilians accompany operations when they can help identify suspects
Explanation: Article 129 includes, among others, the duties to preserve evidence (IV), to inform the superior promptly of omissions, wrongful acts or crimes by personnel (V), to register detentions in the Registro Nacional de Detenciones (XXIII) and to refuse payments or gratuities beyond those provided by law (XXIV). Reporting misconduct is a legal duty, not an option.
8Under the 2025 LGSNSP, which of these measures is a disciplinary corrective (correctivo disciplinario) that the direct superior may impose for a fault that does not merit an administrative sanction?
A.A written reprimand (amonestación escrita)
B.Suspension without pay for up to 30 days
C.Removal from the service (remoción)
D.An action for repair of damages (reparación del daño)
Explanation: Article 132 lists the correctives: verbal reprimand, written reprimand, public apology and community work, imposed by the superior who exercises direct command. Article 133 separately lists the sanctions: suspension without pay for up to 30 days for non-serious faults, repair of damages, and removal for serious faults.
9An officer commits a non-serious disciplinary fault that merits a sanction rather than a corrective. Under Article 133 of the LGSNSP, what is the maximum suspension without pay?
A.15 days
B.90 days
C.30 days
D.60 days
Explanation: Article 133, fracción I provides suspension of functions without pay 'hasta por treinta días, para faltas no graves'. Serious faults that substantially harm the service, grave human-rights violations or loss of institutional trust lead to removal instead.
10A court later rules that a municipal officer's removal was unjustified. Under Article 123, apartado B, fracción XIII of the Constitution, what follows?
A.The officer must be reinstated with back pay and seniority
B.The State pays compensation and benefits, but reinstatement is not allowed
C.The officer may choose between reinstatement and compensation
D.The removal is annulled and the case returns to the honor council
Explanation: The Constitution states that if the jurisdictional authority rules that a separation, removal or other termination was unjustified, the State is only obliged to pay the compensation and other benefits due, 'sin que en ningún caso proceda su reincorporación al servicio'. This special regime covers police, Ministerio Público agents and peritos.
