Explanation: Article 21 states that public security is a function of the State in charge of the Federation, the states (entidades federativas) and the municipalities, whose ends are to safeguard life, liberties, integrity and property and to contribute to public order and social peace. A.The Code of Conduct for Law Enforcement Officials

C.The Istanbul Protocol
D.The Palermo Convention against Transnational Organized Crime
Explanation: The Código de conducta para funcionarios encargados de hacer cumplir la ley was adopted on 17 December 1979 by resolution 34/169. A.Yes, if the superior's order was given in writing
B.Yes, during a declared state of war or threat to national security
C.Only when the information obtained saves lives
D.No, neither superior orders nor any emergency can justify torture
Explanation: Article 5 says no law enforcement official may inflict, instigate or tolerate torture or cruel, inhuman or degrading treatment, nor invoke superior orders or special circumstances such as war, a threat to national security, internal political instability or any other public emergency as a justification. The prohibition is absolute.

B.Force may be used only when strictly necessary and to the extent required, with firearms as an extreme measure
C.Force is prohibited in all circumstances for police officers
D.Force may be used freely against persons who are already detained
Explanation: Article 3 allows force 'sólo cuando sea estrictamente necesario y en la medida que lo requiera el desempeño de sus tareas'. B.Keep silent to protect the discipline and image of the corporation

Explanation: Article 8 requires officials to respect the law and the Code, to try to prevent violations and, when they believe a violation has occurred or will occur, to report it to their superiors and, if necessary, to another appropriate authority with control or corrective powers. Its commentary adds that officers who report must not be sanctioned for doing so, and that going to the media is only a last resort.

D.The typical pattern in which a person carries out crimes
Explanation: The protocol defines modus operandi as 'el patrón de conducta de una persona que comete delitos o la manera típica o la forma de ajustarse a un plan o patrón en el que lleva a cabo sus actos delictivos'. It is also a way of describing in official records how a crime was committed.
8According to the Protocolo de Investigación, why is knowing the modus operandi of local offenders useful to an investigator?
A.It proves the guilt of any suspect who has a similar criminal record, so no further evidence is needed
B.It helps identify series of crimes, link crimes to known offenders and anticipate future trends
C.It replaces the need to collect physical evidence at the scene
D.It allows arrests without a warrant whenever the method matches
Explanation: The protocol says knowing the modus operandi lets the investigator understand how a crime was committed and what material it may have generated, identify series of crimes with the same method, link crimes to known offenders, predict future trends (enabling protective measures or flagrancy arrests), identify distribution routes for stolen or illicit goods, and spot problem areas in the community.
9Which set is made up only of information sources that section 1.6.1 of the Protocolo de Investigación lists for investigators?
A.Community information, experts, detainee and intelligence databases, and open sources
B.Anonymous rumours accepted as facts without verification, the suspect's social reputation, and the officer's hunches
C.Only the Public Prosecutor's file, since other sources contaminate the case
D.Only confessions obtained during the arrest
Explanation: The protocol lists sources such as community information, colleagues and supervisors, experts, detainee and criminal-intelligence databases, local and national media, police records, government research and statistics, internal and peer reviews, open sources of all kinds, eyewitness interviews and devices with digital information. The investigator chooses among them according to experience and the complexity of the crime.
10According to the Guía Nacional de Cadena de Custodia, what is the purpose of preserving the place of intervention (preservación del lugar)?
A.To start collecting all objects before the experts arrive
B.To let relatives and neighbours retrieve personal belongings
C.To guard and watch the place so that no improper access causes loss, destruction, alteration or contamination of evidence
D.To photograph the place for publication in the media
Explanation: The Guía defines preservación del lugar as the actions to guard and watch the place of the event or discovery to avoid any improper access that could cause the loss, destruction, alteration or contamination of evidence. Preservation by the first responder or processing-capable police comes before the chain of custody starts.
