Delaware notaries are commissioned by the Governor through the Secretary of State for an initial 2-year term (renewable for 2 or 4 years). There is no notary exam and no surety bond requirement; the application fee is $60 for a 2-year term and $90 for a 4-year renewal. Maximum notarial fees are $5 per act for tangible records and $25 for electronic records, and since August 1, 2023 every notary must keep a journal (retained 10 years) and may perform remote online notarizations while physically located in Delaware.
