GROL: the required written elements

A new General Radiotelephone Operator License requires both Written Element 1 and Written Element 3. Passing only one does not by itself issue a GROL.

What does Element 1 test?

Basic radio law and operating practice: the rules, treaties, regulations, and radiotelephone procedures a maritime radio operator should know.

Element 1 passing threshold

Answer at least 18 of 24 questions correctly. That is a 75% passing threshold.

What does Element 3 test?

Electronic fundamentals and techniques used to adjust, repair, and maintain FCC-licensed radiotelephone transmitters and receivers.

Answer at least 75 of 100 questions correctly. The Element 3 passing threshold is 75%.

What is a COLEM?

A Commercial Operator License Examination Manager is an FCC-authorized private examination manager. COLEMs administer commercial operator examinations.

Spoken-English qualification

A commercial radio operator applicant must be able to send and receive spoken messages correctly in English.

Proof of Passing Certificate (PPC)

A PPC is the COLEM evidence that an element was passed. The FCC application process uses it to document the required examination credit.

What operating authority does a GROL include?

A GROL conveys the operating authority of the Marine Radio Operator Permit and the Restricted Radiotelephone Operator Permit.

GROL versus Ship Radar Endorsement

A GROL alone is not the Ship Radar Endorsement. The endorsement is a separate authorization based on Element 8.

Voltage, current, and resistance

Voltage is electrical potential difference, current is charge flow, and resistance opposes that flow. Their relationship is the foundation of circuit analysis.

Conductor, insulator, semiconductor

A conductor readily carries charge; an insulator strongly resists it; a semiconductor has controllable conductivity and is central to modern electronic devices.

Inductance opposes what change?

An inductor opposes a change in current. Its stored energy is in a magnetic field.

Ohm's law triangle

V = I × R. Rearranging gives I = V/R and R = V/I. Keep units aligned: volts, amperes, and ohms.

Electrical power formulas

Power is P = V × I. With Ohm's law, P can also be I²R or V²/R.

Frequency and period

Frequency is cycles per second in hertz. Period is the time for one cycle: T = 1/f.

Decibels for power ratios

For power, dB = 10 log10(P₂/P₁). A positive value is gain; a negative value is loss.

Capacitor's basic role

A capacitor stores energy in an electric field. It blocks steady DC after charging but its reactance falls as AC frequency rises.

Transformer's basic role

A transformer transfers AC energy through magnetic coupling. The turns ratio sets the voltage step-up or step-down ratio.

Diode's one-way behavior

A diode conducts primarily in its forward direction and blocks current in reverse until its rating is exceeded. Rectifiers use that property to make DC from AC.

Transistor as an electronic control

A transistor lets a small control signal regulate a larger current. Common radio uses are amplification and switching.

Series circuit current

In a series path, the same current flows through every component. Individual voltage drops add to the source voltage.

Parallel circuit voltage

In parallel branches, each branch has the same voltage. Branch currents add at the source.

Logic gate: AND

An AND gate outputs true only when every required input is true.

Logic gate: OR

An OR gate outputs true when at least one input is true.

Logic gate: NOT

A NOT gate, or inverter, reverses its input: true becomes false and false becomes true.

Superheterodyne receiver: mixer

A mixer combines the incoming RF with a local oscillator to create an intermediate-frequency signal that is easier to filter and amplify.

Why use an intermediate frequency?

A fixed intermediate frequency lets a receiver use selective, stable amplification and filtering after frequency conversion.

Receiver selectivity

Selectivity is the ability to accept the wanted signal while rejecting nearby unwanted signals.

Receiver sensitivity

Sensitivity is the ability to recover a usable signal when the received signal is weak.

Power amplifier function

A transmitter power amplifier raises an RF signal to the output level needed for the antenna system while aiming to limit unwanted emissions.

Oscillator function

An oscillator produces a repeating electrical waveform without an external repeating input. In radio equipment it supplies carrier or local-oscillator energy.

Transmitter tuning goal

Tuning networks transfer RF power efficiently to the intended load and reduce reflected power and unwanted output.

AM: what changes?

Amplitude modulation varies the carrier's amplitude in step with the information signal while carrier frequency stays nominally constant.

Battery cells in series

Series-connected cells add their voltages. The available ampere-hour capacity stays that of one matching cell.

Antenna polarization

Polarization describes the orientation of an antenna's electric field. Matching transmit and receive polarization improves signal transfer.

Standing-wave ratio (SWR)

SWR indicates how well a transmission line is matched to its load. A 1:1 ratio is an ideal match; a higher value means more reflection.

VOR: navigation purpose

A VOR provides an aircraft with bearing information relative to a ground station, helping define a radial from that station.

Transponder: aviation purpose

An aircraft transponder replies to an interrogation with identifying and, when equipped, altitude information for surveillance systems.

Why use a dummy load?

A dummy load safely absorbs transmitter output during testing, letting you check equipment without radiating a signal over the air.

Oscilloscope: what it shows

An oscilloscope displays signal voltage versus time, making waveform shape, timing, noise, and distortion easier to inspect.

Troubleshooting: isolate before replacing

Use measurements and a logical signal path to localize a fault before replacing parts. Random replacement can add new faults and hide the original one.

Multiplexing

Multiplexing carries multiple information channels over a shared medium by separating them in time, frequency, code, or another distinguishing method.

Why use a marine VHF working channel?

After establishing contact, moving routine traffic to an assigned working channel keeps calling and distress channels available for their intended use.

EPIRB: basic purpose

An emergency position-indicating radio beacon transmits a distress alert to support search-and-rescue response when activated in an emergency.

RADAR range from time delay

RADAR measures the time for a pulse to travel to an object and return. Distance equals one-half of the round-trip travel distance.

Why RADAR needs a directional antenna

A narrow beam concentrates energy and helps determine an object's bearing with better angular resolution.

Satellite link: line of sight

A satellite earth station needs a clear path to the satellite. Buildings, terrain, or poor antenna pointing can weaken or block the link.

GPS receiver: basic function

A GPS receiver estimates position and time by comparing signals from multiple satellites.

Treat stored energy as hazardous: de-energize equipment, verify the condition, and follow approved discharge and lockout procedures before servicing.

What must I pass for the FCC GROL?

The General Radiotelephone Operator License requires Written Element 1 and Written Element 3. Element 1 is basic radio law and operating practice; Element 3 covers radiotelephone electronics and maintenance knowledge.

How many questions and correct answers are required?

Element 1 has 24 multiple-choice questions and requires 18 correct. Element 3 has 100 multiple-choice questions and requires 75 correct. Each element therefore has a 75% passing threshold.

Who gives the GROL examinations?

FCC-authorized Commercial Operator License Examination Managers (COLEMs) administer the examinations. The FCC publishes the program requirements and question pools; a COLEM handles exam delivery and its own scheduling details.

Is the GROL the same as a GMDSS or ship-radar credential?

No. GROL is the Element 1 plus Element 3 license. A GMDSS Radio Maintainer's License additionally requires Element 9, and a Ship Radar Endorsement is a separate Element 8 credential.

How long does a GROL remain valid?

A General Radiotelephone Operator License is issued for the lifetime of the holder.

What happens if I do not pass an element?

The FCC does not publish a fixed GROL retake waiting period. Confirm the available rescheduling and retesting options with the COLEM administering your examination.
