The Victoria Police Recruitment Pipeline

To successfully join Victoria Police as a Police Officer or Protective Services Officer (PSO), candidates must navigate a comprehensive and multi-stage recruitment pipeline. The entrance examination, administered by the Australian Council for Educational Research (ACER), is one of the initial stages, but it does not stand alone. Throughout the recruitment process, Victoria Police assesses an applicant's fitness, character, medical health, psychological resilience, and background. Two of the most critical pre-requisites that candidates must manage alongside their exam preparation are the First Aid certification and driver licence history checks.

First Aid and CPR Certification Requirements

A key non-negotiable requirement for all Victoria Police applicants is obtaining and maintaining current first aid qualifications. Before a candidate can be appointed to the Victoria Police Academy for recruit training, they must submit proof of valid certification.

• Required Certification Level: Candidates must hold a valid Level 1 First Aid Certificate that includes a Cardiopulmonary Resuscitation (CPR) component.
• Course Codes: To satisfy Victoria Police standards, the first aid training must align with nationally recognized training codes. The accepted courses are HLTAID011 (Provide first aid) or HLTAID010 (Provide basic emergency life support). The CPR component must specifically be HLTAID009 (Provide cardiopulmonary resuscitation).
• Validity Window: The certification must be current at the time of application and enlistment. Crucially, the first aid certificate must remain valid for at least 12 months post-graduation from the Academy. Since CPR qualifications must be renewed annually in Australia, recruits are responsible for maintaining their CPR validity throughout the Academy training and their subsequent policing careers.
• Candidate Responsibility: All costs associated with booking, attending, and renewing first aid courses are the sole financial responsibility of the applicant. Failure to provide a valid first aid certificate at the required pipeline stage will halt the application.

Driver Licence and Traffic History Checks

A valid, unencumbered driver licence is essential for operational policing duties. Victoria Police enforces strict criteria regarding licence status and past traffic behavior to ensure recruits meet safety and character standards.

• Licence Types: Applicants must hold a current, valid Australian driver licence. Probationary licences (P1 or P2) are acceptable, both for automatic and manual transmissions. However, learner permits are strictly not accepted under any circumstances. If an applicant currently holds a learner permit, they must obtain their probationary or full licence before their application can proceed.
• Demerit Point Limits: At the time of submitting their application, candidates must have no more than 7 demerit points accumulated on their driving record.
• Driving History Assessment: Having fewer than 7 demerit points does not guarantee approval. Victoria Police conducts a comprehensive check of the applicant's lifetime driving history. A record showing repetitive traffic infringements (e.g., persistent speeding, driving while using a mobile phone, failing to obey traffic signals) suggests a pattern of disregard for the law and can lead to an application being deemed unsuitable.
• Serious Traffic Offences: Any history of serious traffic offences—such as driving under the influence (DUI) of alcohol or drugs, dangerous driving, reckless driving, or driving while suspended—will undergo intense scrutiny and typically results in a lengthy temporary or permanent disqualification from the recruitment process.

Test Day Logistics: Camberwell Venue vs. Remote Proctoring

ACER provides candidates with two distinct environments for sitting the entrance examination. Choosing the right testing mode depends on a candidate's location, technological comfort, and study habits.

Camberwell Venue (Melbourne)

The traditional testing method is an in-person session at ACER's national headquarters located in Camberwell, Melbourne.

• Environment: Candidates sit the exam in a professional, distraction-free computer lab supervised by ACER test invigilators.
• Logistics: All hardware, software, headsets, and microphones are provided and set up by ACER. In the event of a technical glitch, staff are on-hand to resolve the issue immediately.
• Materials: Candidates are provided with scratch paper and pencils, which must be returned at the end of the exam. No personal devices or materials are allowed into the testing room.

Remote Proctoring

Remote proctoring allows candidates to sit the exam online from their home or office using specialized supervision software. While convenient, it requires strict adherence to technical and environmental rules.

• Hardware Requirements: Candidates must use a desktop or laptop computer with a single monitor (dual monitors are prohibited). A working microphone and a webcam (either internal or external) are required. The webcam must be capable of being rotated 360 degrees to show the entire room to the online proctor.
• Internet Requirements: A stable, high-speed internet connection is required. ACER recommends a wired Ethernet connection rather than Wi-Fi to prevent dropouts, as a disconnected session can lead to exam disqualification.
• Environmental Setup: The test must be taken in a private, quiet room with a closed door. No other individuals (including pets) may enter during the exam. The desk must be completely clear of all items except the computer, keyboard, mouse, and a clear glass of water. No scratch paper or writing instruments are permitted in the remote exam.
• Behavioral Rules: During the exam, candidates must not read questions aloud, cover their mouths, look away from the screen, or leave their seats. The proctoring software uses artificial intelligence and live human monitors to detect suspicious movement or background noise, which can trigger an immediate flag and potential cancellation of the test results.

Re-sit Rules and Fees

If a candidate does not achieve the required pass mark on one or more components of the entrance exam, they are not necessarily disqualified from the recruitment process immediately. ACER allows candidates to re-sit only the specific components they failed.

• Re-sit Fees: The cost to re-sit failed components is tiered based on the number of sections that need to be retaken:
  • $131 for 1 component
  • $185 for 2 components
  • $275 for 3 or more components (equivalent to the cost of a full registration)
• Re-sit Limits: In a single recruitment cycle, candidates are permitted a maximum of two attempts to pass all required components (the initial attempt plus one re-sit).
• Exclusion Period: If a candidate fails any component during their re-sit attempt, their Victoria Police application is officially terminated. They will be placed on a mandatory 12-month exclusion period, during which they cannot re-apply. Once the exclusion period has elapsed, they may submit a new application and must sit the entire entrance examination again from the beginning, paying the full registration fee.
