Step-by-Step Licensing Process

Step 1 — Prepare. No course is required, but master the Virginia-specific material below; the national half assumes you already know perils, policy structure, and the parts of an insurance contract.

Step 2 — Register with Prometric. Create a Prometric account, select the Virginia 11-03 exam, pay the $35 fee, and choose a test center or ProProctor remote slot. Bring two forms of ID, one government-issued with photo and signature.

Step 3 — Pass. Score 70% or higher; results print on the spot. A failed report shows your diagnostic by content area so you can target weak sections before the 24-hour retake.

Step 4 — Fingerprinting. Schedule a criminal background check through Fieldprint Virginia (about $34.95, which includes the Virginia State Police and FBI fees). Use Fieldprint code FPVABOIProducer so results route to the Bureau of Insurance. The SCC will not issue a license until prints clear.

Step 5 — Apply. File through NIPR or Sircon. You must apply within 183 calendar days of passing or the score expires and you retest. The producer application fee is $30 ($15 per line × two lines bundled into P&C) plus a small NIPR transaction fee.

The $500 UMV Fee Was Repealed

Effective July 1, 2024, Virginia repealed the Uninsured Motor Vehicle (UMV) fee (SB 951). Drivers can no longer pay $500 to the DMV in lieu of insurance. Every registered vehicle must now carry at least the minimum liability policy. If an exam choice still says you may pay $500 to skip insurance, it is the wrong answer — that option no longer exists.
