0.3 MMC Application: TWIC, Medical, Drug Test, Fees & ASAP

The MMC Is the Product; Master 100 Is an Endorsement on It

Passing ONC06 modules does not by itself put a license in your pocket. The Coast Guard issues a Merchant Mariner Credential (MMC) — a passport-style document that carries officer and rating endorsements. Master Less Than 100 GRT with a route (for example Near Coastal) is one of those endorsements. The application process proves you are the person you claim to be, medically fit, drug-free under Coast Guard rules, trained in basic emergency care, and paid up on user fees.

Treat the process as a project with a critical path. Sea service can take years; medical, TWIC, drug test, and First Aid/CPR have expiration and timing windows that can expire while you wait for exam dates or evaluation. Sequence them deliberately.

CG-719 Application Package

The core application family is the CG-719 series (application for merchant mariner credential and related medical/drug forms as required for your transaction). For an original officer endorsement you will typically assemble:

• Completed CG-719 application pages for the transaction type (original, raise of grade, renewal, etc.)
• Evidence of identity and citizenship
• Sea service documentation meeting 11.428 / 11.422
• TWIC enrollment/holding evidence and security screening cooperation
• Medical certificate application/results as required
• Drug test results within the allowed window
• First Aid and CPR (or qualifying Basic Training) certificates
• Fee payment receipts from Pay.gov
• Passport-style photo and any other checklist items on MCP-FM-NMC5-15

Use the checklist; do not invent your own shorter list. Missing one expired CPR card can stop an otherwise perfect package.

TWIC and Security Screening

A Transportation Worker Identification Credential (TWIC) is required for merchant mariners. You enroll through the TWIC program (fingerprint/photo and identity proofing), hold a valid TWIC, and the Coast Guard runs security screening as part of credentialing. Practical tips:

• Enroll for TWIC early; appointment backlogs and card production delay applications.
• The name on TWIC, MMC application, and medical should match exactly (watch middle names and hyphens).
• A TWIC is not a substitute for the MMC. It is a security/access credential that the mariner credentialing system requires alongside the professional endorsement.

If security issues arise (criminal history, identity mismatches), resolve them with the proper disclosure and documentation rather than omitting facts. Omissions cause deeper delays than honest explanations with court papers.

Medical Certificate

Officer endorsements require a Coast Guard medical certificate. You complete the medical form with a licensed medical practitioner who understands merchant mariner standards (vision, hearing, cardiovascular, medications, conditions that may need waivers). Key points for Master candidates:

• Schedule the exam so the certificate will still be valid when NMC evaluates your file.
• Disclose medications and conditions completely; undeclared issues found later create bigger problems.
• Some conditions are approvable with waivers or restrictions; start that process early rather than hoping the evaluator ignores a known diagnosis.
• Keep a copy of everything your doctor submits.

You cannot sit for or be issued many officer transactions without meeting medical standards. Build medical into the same calendar as your exam modules.

Drug Test Timing

Coast Guard credentialing requires a chemical test for dangerous drugs from an accepted process (typically a DOT-style panel through a consortium or approved collector, reported properly). For application timing, plan on a drug test within 6 months of the application. A test older than the allowed window is worthless for the package even if it was negative.

If you are in a random testing program with a maritime employer or school consortium, ask whether a recent test can be reported in the format NMC accepts. Otherwise, schedule a transaction test specifically for the MMC application and do not wait until the week fees are paid if collector appointments are scarce in your area.

First Aid, CPR, and Basic Training

For an original officer endorsement, First Aid training must generally be completed within 1 year of application, and CPR must be currently valid (not expired on the card's printed date). Acceptable courses are those recognized under Coast Guard guidance (commonly American Red Cross, AHA, and similar).

Alternatively, qualifying Basic Training (STCW Basic Training / elementary safety elements as accepted for the transaction) may satisfy the emergency-training piece for applicants who hold it. Read the current checklist: original applicants are held to the tight First Aid recency window more often than renewals. Do not reuse a five-year-old First Aid card for an original Master package.

Fees and Pay.gov (Effective January 19, 2025)

Effective January 19, 2025, Coast Guard merchant mariner user fees are paid through Pay.gov. Older habits of mailing personal checks for evaluation fees are obsolete for the current process. Pay only through the official Pay.gov flow tied to your transaction, keep PDF receipts, and attach or upload them as instructed.

These are the standard building blocks candidates use for budgeting. Your exact cart on Pay.gov depends on transaction type (original vs raise of grade vs endorsement add-on). Raise-of-grade transactions usually carry a lower evaluation portion than a full original evaluation, which is one reason OUPV → Master is financially as well as academically attractive if you already hold OUPV.

Optional endorsements (assistance towing, sail, etc.), medical-related costs, TWIC enrollment fees, school tuition, and travel to a Regional Exam Center (REC) are extra and not included in the ≈$240 MMC user-fee estimate.

ASAP Portal (January 28, 2026 Rollout)

The Coast Guard's ASAP (Application Status and Processing) portal is the electronic application channel with a major rollout dated January 28, 2026. Candidates should create accounts, follow on-screen document uploads, and track status online rather than assuming paper mail is the default forever. Because electronic systems evolve, always verify current NMC instructions the week you apply:

• Which transactions are fully electronic vs hybrid
• How sea service PDFs must be signed
• Whether your REC still requires in-person identity steps for exams
• How fee receipts link to the electronic file

ASAP reduces lost-mail risk and gives visibility into evaluation queues, but it does not relax regulatory standards. A digital upload of an incomplete sea service letter is still incomplete.

Recommended Sequence (Critical Path)

1. Audit sea service against 11.428 and 11.422; fix letters first.
2. Enroll/renew TWIC.
3. Complete First Aid (≤1 year) and ensure CPR valid (or Basic Training).
4. Obtain medical certificate.
5. Take drug test inside the 6-month window before you submit.
6. Pay Pay.gov fees for evaluation/exam/issuance as applicable.
7. Submit via ASAP/NMC process with checklist MCP-FM-NMC5-15.
8. When approved to test, schedule REC modules (Section 0.4) or present approved course completion if substituting exams.
9. After pass and final evaluation, receive the MMC with Master LT 100 and route.

Common Package Killers

• Drug test older than 6 months at submission
• First Aid older than 1 year on an original officer application
• Expired CPR
• Sea service letters missing GRT, official number, or waters
• Name mismatches across TWIC, medical, and CG-719
• Paying the wrong fee combination or failing to include Pay.gov proof
• Assuming OUPV automatically converts without Master sea service/tonnage proof
