It is administered by the Joint Industry Board (JIB) in England, Wales and Northern Ireland and by the Scottish Joint Industry Board (SJIB) in Scotland. Fire and Emergency is the largest topic. ECS added questions on fire safety in buildings (fire-stopping, compartmentation, higher-risk buildings and the Building Safety Regulator) after the post-Grenfell Competence Steering Group set a minimum fire-safety awareness standard for installers. The updated bank has applied to assessments since 6 May 2024.
Taking the Assessment
Remote invigilation lets you sit the assessment at home or work at any time. You need a room on your own, a stable internet connection, a webcam facing you with a plain background, current photo ID (passport or photo driving licence), and an up-to-date Windows computer running Chrome or Microsoft Edge. Monitoring software that uses artificial intelligence verifies your identity and watches the whole test; unusual activity causes the assessment to be failed automatically. If you need assistive technology, the ECS Customer Experience Centre can switch on text-to-speech before you start.
In-centre assessments require photographic ID, your National Insurance number and a personal email address for the result. The invigilator checks your identity and takes your photograph. If you are not confident with computers, you can ask the invigilator for a free practice test before the real one. With a computer-based test you get your result at the end and can review your answers.
If you fail, you can take a new assessment, but a fee is charged for each attempt. ECS recommends studying the revision guide over at least ten working days before you sit the test.
Exemptions
Some qualifications issued within the last three years are accepted instead of the ECS assessment. They include CITB SMSTS and SSSTS, the CITB Health and Safety Awareness course, the NEBOSH qualifications listed by ECS, CCNSG and Safety Passport Alliance passports, the ECITB Health and Safety Passport, and completing an apprenticeship leading to a gold card within the last three years. IOSH courses have not been accepted since 31 August 2023, and the CITB (CSCS) operatives' health, safety and environment test is not accepted, because the ECS assessment covers electrotechnical hazards and fire safety in buildings. There are no exemptions for ECS partner cards.
Which Law Applies?
This guide uses the Great Britain names for legislation, such as the Health and Safety at Work etc. Act 1974. Northern Ireland has equivalent Orders and Regulations enforced by HSENI, and Scotland has some separate environmental and fire law (for example, SEPA and the Fire (Scotland) Act 2005). The ECS questions test principles that are the same across the UK.
