1.2 Eligibility, Currency and Industry Recognition

Key Takeaways

  • Handbook v1.3 intends 2922-34 for practising electricians aged 18+; the centre must keep eligibility evidence for 3 years for external quality assurance.
  • Acceptable entry includes City & Guilds 2357 (installing electrotechnical systems or electrical maintenance), 5357, 2356, 2346, 2347, other awarding-organisation equivalences, historical EAS equivalents, or an ECS Gold Card issued by JIB or SJIB as Installation, Maintenance, or Domestic Electrician.
  • Scotland also accepts SVQ Electrical Installation at SCQF level 7; Wales also accepts EAL Building Services Engineering Level 3 Electrotechnical Installation.
  • Listed qualifications must be no more than 5 years old at the start of 2922, or the learner must remain current by holding the latest edition Wiring Regulations qualification.
  • JIB and ECS recognise 2922-34 as CPD for those Gold Card occupations (MyECS record and reverse of the ECS card); TESP awarded the Electrician Plus kitemark. Completing 2922-34 is competence evidence toward MCS installer work, but MCS certification is a separate contractor scheme.

Why eligibility is assessed before you touch a module

Quick Answer: Handbook v1.3 says this course is intended for practising electricians. The centre must confirm eligibility against the listed qualifications (or accepted equivalents) and keep that evidence for 3 years for external quality assurance. Learners must be 18 or over. Currency means the entry qualification is no more than 5 years old when 2922 starts, or the learner holds the latest edition Wiring Regulations qualification. This OpenExamPrep section is independent study material; it does not decide your centre’s eligibility file.

Unit 301 will ask you about documents, arrays, and inverters. It will not ask “are you allowed on this course?” The eligibility gate still decides whether City & Guilds will ever print a certificate. Centres that skip the gate create a learner who can pass e-volve and still stall at certification because proxy unit 2922-801 was never validly claimed. If you are self-funding, ask the centre which evidence it will photocopy before you pay a deposit.

The award sits under the Electrotechnical Assessment Specification (EAS) as Continuing Professional Development (CPD) for people who are already treated as competent electricians in that specification. It is not a conversion course for roofers, kitchen fitters, or labourers who want to “add solar.” Those occupations can be valuable on a PV site; they are not the handbook’s learner-entry list.

Acceptable qualifications (handbook v1.3)

Learners must hold one of the following, unless a national extra in the Scotland or Wales lists applies:

RouteWhat the handbook accepts
City & Guilds 2357Level 3 NVQ Diploma in Installing Electrotechnical Systems and Equipment (Buildings, Structures and the Environment), or Level 3 NVQ Diploma in Electrotechnical Services (Electrical Maintenance)
City & Guilds 5357Level 3 Electrotechnical qualification
City & Guilds 2356Level 3 NVQ in Electrotechnical Services Experienced Worker
City & Guilds 2346Level 3 Electrotechnical Experienced Worker Qualification
City & Guilds 2347Level 3 Electrotechnical in Dwellings Experienced Worker Qualification
Other awarding organisationsEquivalences are acceptable
Historical EAS equivalentsEquivalent historical qualifications in the latest Electrotechnical Assessment Specification
ECS Gold CardIssued by the Joint Industry Board (JIB) or Scottish Joint Industry Board (SJIB) for Installation Electrician, Maintenance Electrician, or Domestic Electrician

Read the 2357 line as two NVQ diplomas that share a number: installing electrotechnical systems and electrical maintenance. Either satisfies entry. Do not invent a third 2357 specialism the handbook does not list.

National Vocational Qualification (NVQ) and experienced-worker routes are both listed because the industry already uses them to evidence occupational competence. 5357 is the current electrotechnical apprenticeship-style qualification many recently qualified electricians hold. 2346 and 2347 are experienced-worker qualifications (full electrotechnical versus dwellings). If your card says 2365 or 8202 only, that is not automatically on the 2922 list — you need an accepted equivalence, a historical EAS match, or a qualifying Gold Card, not a hopeful reading of “any City & Guilds electrical course.”

Scotland, Wales, currency, and the Gold Card that actually counts

Scotland: any of the table above, or Scottish Vocational Qualification (SVQ) in Electrical Installation at Scottish Credit and Qualifications Framework (SCQF) level 7.

Wales: any of the table above, or EAL Building Services Engineering (BSE) Level 3 Electrotechnical Installation.

Northern Ireland learners use the main list (including JIB/SJIB Gold Card routes where they apply). The handbook does not add a separate Northern Ireland-only equivalent in the learner-entry section.

The five-year currency rule

For all learners, the qualifications above must have been achieved no more than 5 years before starting 2922-34, or there must be evidence the learner has remained current by holding the latest edition of the Wiring Regulations qualification. That second limb is how a 2016 2357 holder still enters in 2026: not by arguing that “once an electrician, always an electrician,” but by showing a current BS 7671 award (the 18th Edition qualification in its latest examined edition, including the amendment paper your centre currently delivers).

Currency is not the same as holding an old ECS card in a non-electrician occupation. A labourer, mate, or related-discipline card is not the Installation / Maintenance / Domestic Electrician Gold Card the handbook names. A Gold Card that expired, or that was issued in a grade the handbook does not list, is not a substitute for a current Wiring Regulations qualification plus a listed occupational award.

Scenario: the 2017 NVQ and the missing amendment paper

Priya completed City & Guilds 2357 in 2017 and has been installing domestic rewires ever since. She books 2922-34 in September 2026. Five years from 2017 elapsed in 2022, so the NVQ alone is out of currency. The centre asks for evidence she holds the latest edition Wiring Regulations qualification. Priya sits the current BS 7671 award first, the centre files both certificates, and only then claims 2922-801. Had the centre skipped that file, external quality assurance could reject certification even after a Unit 301 pass.

Scenario: the Gold Card that looks similar

Lee holds an ECS card and works daily on PV roofs tightening module clamps. The card occupation is not Installation, Maintenance, or Domestic Electrician. Handbook v1.3 does not treat that card as an entry qualification. Lee either produces a listed electrotechnical award still in currency (or topped up with the latest Wiring Regulations qualification) or uses an EAS historical equivalent the centre can defend for three years. Site experience is not a listed substitute.

What industry recognition actually means — and where MCS starts

Handbook v1.3 answers “How is this qualification recognised?” in three industry sentences you should keep separate from Microgeneration Certification Scheme (MCS) contractor marketing.

JIB and ECS. The Joint Industry Board and the Electrotechnical Certification Scheme recognise 2922-34 as CPD for an ECS Gold Card Installation Electrician, Maintenance Electrician, or Domestic Electrician. The qualification can be held in the MyECS CPD record and printed on the reverse of the ECS card. That is occupational-card CPD, not a new trade card by itself. If you do not already hold one of those three Gold Card occupations, passing 2922-34 does not mint one.

TESP Electrician Plus. City & Guilds developed the qualification with The Electrotechnical Skills Partnership (TESP) and other training organisations. The award has been endorsed by TESP and given the Electrician Plus kitemark. Electrician Plus is a skills-quality mark for electrotechnical CPD, not a licence to trade and not MCS registration.

MCS is a different scheme. Completing 2922-34 is competence evidence toward MCS installer work. MCS certification remains a separate contractor scheme. A contractor that wants to offer MCS-certified solar PV installations still has to meet MCS installer requirements such as MIS 3002 (the MCS solar PV installer standard), a recognised consumer code, insurance, and the other contractor obligations MCS publishes. The 2922-34 certificate does not, by itself, put your limited company on the MCS register. Do not tell a customer “I passed City & Guilds 2922 so this installation is MCS-certified.” The award evidences that you were assessed against the 301/302 unit; MCS evidences that a certified contractor met a scheme that is bigger than one electrician’s CPD certificate.

Progression. City & Guilds names a progression route to the Level 4 Award in Design and Verification of Electrical Installations, plus other electrotechnical CPD. 2922-34 does not replace a design-and-verify qualification. If your next job is signing a full electrical installation certificate for a complex dual-tariff hybrid system as the designer, look at the Level 4 design award rather than stretching 2922-34 past small-system installation and maintenance.

Evidence file a centre should be able to show an External Quality Assurance (EQA) sample

Keep a mental checklist of what “eligibility evidence for 3 years” looks like in practice:

  • Copy of the listed qualification certificate (or Gold Card occupation printout)
  • Date the qualification was achieved, so the five-year test can be applied
  • If older than five years, copy of the latest edition Wiring Regulations qualification
  • For Scotland/Wales extras, the SVQ SCQF 7 or EAL BSE Level 3 certificate
  • For “other awarding organisation equivalence” or historical EAS equivalents, the mapping note the centre will defend
  • Confirmation the learner is 18+

That file is why eligibility is a certification risk, not a welcome-pack formality. Unit 302 cannot be skipped because you “already install PV at work,” and eligibility cannot be skipped because you “already hold a card.” Both mistakes show up when the centre tries to claim 2922-801.
