The process of obtaining a driving license in the Emirate of Sharjah is structured to ensure that all drivers meet the required legal, medical, and administrative standards before operating a vehicle. Administered under the joint jurisdiction of the Sharjah Police Headquarters, the federal Ministry of Interior (MOI), and the Sharjah Driving Institute (SDI), the licensing journey starts with opening a Traffic File (also known as a driver’s file). This file serves as the official record tracking the candidate’s theoretical lectures, mock tests, internal yard assessments, and final road examinations.

The Digital Portal Ecosystem and UAE PASS Integration

In line with the UAE’s transition to a fully digital government, the administration of driver licensing in Sharjah has been digitized to eliminate physical paper processing. To initiate the application, candidates must use the official digital portals provided by the UAE Ministry of Interior (MOI) smart portal or the Sharjah Police electronic platform.

A critical and mandatory prerequisite for accessing these digital services is the use of UAE PASS, the national digital identity solution. UAE PASS provides secure single-sign-on verification. Logging into the MOI or Sharjah Police application using UAE PASS automatically retrieves the applicant's verified personal profile from the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). This electronic retrieval imports the applicant's full legal name, date of birth, nationality, passport details, and residency status, eliminating the need for manual data entry and verifying the applicant's legal identity in real-time.

Required Documents and Sharjah Residency Regulations

While the registration process is digital, candidates must fulfill strict documentation and residency requirements. The primary document required is a valid Emirates ID (both the original card for verification and a digital copy).

Because driving licenses are issued under regional jurisdictions, the system applies specific residency rules:

• Sharjah Visa Holders: Applicants whose residency visas are issued directly by the Emirate of Sharjah can open their traffic file immediately through the digital portal without providing additional proof of residence.
• Other Emirate Visa Holders: Expatriate residents holding residency visas issued by other Emirates (such as Dubai, Abu Dhabi, Ajman, or Ras Al Khaimah) who wish to obtain their driving license in Sharjah must provide documented evidence of their connection to the Emirate. The system will accept any of the following documents:
  • A valid Sharjah employment contract proving their workplace is registered in Sharjah.
  • A valid Sharjah trade license if they own or co-own a registered business within the Emirate.
  • A registered tenancy contract (attested by the Sharjah Municipality) or a utility bill from the Sharjah Electricity, Water and Gas Authority (SEWA) in the applicant's name, verifying their residential address in Sharjah.
  • For students, an official enrollment letter from a recognized university or educational institution located in Sharjah (e.g., University of Sharjah, American University of Sharjah) is accepted.

The Mandatory Eye Test Workflow

Physical fitness is a fundamental requirement for safe driving, and a candidate's vision must meet national safety standards before training can begin. Candidates must undergo a standardized eye test before they can submit the digital application to open their traffic file. The MOI portal will block any traffic file application that is not linked to a valid eye test result.

Vision Standards and Approved Opticians

The eye test must be conducted in person at a trusted, government-approved optician center in Sharjah. Authorized optical chains include:

• Yateem Optician
• Al Jaber Optical
• Grand Optics
• Other optical centers officially licensed by the Sharjah Police and the Ministry of Interior.

During the eye test, a qualified optometrist evaluates several visual capabilities:

1. Visual Acuity: The candidate's visual acuity must meet the federal minimum standard of 6/12 in both eyes, either naturally or when wearing corrective lenses (glasses or contact lenses).
2. Field of Vision (Peripheral Vision): The applicant must demonstrate a normal peripheral field of view to ensure they can monitor adjacent lanes and identify hazards in their blind spots.
3. Color Vision: The optometrist tests the applicant’s ability to distinguish colors, ensuring they can clearly identify red, green, and amber traffic signals.
4. Depth Perception: This test ensures the candidate can accurately estimate the distance and relative speed of other vehicles.

If corrective spectacles or contact lenses are required to achieve the 6/12 standard, the optometrist records this in the digital file. The system will automatically tag the applicant's profile with a restriction code (typically Code 1), which is printed on the physical driving license. This code makes it a legal offense to operate a motor vehicle without wearing the prescribed corrective lenses.

Real-Time Upload and Validity

Once the examination is complete, the optician uploads the results electronically in real-time directly to the Sharjah Police and MOI traffic database. The results are instantly linked to the candidate’s Emirates ID number, and the traffic file application cannot be submitted until this linked result is on record. Applicants should open the traffic file promptly after the eye test, because an out-of-date result may need to be repeated at the optician's discretion. The standard fee for the eye test is AED 100, which is paid directly to the approved optician.

Step-by-Step Registration and File Opening Fees

Once the eye test is registered in the system, the applicant can complete the traffic file opening process:

1. Log in: Access the MOI smart application or website using UAE PASS.
2. Submit Application: Select the service to open a new driving license traffic file.
3. Confirm Details: Verify the imported ICP details and upload any required supporting documents (such as a Sharjah tenancy contract or work proof if holding an out-of-emirate visa).
4. Select Institute: Choose the Sharjah Driving Institute (SDI) as the designated training provider.
5. Pay Fees: Pay the standard government traffic file opening fee of AED 200 online.
6. Activation: Upon successful payment, the system generates a unique Traffic File Number. This number is sent via SMS and email and must be provided to SDI during course registration.

A newly opened traffic file is valid for two years. If the candidate does not successfully pass all tests and obtain their driver's license within this two-year period, the file will expire. The candidate must then pay a renewal fee to reactivate the file and continue their training.
