4.2 Continuing Education Content, Providers, and Audits

Required amount and credit conversion

Section 117.30 requires at least 12 hours of approved continuing education during each massage therapist license term. The term is two years, so this is 12 hours per cycle, not 12 hours every calendar year. One clock hour equals 50 minutes of instruction.

Academic credit converts differently: one semester hour counts as 15 CE clock hours, one quarter hour counts as 10, and 0.1 continuing education unit counts as one clock hour. A course must still satisfy acceptable subject, provider, and completion standards.

Texas does not divide the 12 hours into a mandatory six-hour techniques block and a six-hour elective block. That split is absent from sections 117.30 and 117.31. The actual limitation to memorize is that first aid and CPR together may account for no more than six hours in a renewal period.

Acceptable subjects and activities

Acceptable education is designed to increase or enhance knowledge, skill, or competence in massage practice. Section 117.31 lists theory or clinical application involving massage and soft-tissue manipulation, massage laws and rules, business practices, ethics, anatomy, physiology, hydrotherapy, kinesiology, pathology, health and hygiene, qualifying first aid or CPR, and advanced massage or bodywork techniques acceptable to TDLR.

Acceptable formats include approved or recognized institutes, seminars, workshops, state or national conferences, association programs, courses from licensed massage schools, and college or university academic courses. A course is not valid merely because a certificate says CE; its content and presenter must meet the rule.

Technique or soft-tissue manipulation CE must be taught by a licensed massage therapy instructor. Advanced bodywork can be presented by a person with appropriate licensure, registration, or education in that technique. Other subjects may be presented by persons with licensure, registration, education, or practical experience in the subject. First-aid and CPR presenters need the recognized instructor certification described in the rule.

Online boundary

A course otherwise meeting the standards may be completed online or by correspondence only when its subject is not massage technique or manipulation of soft tissue. Texas law and ethics can be suitable online subjects; a hands-on technique course cannot become acceptable simply because it streams a demonstration. Out-of-state CE may be accepted when TDLR approves it or when it has qualifying recognition, such as appropriate National Certification Board for Therapeutic Massage and Bodywork approval and compliant subject matter.

Unacceptable activities

Section 117.32 excludes:

• learning incidental to ordinary professional work, experience, or research;
• organizational activity, such as committee service or holding association office;
• audited college courses or college courses not taken for credit;
• independent study, except compliant online or correspondence courses; and
• any activity that fails section 117.31.

A therapist cannot convert 12 hours spent reading articles independently or serving on a board into CE simply by documenting the time.

Records and audits

A licensee maintains CE records for five years. Supporting evidence includes completion or attendance certificates, academic transcripts, or another form acceptable to TDLR. TDLR uses audits to check compliance.

The current TDLR CE page explains that audits now occur after renewal and may happen at any time during the license period. A selected licensee receives an email with a due date and uploads proof through the online account. This operational instruction is newer than the older step sequence still visible in section 117.33. The durable duties are to complete qualifying education, retain the documents five years, respond by the stated audit deadline, and provide truthful material. False or late audit information is grounds for discipline.

Human-trafficking course is separate

Every renewal also requires an HHSC-approved human-trafficking prevention course. Completion of that course should not be assumed to reduce the 12-hour massage CE total. The current TDLR training material calls its certificate non-CE, and its CE FAQ lists only podiatry for automatic credit. Retain the trafficking certificate because TDLR may request proof.

Scenarios and arithmetic

• Twelve 50-minute approved sessions equal 12 clock hours.
• Six hours CPR plus six hours massage law can meet the numerical total, assuming both are otherwise acceptable.
• Eight hours CPR plus four hours ethics do not satisfy the rule because only six CPR/first-aid hours may count; two more acceptable hours are needed.
• An online Texas-law seminar may qualify; an online soft-tissue manipulation laboratory does not.
• Twelve hours of ordinary paid massage work do not count.
• A therapist audited four years after a course must still have the certificate because the retention period is five years.

Verification checklist

Before relying on a course, verify its subject, provider or presenter qualification, delivery mode, completed time, certificate details, and placement within the current license term. Save proof rather than sending unsolicited documents unless TDLR's process requests them.
