Understanding exactly what happens between clicking submit and receiving training-provider approval is one of the most heavily tested logistics areas of the TDVL syllabus.

Applying Through GoBusiness

Applicants log in to the GoBusiness portal using Singpass, Singapore's national digital identity system, or an alternative Login ID where applicable. The portal is designed to be accessible from a computer, a tablet with a screen of at least 7 inches, or a smartphone with a screen of at least 5.5 inches — so an applicant is not required to complete the process at a desktop computer.

During the application, the applicant uploads:

• NRIC (National Registration Identity Card) details
• A passport-sized photograph
• Proof of English proficiency — the education certificate or WPLN result described in Section 1.1

The Application Fee

LTA charges a non-refundable application fee of S$40, paid by credit or debit card at the point of submission through GoBusiness. Because the fee is non-refundable regardless of the outcome, applicants should complete the eligibility self-check in Section 1.1 before paying — an application that is rejected for a missed eligibility condition does not entitle the applicant to a refund.

The ATC letter is the gateway document for the rest of the process — it is what allows the applicant to schedule the medical examination and chest X-ray (Section 1.3) and to register for TDVL training and testing with an appointed provider.

If documents are incomplete or a supporting document is unclear, LTA's processing time can extend beyond 15 working days while it requests clarification, so applicants are encouraged to double-check upload quality — a legible NRIC scan, a correctly sized photo, and a genuine certificate rather than a photocopy of a photocopy — before submitting.

What Happens After the ATC Letter

Registering With a Training Provider

Training and testing are delivered by LTA-appointed providers, most commonly ComfortDelGro Taxi and NTUC LearningHub — the training arm of the National Trades Union Congress (NTUC) — though LTA's appointed-provider list also includes driving centres such as Bukit Batok Driving Centre and Singapore Safety Driving Centre.
