Before a driver can even begin the Taxi Driver's Vocational Licence (TDVL) process, Singapore's Land Transport Authority (LTA) checks five baseline conditions: age, citizenship, driving-licence history, English proficiency, and — for self-employed applicants — Central Provident Fund (CPF) MediSave compliance. Every one of these is checked at the point the application is submitted through GoBusiness, and failing any one of them means the application cannot proceed to the Approval to Attend Course (ATC) stage covered in the next section.

Minimum Age: 30 Years Old

LTA requires TDVL applicants to be at least 30 years old at the point of application. This is notably higher than the minimum age for a private car licence, reflecting that a TDVL holder will be a full-time professional driver responsible for fare-paying members of the public. There is no published upper age cap on first application, but every vocational licence carries a statutory driving age limit of 75, and validity periods shorten once a driver passes 67 (covered in Section 1.4).

Citizenship: Singapore Citizen Only

Direct TDVL applicants must be Singapore Citizens. LTA's published application requirements do not extend direct eligibility to Singapore Permanent Residents, work-pass holders, or citizens of other countries. This is a firmer bar than some other Singapore licences and is worth memorising precisely because exam questions often test whether a candidate confuses 'Permanent Resident' with 'Citizen.'

Driving Licence: Class 3 or 3A, Held More Than One Year

Applicants must hold a valid Class 3 or Class 3A Singapore driving licence for more than 1 year at the point of application. Class 3 covers manual and automatic cars up to 3,000 kg; Class 3A covers automatic-transmission cars only. Either class satisfies the requirement, but the licence must have been held continuously (in effect) for more than a year — a licence obtained a few months ago does not qualify yet.

A detail that trips up many candidates: a licence that was suspended or the driver disqualified at some point is not automatically disqualifying for TDVL purposes. LTA's guidance treats a driving licence as acceptable once it has been reinstated, provided the underlying qualifying period and current validity are otherwise satisfied. The rule is about the licence's standing at the point of application, not a lifetime ban for any past suspension.

English Proficiency

Because a taxi driver must read road signage, communicate fares, and follow written safety and service instructions, LTA requires proof of basic English ability. Acceptable proof is:

• A D7 grade or better in the General Certificate of Education (GCE) O-Level or N-Level English examination, or
• A Level 3 pass in the Workplace Literacy and Numeracy (WPLN) assessment, covering Listening, Reading and Speaking.

Either pathway is sufficient on its own — an applicant does not need both. This proof is uploaded as part of the online application (see Section 1.2).

MediSave Compliance for Self-Employed Applicants

Most taxi drivers in Singapore operate as self-employed persons rather than salaried employees. Where that applies, LTA requires the applicant to be up to date with CPF MediSave contributions, which LTA verifies through the Central Provident Fund Board (CPFB). An applicant with outstanding MediSave arrears will not clear this eligibility check until the arrears are settled.

Clean Criminal Record

LTA also applies a background-check standard. Applicants with a history of serious offences — specifically naming rape, murder and kidnapping — will not be considered for a TDVL under any circumstances. For less serious offences, LTA states these may still be considered, but only after the applicant has completed the full sentence for the offence. This tiered approach means the background check is not a single pass/fail gate; the severity of the past offence and completion of sentence both matter.

Why Eligibility Comes Before Everything Else

All five conditions above are checked as a set, not sequentially — LTA does not evaluate age first and then move on to citizenship only if age passes. A candidate who is 32 years old, a Singapore Citizen, and holds a Class 3 licence for 4 years can still be turned away at this stage if the English proficiency proof is missing or the MediSave account, for a self-employed applicant, is in arrears. Treating eligibility as a single checklist to clear in full, rather than a sequence of individually optional hurdles, is the most reliable way to avoid a wasted GoBusiness application fee.
