Fluorescent yellow-green is reserved. It is permitted for pedestrian, bicycle, playground, and school warning signs only. The upper bound matters as much as the lower one. An over-long school zone — a half mile of 20 mph posted past strip commercial with no children in sight — destroys credibility and produces the non-compliance that engineers then try to solve with enforcement. The School Speed Limit When Flashing (S5-1) treatment, or a blank-out/changeable message assembly, solves the temporal problem: the restriction is displayed only during the periods when children are present, so the posted limit and the observable reality agree. Read the gap criterion carefully, because it is the most commonly missed clause in the manual: over a 30-minute crossing period you need fewer than 30 adequate gaps for the criterion to be satisfied. It is a rate test — roughly "fewer than one usable gap per minute" — not a raw count of vehicles.
Two mandatory qualifications:
- Consider less restrictive remedies first. Before deciding to install a signal, consideration must be given to other remedial measures: warning signs and flashers, school speed zones, school crossing guards, or a grade-separated crossing.
- The 300-foot rule. - The crossing is at a location where special hazards exist — multiple threat exposure on a multilane approach, a skewed crossing, restricted sight distance, or heavy turning volumes; or
- The children are young enough that independent gap judgment is unreliable, regardless of the traffic condition.
The professional distinction the exam expects: an adult crossing guard creates gaps; a student patrol does not. Student safety patrols direct and supervise other students — holding them back until it is safe, keeping them within the crosswalk — but they must never be assigned to direct vehicular traffic or to step into the roadway to stop vehicles.
