A nail technician license expires on a fixed date. Stopping work requires a written escrow request. An out-of-state license does not, by itself, replace the Pennsylvania examination. The Board's nail technician licensure snapshot states that there is no continuing education requirement for this license.

Expiration on January 31

Cosmetology Law Section 19(a) states that licenses expire on the thirty-first day of January of each succeeding biennium unless renewed. Renewal is by application made before that date and payment of the renewal fee. 49 Pa. Code § 7.43(a) states that Board licenses expire at biennial intervals. A renewal notice is mailed about four weeks before expiration. Renewal is the application plus the fee in § 7.2.

Fees effective July 1, 2024

Use the July 1, 2024 column in § 7.2. The nail technician initial application fee is $26. The biennial renewal fee is $97. Licensure by reciprocity is $89. The November 5, 2022 column listed $25, $82, and $85 for those rows. The August 2026 handbook lists a separate $93 fee for the theory/procedural skills examination, including a retake. That $93 figure is not the renewal fee. The Board snapshot describes initial licensure as $119, the $26 application fee plus the $93 testing fee, and it lists the reciprocity or Act 41 fee as $89 and renewal as $97.

Unregistered practice and the $5 penalty

Unregistered is the status after a missed renewal. Section 7.43(b) classifies the license as unregistered if the licensee fails to file the renewal application or pay the fee by the renewal date. The holder of an unregistered license is not permitted to practice. A licensee who practices while unregistered shall pay a penalty fee of $5, as prescribed in § 7.2, for each month or part of a month of practice since expiration, and may face disciplinary proceedings, criminal prosecution, or both. The $5 amount is stated in § 7.43. The current § 7.2 fee tables do not reprint a separate penalty line. Practice on February 10 and March 3, after a January 31 expiration, is two months or parts of months, so the penalty fee is $10.

Escrow

Escrow protects a license when the holder is not practicing. Section 19(b) requires a written request to the Board. It protects the right to obtain a license within a five-year period for later practice of cosmetology, nail technology, or esthetics. Section 7.44 says the licensee who stops performing licensed activities shall make that request promptly. Reactivation is by written application and payment of the § 7.2 renewal fee, unless the escrow period occurred within a biennial interval. Escrow is not a substitute for renewal while the person is still practicing.

Five years out

The five-year rules are related, and they are not identical.

Section 7.45 uses the words practical part and places that step before the renewal application. The handbook requires the examination when the license has been inactive for more than five years, and it says candidates take a computer-based theory/procedural skills exam and are not required to take a hands-on practical. Keep Section 19(c), § 7.45, and the handbook as three separate rules.

Reciprocity

Licensure by reciprocity under Section 9 lets a person who has practiced or taught cosmetology under a license for not less than two years in another state, territory, or the District of Columbia secure the Pennsylvania license without examination, and without the act's age or education requirements, only if the Board is satisfied of the statutory conditions. The other standards must be the same or substantially the same. Similar privileges must be accorded to Pennsylvania licensees. The applicant must hold a valid license and must meet the Board's conditions. Section 9 also calls for an affidavit of a licensed physician that the applicant was examined and is free from all contagious and infectious diseases, and for the license fee. Section 7.31(b) confirms that meeting the Section 9 criteria allows licensure without examination.

The August 2026 handbook says Pennsylvania does not have a reciprocity understanding for nail technicians with Alabama, Connecticut, Colorado, Florida, Georgia, Hawaii, Mississippi, New Jersey, New Mexico, Rhode Island, South Carolina, Tennessee, Utah, or West Virginia. A license from a listed state does not skip the examination. The handbook says the list can change and that the applicant should confirm it with the Board. Where an understanding does exist, the handbook says a current license held for at least two years, plus two years of active work, may bypass the examination. The snapshot's Act 41 note is a separate endorsement path. It is not a rule that every out-of-state license skips the exam.

Scenario

Nia's license expired on January 31. She worked on February 10 and March 3. The license was unregistered, practice was not permitted, and the penalty fee is $5 for each of those months, $10, with possible discipline or prosecution. A later written escrow request does not erase that practice. Two years of escrow is still under five years, so she contacts the Board rather than assuming an examination is required. Her cousin's three years under a current Florida nail technician license do not waive the Pennsylvania examination, because Florida is on the August 2026 no-understanding list, and that list can change.
