4.1 Pharmacist Licensure by Examination, Score Transfer & Reciprocity
Key Takeaways
Oregon licensure by examination requires an ACPE degree, 1,440 internship hours, NAPLEX, the Oregon MPJE and one hour of OHA pain management CE.
In Oregon, passing NAPLEX and MPJE results are each valid for 12 months. NAPLEX retesting requires a 45-day wait and MPJE retesting a 30-day wait.
Only NAPLEX (or UMPJE) scores transfer through NABP, up to 89 days after the exam. A candidate for an Oregon license must take the Oregon MPJE.
Oregon reciprocity requires an exam-based license, the Oregon MPJE, a clean disciplinary record and 12 months of recent practice (or 1,440 internship hours in the past year).
Every Oregon pharmacist applicant completes a national fingerprint-based background check and a conduct disclosure.
Why this matters
Licensure questions test the order of steps, which examinations each pathway requires, and how long results stay valid. Oregon's pharmacist licensure rules are in OAR 855-115-0010 to -0030, built on ORS 689.255 (examination) and ORS 689.265 (reciprocity).
Pathway 1: licensure by examination or score transfer (OAR 855-115-0020)
An applicant must:
- Submit an official transcript showing a degree from an ACPE-accredited pharmacy program, the date it was conferred, and completion of at least 1,440 internship hours in an internship program. Oregon wants the transcript sent directly to the Board, separately from NABP's copy.
- Pass NAPLEX. A passing result is valid for 12 months. After a failure, wait at least 45 days, with no more than three attempts in 12 months and a lifetime maximum of five failed attempts.
- Pass the Oregon MPJE. A passing result is valid for 12 months. After a failure, wait at least 30 days, with the same three-in-12-months and five-lifetime-failure limits.
- Complete one hour of pain management CE provided by the Oregon Health Authority (OHA) Pain Management Commission.
Score transfer lets a candidate who takes NAPLEX for another primary jurisdiction transfer that score to Oregon. Through NABP, the transfer is bought either before the exam or up to 89 days after it. Only NAPLEX (or UMPJE) results transfer. An MPJE is state-specific, so a candidate seeking an Oregon license must take the Oregon MPJE.
Statute adds baseline qualifications (ORS 689.255): age 18, good moral character and temperate habits, a degree from a Board-approved school, an approved internship, and payment of fees.
Foreign graduates (OAR 855-115-0015)
Graduates of pharmacy schools outside the United States generally must obtain FPGEC certification from NABP before applying. That requires the FPGEE, English-language proficiency and credential evaluation. The rule exempts graduates of certain programs in Canada and the Lebanese American University from FPGEC certification. They must still meet the examination and internship requirements.
Pathway 2: reciprocity (license transfer) (OAR 855-115-0025; ORS 689.265)
A pharmacist already licensed by examination in another state may apply through NABP's Electronic Licensure Transfer Program (eLTP). Oregon requires:
| Requirement | Detail |
|---|---|
| Education | Graduate of an ACPE-accredited program, or the foreign-graduate requirements |
| Original exam | Passed NAPLEX (or an equivalent licensing exam) for the original license |
| Jurisprudence | Pass the Oregon MPJE. Reciprocity does not waive it |
| Standing | Proof that no license has been suspended, revoked, canceled or restricted. Nonrenewal, or missed CE where the applicant is licensed but not practicing, does not count against them |
| Recent practice | At least 12 months of licensed practice (at least 1,440 hours), or 1,440 internship hours within the 12 months before applying |
| Reciprocal state | The original licensing state must grant reciprocity to Oregon examination licensees under like conditions (ORS 689.265(2)) |
The application (OAR 855-115-0030)
Every pharmacist application must include:
- The fees.
- A passport-style photograph and proof of identity.
- The pain management CE certificate.
- A national fingerprint-based criminal background check (OAR 855-102-0100).
- A moral turpitude/conduct disclosure.
Applications are made through the Board's online system, and an incomplete application expires. Applicants living in the United States must show citizenship, permanent residency or a qualifying visa (OAR 855-115-0010).
Out-of-state and volunteer pharmacists
- A pharmacist located in another state who practices pharmacy for an Oregon patient, outlet or facility generally needs an Oregon license. A pharmacist working for an out-of-state pharmacy who performs only interpretation, evaluation, DUR, counseling and verification for that pharmacy's dispensing to Oregon residents is exempt unless they are the PIC (OAR 855-115-0001(3)).
- Oregon offers an in-state volunteer registration and an out-of-state volunteer notification (OAR 855-115-0060, -0065).
- During a declared emergency, licensees from states in the Pacific Northwest Emergency Management Arrangement (PNEMA) or the Emergency Management Assistance Compact (EMAC) may be deemed licensed. The Board may also issue six-month emergency licenses (OAR 855-007-0050).
- The Board offers a military spouse or domestic partner licensure process (OAR 855-104-0150).
Warning
Watch for answer choices claiming that reciprocity applicants are exempt from the MPJE, that an MPJE passed for another state can transfer to Oregon, or that Oregon reports a scaled "75" on the MPJE. All three are wrong. NABP reports MPJE results as pass/fail.
Exam scenario
A pharmacist licensed by examination in Idaho for six years, who has practiced there full time, applies for Oregon licensure through eLTP. They do not retake NAPLEX. They must pass the Oregon MPJE, show that no license has been disciplined, complete the OHA pain-management hour, pass the fingerprint background check and pay the fees. If they had stopped practicing two years ago, they would not meet the 12-month recent-practice requirement unless they completed 1,440 internship hours within the 12 months before applying.
A pharmacist licensed by examination in California applies for an Oregon license through NABP's eLTP. Which requirement applies?
They must retake NAPLEX because California is not a compact state
They are exempt from the jurisprudence examination because they passed the California law exam
They must pass the Oregon MPJE, show that no license is suspended or revoked, and meet the recent-practice requirement
They need only pay the transfer fee and submit a photograph
Which item must every Oregon pharmacist license application include under OAR 855-115-0030?
A completed national fingerprint-based background check and proof of the one-hour OHA Pain Management Commission course
A letter of recommendation from an Oregon PIC
A notarized copy of the candidate's NAPLEX scaled score
Proof of 30 hours of CPE completed before licensure
A graduate passed NAPLEX for Washington and purchased a NABP score transfer to Oregon. What else must the graduate do regarding the jurisprudence exam?
Nothing, because the Washington MPJE score transfers automatically
Take the Oregon MPJE; MPJE results are state-specific and cannot be transferred
Take only the UMPJE, which Oregon has adopted
Request that the Board waive the law exam because NAPLEX includes federal law
