Follow the load path from rim to axle
A tyre can be compliant while its wheel attachment is unsafe. Inspect the complete path: rim, wheel centre, fasteners, hub, bearing, axle or stub axle, and retention devices.
Wheel and rim condition
Clean enough of the wheel to see cracks, deformation, corrosion, damaged bead seats, elongated fastener holes, and evidence of repair. Reject a wheel that is cracked, fractured, insecure, or damaged so that safe operation is affected. A visibly bent rim can compromise bead retention and tyre seating even when air pressure remains stable.
Aluminium-alloy wheel repair is tightly controlled by the VIRM. Heat, welding, straightening, or machining evidence must be assessed against the specific reason for rejection and permitted evidence; a neat-looking weld is not proof of an acceptable repair. Steel-wheel repairs and modifications likewise must not reduce strength.
Check size and offset effects with the tyre/modification and mudguard pages. A wheel that contacts brakes, steering, suspension, or bodywork through its operating range is unsafe.
Fasteners and seating
Every required nut, bolt, stud, washer, and retaining device must be present and secure. Check for:
- missing, loose, fractured, or stripped fasteners;
- incorrect taper or seat type between nut and wheel;
- inadequate thread engagement;
- elongated or damaged wheel holes;
- fasteners bottoming before the wheel is clamped; and
- incompatible centre bore or locating arrangement.
Do not infer torque from appearance, and do not remove components unless the inspection procedure permits it. Use observable evidence and the approved checking method.
Wheel spacers and adaptors change load paths and offset. Apply the VIRM modification table. A loose aftermarket spacer is not saved by a valid tyre size, and an uncertified adaptor is not accepted because it uses high-grade bolts.
Hubs, bearings, and axles
Page 10-2 covers hubs and axles. With the vehicle safely supported or tested as prescribed, inspect for excessive bearing play or roughness, insecure hub or axle components, missing or defective retaining devices, cracks, deformation, severe wear, and leakage that can affect the hub, brake, or wheel security. Compare observed movement with the manufacturer or VIRM criterion rather than declaring every perceptible movement a failure.
Inspect drive shafts, constant-velocity joints, universal joints, boots, and related retention where included. A split boot is evaluated under the actual condition and consequence specified; distinguish a protective-boot defect from excessive joint play or a component at risk of separation.
Space-saver distinction
A temporary space-saver stored as a spare is not a road wheel, so its temporary-use tyre is not judged as though fitted for normal road service. However, any spare that is carried must be securely attached by a serviceable device or stowed in a closed compartment separate from occupants. If the space-saver is fitted at inspection, it is a road wheel and is subject to the prohibited/suitability rule. Do not pass it on a promise to replace it later.
Inspection sequence
- View both faces of each accessible wheel and the bead-seat area.
- Check every fastener and its seating/engagement.
- Look for spacers, adaptors, modified centres, or evidence of repair.
- Safely assess hub/bearing play and rotation.
- Inspect axle, shaft, joint, boot, and retaining components.
- Cross-check contact, projection, mudguard, and modification consequences.
- Record the wheel position and component precisely.
Scenario
An alloy wheel has a welded crack on an inner spoke and holds pressure. Air retention is not the test. The inspector applies the wheel-repair reason and required evidence; without an acceptable path, the wheel is rejected.
Note
“No vibration on the road test” cannot replace a visible wheel, fastener, hub, or axle reason for rejection.
Separate retained, rotating, and cosmetic parts
Wheel covers and centre caps matter when insecure or hazardous, but they are not load-bearing substitutes for missing fasteners. Decorative nut caps can conceal an absent or loose nut, so inspect the actual attachment. A wheel may be hub-centric or fastener-centric; use the designed locating system and seating rather than assuming every centre gap is a defect.
When checking bearing movement, watch the brake/hub relationship to distinguish bearing play from suspension-joint movement. Rotation noise can come from brake contact or a tyre, so localise it before recording a hub failure. Oil or grease at a hub must be assessed for source, amount and effect on wheel retention or braking.
