5.2 Electrical Safety Certificate (Safe to Connect / Use)

If the CoC answers “was the PEW done in compliance with the Regulations and standards?”, the Electrical Safety Certificate (ESC) answers a related but different question: after the work is connected, is the installation (or the relevant part) safe to use, and does the work not make other parts of the installation unsafe? On the EWRB regulations exam, confusing ESC with CoC or RoI is one of the highest-frequency certification errors.

What an ESC confirms

An ESC confirms, in substance, that:

  • the PEW (on an installation, part of an installation, or fittings that supply them, as framed by ESR) has been connected in circumstances where certification of safety-to-use is required
  • the work is safe to use
  • the work does not render other parts of the installation electrically unsafe

That is why practice materials describe the ESC as the “safe to connect / safe to use” document. It is not an independent third-party inspection record (that is the RoI), and it is not the primary “this PEW complies with standards” instrument for general/high-risk work (that is the CoC).

Regulatory anchors: regs 74A and 74C (and EWRB guidance)

Open-book habit: when a stem says “connected,” “energised,” or “handed back for use,” search ESC/reg 74 language rather than forcing a CoC-only answer. Timing: as soon as practicable; within 20 working days

Two timing ideas must both sit in your head:

  1. As soon as practicable after connection — do not treat the ESC as optional homework for “when we catch up.”
  2. Within 20 working days — the outer working-day limit taught against reg 74C / EWRB guidance (confirm in current ESR).

Exam stems may describe connection on Monday and certificates “sometime next quarter.” That fails both the spirit (as soon as practicable) and the outer limit. Another trap is issuing an ESC before connection when the regulation frames the duty after connection—read the stem carefully for whether connection has occurred.

Who may complete an ESC — trainees and supervisors

The person completing an ESC must be entitled to certify the safety of that connected work under the ESR and their registration/licence. For supervised PEW:

  • A trainee cannot complete an ESC alone.
  • The supervisor is responsible for ensuring certification is correct and, where required, signs / completes the certificate as the authorised person.
  • Supervision for the physical work does not disappear at paperwork time—certification is part of the authorised worker’s duty.

If options say a first-year trainee can sign the ESC without supervisory completion for PEW they are not entitled to certify alone, reject them.

Client copy and record retention

Issuing the ESC is not finished until the right people have the record and you can still produce it later:

  • Provide a copy to the client (the person who contracted for the work / person entitled under ESR).
  • Retain records for at least 7 years (reg 74G(1)(b)), and produce a copy within 10 working days of an authorised request (reg 74G(2)); full retention chain in section 5.4 and every clock in section 5.5.
  • Keep associated verification evidence with the certification file so an audit or incident investigation can reconstruct what was tested and certified.

“I filed it only in my van notes and never gave the client a copy” is a compliance failure even if the technical work was excellent.

ESC versus CoC versus “safe to connect” language

Pattern A — Connected general-risk PEW. Expect CoC and ESC; supply copies; retain records; issue ESC as soon as practicable and within 20 working days after connection.

Pattern B — Low-risk replacement connected and left in service. Do not assume zero documents—ESC path may still apply even without a CoC.

Pattern C — High-risk PEW connected without inspector involvement. Fail path: missing RoI; ESC and CoC do not replace independent inspection.

Pattern D — Trainee signs ESC alone. Fail path: supervisor must complete/sign; trainee cannot finish ESC alone.

Pattern E — Work not connected. ESC may not yet be required; CoC may still be required for general/high-risk PEW that is complete as PEW but not energised—read the stem’s connection status.
