Two Level III tasks live here: "Manage contract modifications" (3.8.1) and "Manage approval processes" (3.8.3). They are grouped because the approval process is where most modifications originate — a plan reviewer's comment, an owner's late request, or a coordination conflict discovered in a BIM session.


Establish the Baseline First

You cannot identify a change without a baseline. On a sprinkler project the baseline is:

  • The contract drawings and specification, including the code summary and the governing code editions,
  • The hazard classifications and design criteria you were given or established,
  • The scope of work — what you supply and install, and explicitly what you do not (underground, coring, patching, painting, insulation are common exclusions), and
  • The order of precedence clause in the general conditions, which resolves conflicts between drawings, specifications, and addenda.

Write the baseline into the submittal. A design basis that lives only in the estimator's head cannot be defended.

The category that candidates misclassify is code- and AHJ-driven change. There is a widespread assumption that anything a plan reviewer requires is the contractor's problem because "it's code." That is only true when the contract documents already required it and you missed it. When the reviewer requires something beyond what the contract documents showed — protecting a concealed space the drawings exempted, adding a sectional valve the specification did not call for — that is a modification, and it is compensable.


The Sequence That Protects Entitlement

  1. IDENTIFY     Recognize that the instruction changes cost, scope, or time.

  2. NOTIFY       In writing, promptly, and BEFORE performing the work.
                  Most contracts contain a notice period; missing it can
                  forfeit entitlement even on a legitimate change.

  3. PRICE        Labor hours + material + equipment + subcontract
                  + overhead and profit + schedule impact.
                  Include layout/engineering hours - they are real cost.

  4. AUTHORIZE    Obtain WRITTEN authorization. A verbal "just do it"
                  from someone without authority is not authorization.

  5. PERFORM      Then, and only then, build it.

  6. INCORPORATE  Revise the drawings, recalculate hydraulics if the change
                  touches the remote area, cloud and delta the revision,
                  and resubmit if the AHJ requires it.

Step 6 is the one layout technicians own outright and most often skip under schedule pressure. If the change touches the hydraulically remote area, the pipe sizes, or the water supply, the hydraulic calculation must be redone and the hydraulic design information sign updated. A system whose nameplate describes a design that was later modified is a finding at final inspection and a liability afterwards.


RFIs and Where They Become Changes

A Request for Information asks a question about the existing scope: which detail governs, what is the ceiling height here, is this wall rated. The answer clarifies; nothing changes.

The boundary is crossed the moment the answer adds, deletes, or alters work. At that point the response must be converted into a change proposal. Absorbing it because "it was just an RFI answer" is the single most common way sprinkler contractors give away scope.

Practical RFI discipline:

  • One subject per RFI, so it can be answered and tracked cleanly.
  • State your proposed solution, not just the problem — it speeds the answer and frames the outcome.
  • Log the date asked and the date answered; a slow RFI response is a schedule impact you must be able to prove.
  • Route field questions through a single channel so the office sees them all.

Running the Approval Process

The submittal register is the tool. For each submittal: description, required-by date, issued date, reviewer, review duration, status, resubmittal count, and outstanding conditions.

Statuses and what they oblige you to do:

  • Approved. Build it. Release fabrication.
  • Approved as noted. You may proceed, but you must incorporate every note. Read them; some "notes" are substantive design changes and belong in the change process.
  • Revise and resubmit. Fabrication stays frozen. Fix and resubmit; expect a fresh review duration.
  • Rejected. Usually a scope or basis problem, not a drafting problem. Find the disagreement before redrawing.

Permit conditions and deferred submittals deserve separate tracking. A permit issued with conditions is not a clean approval, and a deferred submittal — an item the AHJ has agreed to review later, such as a storage rack layout or a foam system — is an open obligation that must land before final inspection.

Revision mechanics

Every issued change carries: a revision cloud around the changed area, a delta with a revision number next to the cloud, an entry in the revision block with date and description, and — where affected — a reissued hydraulic calculation and updated hydraulic design information sign. Superseded sheets get pulled from the field set. A revision that reaches the shop but not the field foreman produces a system that is neither the old design nor the new one.
