11.1 CCO Practical Exam Tasks, Course Layout & Scoring
The practical examination validates what the written exam cannot: whether you can move a suspended load through a constrained course with control. It may be taken on a hammerhead, luffing jib, or self-erecting tower crane, and CCO supplies a standardized Test Site Layout (CAD) for each type so the course is identical wherever and whenever you test.
The exam comprises three main tasks that increase progressively in skill level. The skills tested are trolley travel, hoisting, swinging, and combination (multifunction) operations, with crane operation both with and without a load required.
The exam is administered by a CCO-credentialed Practical Exam Proctor. You are under the Proctor's direction at all times.

You are told before you start that the crane's LMI system (if fitted) has been correctly programmed and will not interfere with operation, that the crane has been set up and leveled, and that none of the target points have been placed at a radius that exceeds the crane's rated capacity. In other words, the exam is a control test, not a capacity trap.
[!IMPORTANT] If at the end of the Pre-Test Familiarization Period you do not feel ready, you must notify the Proctor. You will have disqualified yourself from testing at that time and must sign the Candidate Score Sheet to that effect. This is a real option, but it costs the attempt.
2. The Five Official Tasks
CCO lists five tasks, but only four carry a number. The handbook's task list reads: Pre-Operational (Shift) Inspection, then Task 1 through Task 4. Learn them by CCO's numbering — the score sheet uses it, and so does the Proctor when calling the next task.
[!NOTE] The handbook also describes the exam as being "comprised of three main tasks that increase progressively in the skill level tested." Those three are the timed crane-operation tasks — Tasks 1, 2, and 3. The Pre-Operational Inspection and Safe Securing Procedures are verbal tasks, which is why they sit outside that count. Task (unnumbered): Pre-Operational (Shift) Inspection
- The Proctor identifies five items regarding the crane that are part of the pre-operational inspection.
- One at a time, you describe how you would conduct the inspection of that item and what deficiencies you would look for.
- You have approximately one minute per item.
This is a verbal task, and it is where Chapter 4 of this guide pays off. A weak answer names the component; a strong answer names the component, the inspection method, the specific defects that would take the crane out of service, and the authority for that decision. For a hoist rope: "I'd sight the full length as it spools, checking for 6 randomly distributed broken wires in one lay or 3 in one strand, a valley break, diameter reduction, kinking, birdcaging, corrosion, and heat damage, and I'd verify at least the required dead wraps remain on the drum. Any of those and the crane comes out of service until a qualified person evaluates it."
Task 1: Place Load Hook and Chain in Stop Circle - optimum time 1:30
- At the Proctor's signal (timing begins), raise the load hook and chain at least 10 feet off the ground to clear all obstacles and personnel.
- Bring it from its starting position in the Start Circle to the Stop Circle.
- Place it so the chain suspended from the hook contacts the ground inside the circle and remains there.
- Once the chain contacts the ground inside the circle, you may not lift it off the ground again.
- The Proctor gives a stop signal once the hook and chain are under control.

Task 2: Place Test Weight in Load Circle - optimum time 3:30
- Bring the test weight from the Test Weight Circle to the Load Circle.
- Swing, trolley, or hoist as necessary to place the test weight on the ground completely within the Load Circle.
- The Proctor then gives the hoist and swing signals, indicating you should hoist and swing to place the test weight on the ground in the Start Circle.
- Do not let any part of the test weight contact the PVC barriers surrounding the Load and Start Circles.
- Timing ends when the test weight is on the ground in the Start Circle. The task is not complete until the load is completely within the outside perimeter of the circle and the Proctor has given a stop signal. No stop signal means the weight is not in the circle and timing continues.
Points are deducted for: knocking a ball off a pole; knocking a pole over; exceeding the optimum time; hitting any part of the course.
Task 3: Negotiate Zigzag Corridor with Load - optimum time 3:00 each direction
This task is divided into Task 3a (forward direction) and Task 3b (reverse direction).
- Lift the test weight and swing, trolley, or hoist up or down as needed to guide the load through the Zigzag Corridor without touching the ground with the test weight, without raising the test weight so high that the chains leave the ground, and without knocking over any part of the PVC barrier.
- Timing stops when the test weight is on the ground in the Stop Circle and the Proctor has given a stop signal - again, only once the load is completely within the outside perimeter.
- Afterward the Proctor detaches the test weight; at the Proctor's direction you swing the load hook to the Start Circle for the next candidate. Remain in the cab or at the operator's station until the Proctor clearly indicates you may leave, and set the swing brake and lock before leaving.
Points are deducted for: knocking a ball off a pole; moving a pole base off line; knocking a pole over; chain leaving the ground; passing poles with the chain off the ground; load touching the ground; circumventing the task; exceeding the optimum time.
[!WARNING] The chain is the height gauge. Task 3 has both a floor and a ceiling: the test weight must not touch the ground, and the load must not be raised so high that the chain leaves the ground. Candidates lose more points to flying the load too high than to any other single error, because hoisting up feels safer than it scores.
Task 4: Safe Securing Procedures
- Describe the procedures you would follow to secure the crane at the end of the work day.
A complete answer covers: land the load and remove the rigging; raise the hook to the manufacturer's specified height; move the trolley to the manufacturer's specified radius; release the slew brake so the crane can weathervane; set rail clamps and storm anchors on a rail-mounted machine; shut down and isolate power at the disconnect; secure the cab; complete and sign the shift inspection and logbook entries; and report any deficiencies. Section 6.3 develops each step.
3. Circumventing the Course
CCO defines circumventing the course on tower crane practical exams as:
- Chain leaves the corridor while on or off the ground and passes more than one pole left still standing on the original string line before re-entering the corridor. You must enter the circles from inside the corridor to avoid this being marked as a deficiency.
- Chain leapfrogs from one leg of the corridor to another with the chain off the ground, outside the corridor.
- Chain passes four or more poles consecutively with the chain off the ground, inside the corridor.
4. Timing, Scoring, and Disqualification

Completing a task within its optimum time incurs no time penalty. Once you exceed it, you lose points on a gradual basis. At one and a half times the optimum time you have lost all the points allotted to that task. At two times the optimum time the Proctor may end the task and move on to the next one. Those are two different thresholds, and candidates routinely confuse them: 1.5x costs you the task's points, 2x ends the task. The Pre-Operational Inspection and Task 4 are verbal and untimed, apart from the roughly one minute per item allowed during the inspection.
Unsafe act
An unsafe act is an action by a candidate that is uncontrolled or reckless, and is sufficient to cause safety concern for persons or property damage.
Committing an unsafe act at any time during the Pre-Test Familiarization Period or the test disqualifies you from continuing, and you may not take any additional practical exams that day. The Proctor has authority to stop the test at any time for safety.
Weather and equipment interruptions
The Proctor uses an anemometer to check wind speed and records weather conditions on the score sheet, and decides whether conditions or equipment problems require suspending the test. If the test is interrupted:
- You resume at the beginning of the task you were performing - except for Task 3, where you return to the beginning of either Task 3a or 3b as appropriate.
- You are entitled to a Pre-Test or Pre-Task Familiarization Period before resuming.
- If testing resumes on a different machine, you start the test over from the beginning and the first score sheet is voided.
- If testing is delayed to a different day, the test restarts from the beginning.
Scoring and results
Performance is recorded by the Proctor and scored off site at CCO. A score of 70 represents the minimum passing score for the Tower Crane Operator Practical Examination. Score reports are mailed roughly 12 business days after CCO receives the score sheets, though batching can push that past three weeks. Candidates who do not pass may request hand scoring in writing within three months of the test date, subject to a processing fee.

[!IMPORTANT] The practical exam is a control test, not a capacity test. No target is placed beyond rated capacity, the crane is pre-leveled, and the LMI is pre-programmed. Every point you lose will come from load control - swing, sway, and height - or from time. Practice smooth simultaneous function blending and anticipatory braking, not speed.
