1.1 NCJ, the Regional Councils, CXC & the Seven-Domain RENR Blueprint

Key Takeaways

  • The Nursing Council of Jamaica operates under the Nurses and Midwives Act, 1964 (amended 2005 for biennial relicensing) and registers nurses and midwives.

  • The Regional General Nursing Councils prepare the RENR each year, and CXC has provided psychometric and administrative support since the October 2014 sitting.

  • Passing the RENR allows registration, use of the title Registered Nurse and reciprocity for employment in RENR-participating CARICOM countries.

  • The official blueprint weights seven domains: NP 30%, PC 10%, HPMW 10%, NLM 15%, COM 10%, CDM 20% and PD 5% of 200 items.

  • Nursing Practice (60 items) and Clinical Decision Making (40 items) make up half the weighted items; the other five domains supply the remaining 100.

NCJ, the Regional Councils, CXC and the Seven-Domain RENR Blueprint

The Regional Examination for Nurse Registration (RENR) is the registration examination for the title Registered Nurse (RN) in Jamaica and the other participating CARICOM jurisdictions. Before you study clinical content, you need to know who sets the exam, what a pass gives you, and how the official blueprint divides the 200 weighted items. The blueprint tells you where marks come from.

Who Does What

BodyRole in the RENRSource
Nursing Council of Jamaica (NCJ)Statutory regulator for Jamaica. It was set up in 1952 and now operates under the Nurses and Midwives Act, 1964 and its 2005 amendment, which introduced biennial relicensing. It controls nursing and midwifery education and practice, registers nurses and midwives, and enrols assistant nurses.NCJ home page
General Nursing Council (GNC) of each participating territoryCreated by national nursing legislation. It sets education and practice standards, registers candidates for the RENR, issues results and registers successful candidates. In Jamaica, the NCJ performs this role.CXC RENR Preparation Guide
Regional General Nursing Councils (RGNCs)An association of the GNCs. Its members are selected by each participating council and meet once a year to prepare the two RENR sittings.CXC RENR Preparation Guide
Caribbean Examinations Council (CXC)Established in 1972. It is contracted to give psychometric and administrative support to the RGNCs. The first CXC-managed RENR was written in October 2014.CXC RENR Preparation Guide
Regional Nursing Body (RNB)The nursing advisory committee to the CARICOM health ministers. As early as 1970, it made reciprocity for Caribbean nurses a priority objective and proposed the regional examination.CXC RENR Preparation Guide

Exam trap: CXC does not license nurses, and it does not release results to candidates. Registration and results always come from your own national council.

History and Purpose

The CARICOM territories introduced the RENR in 1993, and the first sitting was in October 1993. The exam grew out of earlier regional planning, including the Jolly Beach (Antigua, about 1977) and Dover (Barbados, 1978) reports and a 1990 meeting of the General Nursing Councils. That meeting identified 24 competencies as the scope of practice for registered nurses in CARICOM.

The Preparation Guide states the purpose plainly: the RENR tests the competencies of the entry-level registered nurse, ensuring fitness to practise and the public's safety. Passing enables you to:

  1. be registered with the nursing council of the participating jurisdiction;
  2. use the legal designation Registered Nurse (RN); and
  3. have reciprocity for employment purposes in any RENR-participating CARICOM country.

The NCJ describes the same arrangement from Jamaica's side: it has a system of reciprocal registration with CARICOM countries whose nurses are qualified by passing the RENR. Reciprocity does not mean automatic practice. A nurse moving between territories still applies to the destination council and meets its documentation and fee requirements (Section 1.3).

The Entry-Level Nurse the Exam Has in Mind

The guide defines the entry-level nurse as someone who has completed a basic programme at a recognized institution and is registered by a legally constituted regulatory body. This nurse should think critically and make sound, ethical clinical decisions. They should function independently and interdependently within an interdisciplinary team, show a caring attitude and be willing to be mentored as a novice. Many questions reward the answer that fits this profile. That means safe, within scope, collaborative, and escalating when the situation exceeds the nurse's role.

The Official Blueprint: Seven Domains

The RENR is built on nursing science and nursing practice, the life cycle and the health–illness continuum, organised into seven domains. Each domain lists competencies, and test objectives and items are written from those competencies.

No.Domain (official abbreviation)WeightItems (of 200)CompetenciesWhere this guide teaches it
1Nursing Practice (NP)30%6016Chapters 6–9
2Professional Conduct (PC)10%204Chapter 2
3Health Promotion and Maintenance of Wellness (HPMW)10%205Chapter 3
4Nursing Leadership and Management (NLM)15%3013Chapter 4
5Communication (COM)10%206Chapter 5
6Clinical Decision Making and Intervention (CDM)20%406Chapters 10–11
7Professional Development (PD)5%105Chapter 12

Keep the official numbering. Domain 2 is Professional Conduct, not Clinical Decision Making. Nursing Practice and Clinical Decision Making together carry 100 of the 200 weighted items. The other 100 come from conduct, health promotion, leadership, communication and professional development, so a purely clinical revision plan leaves half the paper unprepared.

Content Anchors From the CARICOM Blueprint

The Preparation Guide refers you to the RENR Blueprint for CARICOM Countries, which organises content around:

  • Life-cycle age groups: infant to pre-school (0–4 years), school child (5–11), adolescent (12–19), young adult/childbearing family (20–44), adult (45–64) and elderly (65 and older).
  • Basic needs: physiological needs (oxygen, nutrition, elimination, activity/rest/comfort, sexuality, safety and security) and psychosocial needs (love and belonging, self-esteem, self-actualisation).
  • Factors affecting need satisfaction: biological, psychosocial, lifestyle and health care organisation.
  • Categories of common Caribbean health problems: congenital/genetic, infectious/inflammatory, infestations, allergic/immunological, neoplastic, accident/trauma, metabolic/nutritional/endocrine, degenerative, psychosocial/psychiatric, environmental and health infrastructure.

Expect any item to combine these: a domain competency (for example, establishing priorities), an age group and a common Caribbean health problem.
