The Three Observation Techniques Named in the Framework

1. Anecdotal (Narrative) Recording
The observer writes a running, objective description of everything the student does and everything that happens around them during a defined period, without categories decided in advance.

2. Frequency (Event) Recording
The observer counts discrete occurrences of an operationally defined behavior within a set period, and converts to a rate (occurrences per minute or per hour) whenever observation periods differ in length.

A scatterplot grids time of day against days of the week and records whether the behavior occurred in each cell. It answers when and where, and it is the fastest way to reveal that a behavior is concentrated in unstructured transitions or in one subject — information that antecedent interventions can act on immediately.
Assessing Across All Curricular Areas

IDEA defines educational performance to include functional performance, and Illinois defines it to include the ability to establish and maintain social relationships and to experience sound emotional development. An assessment that reports only reading and math levels is incomplete.
Academic
Combine norm-referenced achievement (for eligibility comparison), criterion-referenced and curriculum-based measures (for instructional planning and progress monitoring), error analysis of work samples (to isolate the breakdown point — is the math failure computational, procedural, or a reading-the-problem failure?), and diagnostic probes such as phonological awareness or place-value checks.
Social-Emotional
Use behavior rating scales completed by multiple informants across settings, student self-report (essential for internalizing concerns, which adults under-detect), sociometric or peer-relationship data, direct observation in structured and unstructured settings, and review of office discipline referrals, attendance, and nurse visits. Setting-specific disagreement between informants is data, not noise.
Functional and Adaptive
Standardized adaptive behavior scales such as the Vineland-3 or ABAS-3 give a normative picture, but the instructional tool is the ecological inventory and the discrepancy analysis that follows it:
- Identify the domain (school, home, community, vocational, recreation/leisure).
- Identify the environment and then the specific subenvironment (the school; the cafeteria).
- List the activities required there (get a tray, pay, select a seat, clean up).
- Task-analyze each activity into steps a person without a disability performs.
- Conduct a discrepancy analysis: watch the student do it, mark each step as independent or not, and diagnose why a failed step failed — skill deficit, motor limitation, communication barrier, or missing adaptation.

This process produces goals that are demonstrably functional, because every step came from an activity the student actually has to perform.
Transition
Age-appropriate transition assessment is required and must be ongoing.
