1.3 Continuing Education Requirements

CE Hour Requirements

Iowa requires licensed producers to complete continuing education to keep current and renew on schedule.

Total Hours

36 hours every 3 years (triennial) for a standard producer - an average of 12 hours per year.

Ethics Requirement

3 hours of ethics must be included within the 36 total hours. The ethics content must be specifically approved as ethics; you cannot substitute general technical CE for it.

Exam tip: Memorize 36 / 3 / 3 - 36 hours, over 3 years, including 3 ethics hours. This differs from biennial states; Iowa's cycle is three years.

Special Authorities

• Crop-only producers: 18 hours of CE (including 3 ethics) every 3-year term - half the standard requirement, reflecting the narrow federal-crop line.
• Annuities: before selling, soliciting, or negotiating annuities, a producer must complete a 4-hour Annuity Best Interest course (a one-time training tied to Iowa's best-interest rule). This is separate from the 36-hour requirement.

Lines of Authority

The 36-hour requirement covers all lines you hold at once. A producer holding P&C plus Life & Health does not need separate CE totals for each line, though courses should be relevant to the lines held. In practice, P&C producers should weight their CE toward property, casualty, and Iowa-law topics rather than unrelated life-insurance content, so the education actually reinforces the work they perform.

Who Must Complete CE - and Who Is Exempt

Required

• All resident producers renewing an Iowa license
• Producers holding any line (P&C, Life, Health, etc.)

Exempt or Conditionally Exempt

1. First-time licensees - exempt from CE for their first renewal period. The CE clock effectively begins with the second renewal. (Iowa recognizes that new licensees just completed exam preparation.)
2. Non-resident producers - satisfy Iowa by meeting their home state's CE requirement and keeping that license in good standing.

Note: Voluntary CE completed during the first-renewal exemption does not carry forward, because Iowa does not allow carry-over of excess hours.

Approved Courses and Delivery

CE must be approved - either by the Iowa Insurance Division or through the multistate/NAIC approval process.

Iowa permanently dropped the in-person classroom requirement (effective 2021), so resident producers may complete CE by:

Eligible Topics

Technical insurance (property and casualty coverages, underwriting, claims), legal/regulatory updates (Iowa law, flood, crop), ethics (the required 3 hours), and professional practice. Pure sales-motivation, marketing, or unrelated general-business content does not count.

Compliance, Reporting, and Deadlines

Tracking

You are responsible for tracking your own completion. Keep certificates of completion, and verify that the provider reported your hours (providers report electronically, usually within a couple of weeks).

Verifying Status

Check your CE transcript on nipr.com (or sundaysky/Iowa's licensing portal), or contact the Division at producerlicensing@iid.iowa.gov.

The Deadline Rule

CE must be completed before you submit your renewal. If CE is not complete by your expiration date, you cannot renew - the license lapses and you cannot transact insurance or earn commissions until you cure the deficiency and reinstate.

Important: Do not wait until the last week. Reporting lags and course-availability issues can block a timely renewal. Finish CE at least 30 days early, and complete the 3 ethics hours first so that specific requirement is never the thing holding you up.

No Carry-Over; Limited Extensions

• No carry-over: hours beyond 36 do not roll into the next term. Complete 40 hours and only 36 count.
• Extensions/hardship: the Division may grant relief for active-duty military deployment, serious medical hardship, or other documented circumstances beyond the producer's control. Request it in writing before expiration, with documentation; approval is discretionary.

CE Violations and Penalties

Failure to Complete CE

• The license lapses at expiration
• You cannot sell insurance or receive commissions during the lapse
• To reinstate: complete the full 36 hours (including 3 ethics), pay renewal and any late fees, and clear any gap

CE Fraud

Treated as serious misconduct:

• Submitting false certificates, claiming credit for courses not taken, or having someone else complete CE in your name
• Penalties include license suspension or revocation, fines, and possible criminal prosecution for fraud

Warning: CE fraud can end an insurance career permanently. Complete your own coursework honestly.

Best Practices

1. Know your renewal date - it is tied to your birth month in the third year. Mark a reminder six months out.
2. Spread the hours - target ~12 hours/year so you are never cramming 36 hours at once.
3. Do ethics early - knock out the 3-hour ethics requirement first.
4. Buy a package - a single-provider 36-hour bundle (with ethics) is usually cheaper and guarantees the right mix.
5. Keep records ~4 years - retain certificates in case the Division audits your compliance.
