3. Aligning to Florida's B.E.S.T. Standards

Florida's B.E.S.T. Standards (Benchmarks for Excellent Student Thinking) for English Language Arts and Mathematics, together with the state science and social studies standards, are the state-adopted standards referenced throughout Competency 1. Two alignment habits matter for the exam:

  1. Align to the benchmark, not the topic. Two benchmarks can name the same topic at very different rigor. A benchmark that says identify is not satisfied by a task that says analyze, and — far more commonly — a benchmark that says analyze is not satisfied by a task that only asks students to identify.
  2. Read the clarifications. Florida benchmarks carry benchmark clarifications and, in mathematics, purpose statements that specify boundaries: which representations are expected, which cases are in scope, and what counts as evidence of mastery. Alignment claims made from the benchmark's topic label alone are exactly the error FTCE distractors are built from.

Vertical alignment and learning progressions

A complementary lens, TPACK, holds that effective technology use requires the intersection of technological, pedagogical, and content knowledge. A tool that is technologically impressive but pedagogically or content-misaligned is the wrong choice.

[!IMPORTANT] Exam rule: when a stem offers several technology options, the correct answer is the one where the tool makes student thinking visible or makes an otherwise impossible task possible. Options that merely digitize an existing worksheet, or that emphasize novelty and engagement without a learning claim, are distractors.


6. A Four-Question Rigor Audit for Any Planned Task

  1. Verb check: Does the task's cognitive verb match the benchmark's verb?
  2. DOK check: Could a student complete this correctly from memory alone? If yes, it is DOK 1 regardless of how it looks.
  3. Evidence check: Does the product reveal reasoning, or only the final answer?
  4. Tool check: If technology is used, which SAMR level does it reach, and what would be lost by removing it?
