Key Topic 9 finishes the voice-procedure kit: when a ship may step on a public coast station, how often you identify, the 30-second / 2-minute calling limits on 2182 kHz and Channel 16, the listen-first rule with its distress exception, which frequency you use to call a coast station, and the ITU phonetic alphabet — including Echo, Mike, and Sierra. OpenExamPrep treats those as one watchstanding habit, not six disconnected trivia items.

Quick operating picture: Distress is the only time you may interfere with a public coast station. Identify at the beginning, the end, and every 15 minutes on a long voice transmission. On 2182 kHz or Channel 16, call 30 seconds or less, wait at least 2 minutes to try again, then move to a working channel. Listen first unless it is distress. Call a coast station on that coast station’s ship-to-shore working frequency. Spell E/M/S as Echo, Mike, Sierra.

Interfering with a Public Coast Station

A ship or aircraft station may interfere with a public coast station only in cases of distress. 47 CFR 80.92(c) is explicit: except in cases of distress, communications between ship stations or between ship and aircraft stations must not interfere with public coast stations. The ship or aircraft stations that cause interference must stop transmitting or change frequency upon the first request of the affected coast station.

Urgency and Safety are important, but they are not the 80.92(c) exception. Government-priority traffic on another circuit is not a license to sit on a public coast working pair. A meteorological warning does not, by itself, authorize you to override a public coast station. 'Never, even in distress' is equally wrong: Distress may interrupt. If a public coast station tells you that you are interfering and you are not in distress, stop or change frequency on that first request.

Distress is the only 80.92(c) exception

Public coast stations exist to handle ship-shore public correspondence and related maritime traffic. Your intership working chatter yields to that station except when someone is in grave and imminent danger. That is the same Distress-first ladder you learned in Key Topic 8, applied to a specific victim of interference: the public coast station.

Station Identification on Telephony

Ordinarily, a station using a telephony emission identifies at the beginning and end of each communication and at 15-minute intervals when transmission is sustained. 47 CFR 80.102(a) requires the call sign in English (except as provided in 80.102(d) and (e)) at the beginning and end of each communication with any other station, and at 15-minute intervals when transmission is sustained for more than 15 minutes. When public correspondence is being exchanged with a ship or aircraft station, identification may be deferred until the communications are complete.

That is not 'at least every 10 minutes.' It is not a blanket skip of identification 'unless public correspondence is in progress.' It is not a 20-minute radiotelegraph interval borrowed from 47 CFR 80.99. Voice identification is beginning, end, and 15 minutes during a long transmission.

Bridge-to-bridge remains the name-in-lieu-of-call-sign exception from Key Topic 7 (80.102(c)). Inmarsat voice is identified automatically at call setup; DSC-established radiotelephone still needs ship name, call sign, or MMSI at least once every 15 minutes during the voice stage (80.102(e)). VTS communications with the controlling agency may use ship name (80.102(d)). None of those exceptions erase the ordinary 15-minute telephony rule the exam asks about.

Calling Limits on 2182 kHz and Channel 16

When using an SSB station on 2182 kHz or VHF-FM on Channel 16, all of these apply:

  • The preliminary call must not exceed 30 seconds.
  • If contact is not made, you must wait at least 2 minutes before repeating the call.
  • Once contact is established, you must switch to a working frequency.

Leaving any one of those three out is a wrong answer on Element 1.

How 47 CFR 80.116 fills in the 30-second box

47 CFR 80.116(d) is the detailed ship-station calling limit: calling a particular station must not continue for more than 30 seconds in each instance. If the called station does not reply, the station must not again be called until after an interval of 2 minutes. After three such attempts at 2-minute intervals, calling must cease for 15 minutes; however, if there is no reason to believe harmful interference will be caused, the three-call cycle may be repeated after a pause of not less than 3 minutes. In an emergency involving safety, those calling limits do not apply.

Pair that paragraph with 80.116(c): after call and reply on 2182 kHz or 156.800 MHz, change to an authorized working frequency. 80.116(f) still caps Channel 16 transmissions at 1 minute and requires that 2182 kHz and Channel 16 use be minimized so distress calls can be heard.

USCG NavCen’s calling example is the same discipline in spoken English: say the called vessel’s name, 'this is' your name, then accept a working-channel assignment. Do not read the cargo manifest on Channel 16. Do not retry every 15 seconds. Do not treat Channel 16 as a DSC-only data channel — Channel 70 is the DSC-only voice-forbidden channel; Channel 16 remains a voice distress, safety, and calling frequency.

Monitor Before Transmit — Except Distress

Before making a transmission, except for the transmission of distress calls, determine that the frequency is not in use by monitoring the frequency. That is 47 CFR 80.92(a) again, now as a Key Topic 9 operating step rather than a Key Topic 8 interference theory.

Do not open with a general 'is this channel in use?' as your only technique if you have not actually listened. Do not treat a transmitter calibration check as a substitute for a receive watch. Distress is the exception: a MAYDAY is not held for a clear channel the way a routine call is. NavCen’s distress-voice checklist still starts by tuning to Channel 16; it does not tell you to wait out a cargo conversation while the vessel is sinking.

Calling a Coast Station

A ship station using radiotelephony should normally call a coast station on that coast station’s ship-to-shore working frequency. 47 CFR 80.116(a)(1) and (a)(2) authorize calling coast stations on 2182 kHz or 156.800 MHz, but they immediately add that such calls and replies should be on the appropriate ship-shore working frequency.

Do not pick a 'vacant' channel at random because the radio officer likes the number. Do not assume any ITU Region 2 calling frequency is automatically correct. Do not treat 2182 kHz or Channel 16 as the required start for every coast-station call when the coast station publishes a ship-to-shore working channel and keeps watch there. Look up that coast station’s working frequency and call there.

This pairs with Key Topic 8’s traffic lists: the coast station tells you, alphabetically, that it has traffic, often on a working frequency it has just announced. You answer where it is listening for working traffic, not by camping on Channel 16.

ITU Phonetic Alphabet and Spoken Numerals

When you must spell a call sign, a name, or a position group, use the ITU Radio Regulations Appendix 14 phonetic alphabet and figure code. Element 1 specifically tests that E, M, and S are Echo, Mike, and Sierra — not Equator, Michigan, Sonar, Element, Mister, or Scooter.

ITU spelling uses Alfa (not 'Alpha') and Juliett (two t’s). Spoken stress follows the Appendix 14 table (underlined syllables in the Radio Regulations). Learn the whole alphabet; the live item may only sample E/M/S, but a noisy Channel 16 copy of a call sign will use all of it.

Worked example: call sign WDJ3456 can be spoken 'Whiskey Delta Juliett Terrathree Kartefour Pantafive Soxisix.' A latitude group such as 36° 50.2' N can be spelled with Unaone / Terrathree and Decimal as needed so a noisy Channel 16 copy is unambiguous. Stations of the same country, communicating among themselves, may use another table recognized by their administration (Appendix 14 paragraph 3); U.S. maritime examinations still expect the ITU words, and they expect Echo, Mike, Sierra for E, M, and S.
