4.2 Operating Procedures I (Key Topic 8)

Key Topic 8 is the shared-channel discipline that keeps maritime voice usable: listen first, let coast and government stations run the schedule, get off 2182 kHz and Channel 16 after contact, copy alphabetical traffic lists, and honor Distress–Urgency–Safety order. Quick operating picture: Monitor before you talk. If the traffic is routine ship-to-coast or ship-to-government, take the shore operator’s instructions. Open on 2182 kHz or Channel 16 only long enough to make contact, then move. If a coast station has a message for you, it will list call signs alphabetically. Distress outranks Urgency, which outranks Safety.

Listen Before You Transmit

The best way for a radio operator to minimize or prevent interference to other stations is to determine that a frequency is not in use by monitoring the frequency before transmitting. 47 CFR 80.92(a) states the same duty: the station operator must determine that the frequency is not in use by monitoring the frequency before transmitting, except for transmission of signals of distress.

Do not 'clear' a channel by talking over it. An omnidirectional antenna does not become directional because you wish other ships were somewhere else. Waiting until another station complains, then changing frequency, is a recovery move — not the first technique. The first technique is silence and a receiver.

Distress is the exception, restated in Key Topic 9: you do not delay a MAYDAY to complete a courtesy listen if people will die in those seconds. For every other class of traffic, listen first.

If you do cause interference to a communication already in progress, 80.92(b) requires you to cease transmitting at the request of either party to the existing communication. Among non-distress stations that want to start using a frequency, priority follows 47 CFR 80.91 (Distress, Urgency, Safety, then other communications).

Coast Station General Calls

A coast station using telephony may transmit a general call to a group of vessels when announcing or preceding the transmission of Distress, Urgency, Safety, or other important messages. That is the tested circumstance.

The ordinary rule is the opposite. 47 CFR 80.111(a)(1): except when transmitting a general call to all stations for announcing or preceding the transmission of distress, urgency, or safety messages, a coast station must call the particular station or stations with which it intends to communicate. 47 CFR 80.89(d) likewise forbids telephony that is not addressed to a particular station, with an exception for distress, alarm, urgency, or safety signals or messages, and for tests.

So a coast station does not broadcast a general 'hello to every ship in range' just because several ships might want the same cargo order, and it does not earn a general call merely because the ships are in international waters beyond 12 miles. It does send a general call when it is about to put Distress, Urgency, Safety, or other important messages on the air, so every watchstander turns the speaker up.

What 'important messages' means in practice

Think storm warnings, a safety broadcast that will follow on a working channel, or a distress-related announcement that every ship in range must hear. The general call is the attention signal. The traffic that follows still has a priority under 80.91. After the announcement, working frequencies carry the body of non-distress messages whenever that is practicable — the same 'do not camp on the calling channel' habit you will use as a ship station in the next heading.

Who Controls Routine Ship Traffic to Coast or Government Stations

When a ship station has routine traffic destined for a coast station or a government station in the maritime mobile service, the ship complies with instructions given by that coast or government station. The on-duty operator does not freelance the order of messages because 'it will not interfere.' The licensed operator does not invent a private precedence table and then send whenever the speaker is quiet.

47 CFR 80.94 states the rule in full: when communicating with a coast station or any Government station in the maritime mobile service, ship stations must comply with the instruction given by the coast station or Government station relative to the order and time of transmission, the choice of frequency, the suspension of communication, and the permissible type of message traffic that may be transmitted. This provision does not apply in the event of distress.

47 CFR 80.116(g) repeats the idea on VHF: in the conduct of ship-shore communication other than distress, stations on board ship must comply with instructions given by the private coast station or marine utility station on shore with which they are communicating.

After Contact on 2182 kHz or Channel 16, Move

2182 kHz is the MF radiotelephony calling and distress frequency. Channel 16 (156.800 MHz) is the VHF distress, safety, and calling channel. Both are crowded on purpose: every compulsory watch is there. They are not working channels for the text of a routine message.

A ship station that has established initial contact with another station on 2182 kHz or Channel 16 must change to an authorized working frequency for the transmission of messages. 47 CFR 80.116(c) states that after establishing communication with another station by call and reply on 2182 kHz or 156.800 MHz, stations on board ship must change to an authorized working frequency for the transmission of messages. Coast stations have the matching duty in 80.111(c).

USCG NavCen’s radio information for boaters demonstrates the same habit in plain language. A typical voice exchange: the caller names the called vessel and identifies; the called vessel answers and proposes a working channel such as 68; the caller confirms that channel. Both leave Channel 16. NavCen stresses that if you use Channel 16 to call, you must be brief.

Do not stay on 2182 kHz or Channel 16 'so everyone can copy the cargo list.' Do not invent a requirement to sample the calling channel for Distress, Urgency, and Safety every ten minutes as a substitute for moving. Do not impose a two-out-of-fifteen-minutes silence ritual of your own as the reason you remain on the calling frequency. Move.

47 CFR 80.116(f) adds a duration limit: all transmissions on 2182 kHz and 156.800 MHz must be minimized, and transmissions on 156.800 MHz must not exceed 1 minute. That is why the working-frequency shift is not optional courtesy — it is how the distress channel stays empty enough to hear a MAYDAY.

How a Coast Station Tells You There Is Traffic

A coast station notifies a ship that it has a message by transmitting, at intervals, lists of call signs in alphabetical order for which it has traffic. That is the Element 1 fact.

47 CFR 80.108 authorizes each coast station to transmit lists of call signs in alphabetical order of all mobile stations for which they have traffic on hand. Those traffic lists go out on the station’s normal working frequencies. For radiotelephony the interval is at least one hour and not more than four hours during working hours; for telegraphy, at least two hours and not more than four hours. The announcement must be as brief as possible and must not be repeated more than twice. Coast stations may announce on a calling frequency that they are about to transmit call lists on a specific working frequency.

That is not a directed transmission to you on 2182 kHz or 156.800 MHz as the normal notification method. It is not the coast station guessing your private working frequency. It is not an eight-digit maritime mobile service identity page as the telephony rule this key topic is testing. Copy the alphabetical list. If your call sign appears, answer the coast station on the working arrangements it has announced.

High-seas operators will meet the same idea again in later equipment topics when receiving traffic lists on SSB and FEC. The Key Topic 8 skill is simpler: you are listening for your call sign in A-to-Z order, not for a custom hail on Channel 16.

Priority: Distress, Then Urgency, Then Safety

The priority of communications is Distress, Urgency, and Safety. 47 CFR 80.91 requires stations in the maritime mobile service and the maritime mobile-satellite service to be capable of four levels of priority in this order:

  1. Distress calls, distress messages, and distress traffic.
  2. Urgency communications.
  3. Safety communications.
  4. Other communications.

Safety does not outrank Distress. Radio direction-finding is not inserted above Distress on the Element 1 list. Government 'priority right' chatter is not a substitute for the Distress–Urgency–Safety ladder. When two non-distress stations collide on a channel, 80.92 points you back to 80.91. When Distress is on the air, everyone else stops.

Key Topic 8 is therefore a single operating loop: listen; if you are a ship with routine traffic, take the coast or government station’s instructions; if you opened on 2182 kHz or Channel 16, move to a working frequency; copy alphabetical traffic lists; and never let a Safety or Urgency message block a Distress in progress.
