1.1 PSI Nail Technician Theory Exam: Format, Blueprint, Scoring & Test-Day Rules
Key Takeaways
The Colorado nail technician theory test has 60 scored multiple-choice questions plus 5 unscored experimental questions, with a 90-minute time limit (PSI Test Taker Guide v1.6, effective June 23, 2026).
PSI weights the theory outline 50% Safety and Infection Control, 18% Client Consultation and Nail Analysis, 10% Skin Care, and 22% Nail Care.
Candidates must score at least 70% on the theory test; PSI reports only pass or fail, plus topic scores for candidates who fail.
Colorado candidates must pass the PSI practical test before they can pay for and schedule the theory test.
PSI's Colorado fees are $62 for the theory test and $60 for a theory retake, and a failed theory attempt requires a 30-day wait (PSI guide; 4 CCR 731-1, Rule 1.2(D)).
Why the Exam Format Shapes Your Study Plan
Colorado does not write its own nail technician exam. The Department of Regulatory Agencies (DORA) contracts with PSI Services LLC to run the PSI National Barber/Cosmetology Testing Program. The current Colorado Nail Technician Test Taker Guide (Nail Tech v1.6, effective June 23, 2026) describes two separate tests: a hands-on practical test and a computer-based theory test. Knowing exactly what the theory test measures lets you spend study time where the points are.
The most important fact is easy to miss: the theory outline has no Colorado law domain. All four domains are national nail-technology content. Colorado's statute and rules still matter, because they govern how you practice once licensed (Sections 1.2 to 1.4 cover them). But on the theory test, your points come from infection control, safety, client consultation, skin care, and nail care.
The Theory Test at a Glance
| Feature | Colorado PSI theory test |
|---|---|
| Scored questions | 60 multiple-choice |
| Unscored (experimental) questions | 5, mixed in and not identified |
| Time limit | 90 minutes (1.5 hours) |
| Passing standard | At least 70% |
| Delivery | Computer at a PSI test center, or online with a live remote proctor |
| Reference policy | Closed book |
| Fee | $62 (retake $60) |
| Prerequisite | Pass the PSI practical test first |
Ninety minutes for 65 items is about 83 seconds per question, which is generous for a knowledge test. Time pressure is rarely the problem; misreading a question is. PSI's tutorial, which can last up to 15 minutes, runs before the clock starts and includes sample questions. You can change an answer at any time until you end the test or time runs out.
PSI states the pass mark as 70% but reports results only as Pass or Fail. The guide does not say whether scores are scaled. If scoring were a simple percentage, 70% of 60 scored items would be 42 correct answers. Treat 42 as a minimum target and aim higher in practice.
The Official Content Outline
| Domain | Weight | Approximate scored items | What it covers |
|---|---|---|---|
| 1. Safety and Infection Control | 50% | about 30 | Pathogens and exposure prevention; cleaning and disinfecting tools, machines and workstations; levels of decontamination; exposure incidents; disinfectant products; labeling and storage; single- and multi-use items; safe working conditions; safe water temperature; equipment maintenance; chemical labeling and storage; SDS and prohibited substances; OSHA, EPA and FDA; adverse chemical reactions; protective barriers and draping; ventilation; electrical safety |
| 2. Client Consultation and Nail Analysis | 18% | about 11 | Intake and consent forms; declining or altering services; medical referral; skin and nail structure and analysis; choosing services; patch tests; skin and nail diseases and disorders; adverse reactions; contraindications for manicures, pedicures and enhancements |
| 3. Skin Care | 10% | about 6 | Safe massage movements; safe use of skin-care tools and devices; hot towels; product use for all skin conditions; safe callus removal |
| 4. Nail Care | 22% | about 13 | Safe use of products, tools and equipment; filing and buffing; cuticle removal; manicure and pedicure procedures; nail-station ventilation and infection control; natural nail products and repair; artificial enhancement application, maintenance, repair and removal |
The item counts are estimates from the published weights; PSI publishes percentages, not item counts. The lesson is clear anyway. Safety and Infection Control alone is worth as much as the other three domains combined. Chapters 2 and 3 of this guide cover Domain 1 topic by topic.
PSI lists three references used to write the questions: Pivot Point Fundamentals: Nails (2022), Milady Standard Nail Technology (8th edition, 2020), and the Tammy Taylor Guide to Manicuring and Advanced Nail Technology (2022, Edition III). When a question asks for "the" procedure, these textbooks define the expected answer.
The Practical-First Sequence
The Colorado guide is explicit: test takers must pass the practical test before they can pay the fee and schedule the theory test. The path looks like this:
- Apply online through PSI with your Record of Completion (ROC) and transcript.
- Receive PSI's approval email.
- Pay for, schedule and pass the practical test (Section 1.5).
- Pay for and schedule the theory test.
- Pass the theory test. If your application screening answers are all "No" and you have never worked as a nail technician in Colorado, the license is issued right away.
Your application, and any test fee you pay, is valid for one year. Within that year you may retest an unlimited number of times. You must wait 14 days between practical attempts and 30 days between theory attempts; Colorado's Rule 1.2(D) also sets the 30-day theory wait. If the year runs out before you pass both tests, you need a new application and fee, and you may have to retake a test you already passed.
Test-Day Rules That Can Cost You the Fee
- Arrive at least 30 minutes early. If you arrive after the start time, you are not admitted and you forfeit the fee.
- Bring one valid, unexpired government-issued photo ID whose name matches your registration exactly. A Test Taker ID shown in the myColorado app is accepted at test sites. A military ID cannot be used for online testing.
- Cancel or reschedule at least 48 hours ahead. Voicemail messages do not count as cancellations.
- Leave personal items in storage. Phones, smart watches, bulky outerwear, hats (except religious apparel), notes and food are not allowed in the testing room.
- Do not reproduce test content. Rule 1.3 of 4 CCR 731-1 treats copying, memorizing for distribution or sharing exam content as unprofessional conduct that can lead to denial of a license.
After the Test
At a test center, the score report prints when you finish. If you pass the theory test there, PSI prints your license on site. For online testing, PSI emails the score report, and the license if you pass, within 48 hours. If you fail, the report shows your score in each topic area. Use those scores to pick which chapters of this guide to revisit before your next attempt. During the test you can leave comments on questions. That comment link is the only review available for the theory test.
Tip
Build your study calendar from the weights. If you have 40 study hours, about 20 belong to safety and infection control, about 9 to consultation and nail analysis, about 4 to skin care, and about 9 to nail care. Leave a few hours for Colorado law and the practical test, which affect your license even though they are not theory items.
