Certified Flight Registered Nurse (CFRN) eligibility is a license rule, not a flight-hour rule. That surprises nurses who assume a board exam works like a new-hire check ride. The Board of Certification for Emergency Nursing (BCEN) will let a currently licensed RN sit even if last night was the first night the nurse ever stood under a turning rotor. The exam still assumes you can think like a flight nurse; the application only asks whether you are legally allowed to practice as a registered nurse.

License rules that actually gate the exam

To apply you must hold a current, unencumbered Registered Nurse license in the United States, a U.S. Territory, Canada, or Australia. A foreign nursing credential that is equivalent to a U.S. RN license is acceptable only after it is verified through TruMerit, BCEN's international credential-evaluation partner. "Unencumbered" is the word that fails people. Any active restriction, suspension, probation, or order arising from a nursing license authority disqualifies you from sitting for CFRN and from recertifying a BCEN credential. A probation that your manager calls "paperwork only" is still an active order. Do not apply and hope the attestation language is flexible; the application is denied when you do not meet the stated rule.

BCEN recommends at least two years of experience in the specialty—transport, flight, or critical-care emergency practice—before you schedule. That recommendation is not a requirement. A cardiovascular intensive-care nurse who just completed flight orientation may sit. A retired or non-clinical RN may sit if the RN license is still current and unencumbered. What you cannot do is sit on a lapsed, restricted, or internationally unverified license. If you are leaving the bedside but want the letters to remain usable after your expiration date, that is a later retired designation problem, not an initial-exam problem.

Apply only online, then protect the 90-day window

The application lives only in your BCEN account. There is no paper walk-up at a PSI site and no phone application. After payment in full is processed you receive an eligibility email and a 90-day testing window with PSI. Credit-card payments process immediately. A mailed check can take up to four weeks before the window even starts—do not mail a check if you are trying to sit next month. You must schedule and sit inside that 90-day window. Walk-ins are not allowed. PSI cannot book you until BCEN has processed the application.

Treat the window the way you treat aircraft duty-time: it expires whether or not the weather cooperated. Decide the date first, then book it. Flight nurses who work 24-hour shifts should book around bid lines and post-call days, not "sometime this quarter." A clean application sequence looks like this:

• Confirm the RN license is current and unencumbered (or finish TruMerit verification first).
• Check whether the base already holds a BCEN voucher or whether you qualify for ASTNA or military pricing.
• Apply and pay only through the BCEN account, then immediately schedule PSI inside the 90-day window.
• Put the PSI confirmation on the same calendar you use for duty time so a late scene or a swap does not become a no-show.

What the exam costs

Fees below are from BCEN's current CFRN cost page. The professional-association discount for CFRN is Air & Surface Transport Nurses Association (ASTNA) membership, not Emergency Nurses Association membership.

Test Assurance is an optional add-on for initial sitters. It includes a free second attempt if the first attempt is unsuccessful. Compare $450 against $380 plus a later $200 retest: Test Assurance is the cheaper pair if you think you might miss, and it removes a second payment decision after a fail. A voucher program exists for bases and hospital systems that buy volume discounts covering initial exams, retests, recertification, Test Assurance, review courses, and practice exams. Ask your aviation or education manager before you pay retail; many air-medical programs already hold vouchers.

Military pricing applies to active-duty service members, reservists, and veterans on initial, retest, and recertification applications. CFRN is among the BCEN credentials the Department of Veterans Affairs has approved as an educational benefit for eligible personnel; reimbursement is a VA process, not an automatic BCEN refund.

Reschedule, no-show, retake, refund

You may reschedule with PSI at +1-833-518-7459 when both of these are true: you still have at least 24 hours before the appointment (using the time zone of the test center or the Live Remote Proctoring (LRP) location) and the new time still falls inside the same 90-day window. Miss either condition and you are in no-show territory. A no-show or a late cancel forfeits the full testing fee. A new application and a new payment are required to open a new window. If a 24-hour shift overruns and you are still inside both rules, call PSI before you try to sleep it off—the window does not pause because the aircraft did.

Unlimited retakes are allowed after you fail, but you must wait 90 days from the unsuccessful attempt before you retest. The $200 retest price lasts for one year after the initial exam date; after that you pay a new initial fee.

A refund is narrow. Email a written request to BCEN before you schedule any PSI appointment and before the 90-day window closes. Once a seat is on the calendar, refund requests are not accepted. Recertification fees are never refundable. Do not pay, immediately book the first open Saturday, and then decide you wanted next quarter—schedule only when you intend to sit.
