1.1 Exam Format, Administration & IRCC Requirements
Key Takeaways
Paragon Testing Enterprises, which CELPIP says was acquired by Prometric Canada in 2021, develops and delivers the CELPIP-General test.
IRCC accepts CELPIP-General for permanent residence programs such as Express Entry; the Federal Skilled Worker Program requires CLB 7 in all four abilities.
CELPIP-General takes under 3 hours in one sitting: Listening 46–55 min, Reading 43–56 min, Writing 53 min, and Speaking 15 min (celpip.ca, 2026).
CELPIP-General LS tests only Listening and Speaking in about 70 minutes and is used for Canadian citizenship, not permanent residence.
Express Entry requires results less than two years old when you create your profile and when you apply; citizenship accepts qualifying results even if expired.
1.1 Exam Format, Administration & IRCC Requirements
Quick Answer: CELPIP-General is a fully computer-delivered English test of Listening, Reading, Writing, and Speaking, completed in one sitting of just under three hours at a CELPIP test centre. It is run by Paragon Testing Enterprises, which has been part of Prometric since 2021. Immigration, Refugees and Citizenship Canada (IRCC) designates CELPIP-General as proof of English for permanent residence programs, while the shorter CELPIP-General LS (Listening and Speaking only) is CELPIP's citizenship test. CELPIP's test overview page lists the Canadian fee as CAD $299 plus applicable taxes, and Express Entry only accepts results that are less than two years old.
For prospective immigrants, international graduates, and foreign-trained professionals seeking permanent residence or licensure in Canada, the Canadian English Language Proficiency Index Program (CELPIP) is often the language milestone that unlocks the rest of the application. CELPIP was built as a general English test: its tasks are everyday conversations, emails, workplace discussions, news reports, and opinion pieces in Canadian English rather than academic lectures or essays.
Who Runs CELPIP: Paragon Testing Enterprises & Prometric
CELPIP was developed through the University of British Columbia (UBC) and commercialized by Paragon Testing Enterprises, a company that began operating on UBC's Vancouver campus and also delivered the paper-based Language Proficiency Index (LPI) tests. Paragon opened with two computer-based CELPIP test centres (Vancouver and Toronto) and has since expanded to test centres across Canada and in many other countries. According to CELPIP's About Us page, Paragon Testing Enterprises was acquired by Prometric Canada in 2021. The CELPIP website now carries Prometric copyright and privacy notices, while registration, score reports, and test policies still run through Paragon and your online CELPIP account.
What this means for you in practice:
- Registration is online only. CELPIP test centres do not process registrations and there is no walk-in testing. Registration for a sitting closes one business day before the test or when the sitting is full.
- The test is always taken in person. Although CELPIP is computer-delivered, CELPIP's FAQ states that it must be completed at a CELPIP test centre; there is no at-home version.
- Test centres exist well beyond Canada. CELPIP's test-day ID table lists centres in countries such as Australia, India, Nigeria, the Philippines, the United Arab Emirates, the United Kingdom, and the United States. Prices, transfer deadlines, and accepted IDs can differ by country.
- Raters are based in Canada. CELPIP states that Writing and Speaking raters must be resident in Canada and hold ESL teaching certification or graduate training in language education or linguistics, plus at least three years of relevant experience.
IRCC Designation & Program Requirements
IRCC currently accepts three English tests for economic immigration: CELPIP-General, IELTS General Training, and PTE Core. IRCC measures every result on the Canadian Language Benchmarks (CLB), and CELPIP levels convert one-to-one to CLB levels.
| Program (IRCC) | Minimum English requirement |
|---|---|
| Federal Skilled Worker Program (FSWP) | CLB 7 in all four abilities |
| Canadian Experience Class (CEC) | CLB 7 for TEER 0 or 1 jobs; CLB 5 for TEER 2 or 3 jobs |
| Federal Skilled Trades Program (FSTP) | CLB 5 in speaking and listening; CLB 4 in reading and writing |
| Canadian citizenship (applicants aged 18–54) | CLB 4 in speaking and listening (CELPIP 4 or higher in both) |
Beyond these federal programs:
- Provincial Nominee Programs (PNPs), pilots, and other streams set their own minimum levels and approved tests. Most English-language streams accept the IRCC-designated tests, but always confirm the current requirement on the official page for your stream before booking.
- Quebec is different. CELPIP's FAQ states that CELPIP-General is currently not a designated English test for Quebec's provincial immigration programs.
- Australia accepts CELPIP-General. CELPIP lists the Australian Department of Home Affairs (DHA) as a score user for visa purposes, with its own level requirements (for example, "Competent English" = at least CELPIP 7 in each component).
- Professional regulators and schools. Many Canadian regulators, colleges, and vocational programs accept CELPIP-General, but each sets its own required levels and list of acceptable tests. CELPIP publishes a list of score users; verify with the organization itself.
CELPIP-General vs. CELPIP-General LS
A frequent and expensive mistake is booking the wrong version of the test.
| Specification | CELPIP-General | CELPIP-General LS |
|---|---|---|
| Skills assessed | Listening, Reading, Writing, Speaking | Listening and Speaking only |
| Total time | Under 3 hours (the overview page says under 2 hours 50 minutes) | About 70 minutes |
| Main IRCC use | Permanent residence (Express Entry, PNPs, other economic programs) | Canadian citizenship |
| Accepted for Express Entry? | Yes | No — it has no Reading or Writing scores |
| Usable for citizenship? | Yes — IRCC checks the Listening and Speaking levels | Yes — this is its purpose |
| Canadian fee (celpip.ca overview page, 2026) | CAD $299 + applicable taxes | CAD $199 + applicable taxes |
Note
CELPIP's own pages were not fully consistent in 2026: the test overview page lists CAD $299 and $199, while the CELPIP-General product page still showed CAD $290 and $195. International prices vary by country. The amount shown in your CELPIP account at registration is the price you pay.
Important
If your goal is permanent residence through Express Entry, a Provincial Nominee Program, or another economic pathway, register for CELPIP-General. A CELPIP-General LS result cannot be used for these programs because it contains no Reading or Writing scores.
Test Architecture & Timing
CELPIP-General is delivered in a fixed order with no scheduled break between components:
| Order | Component | Time allotted (celpip.ca, 2026) | Structure |
|---|---|---|---|
| 1 | Listening | 46–55 minutes | 6 parts, 38 scored questions (8, 5, 6, 5, 8, 6) |
| 2 | Reading | 43–56 minutes | 4 parts, 38 scored questions (11, 8, 9, 10) |
| 3 | Writing | 53 minutes | Task 1: Writing an Email (27 min); Task 2: Responding to Survey Questions (26 min) |
| 4 | Speaking | 15 minutes | 8 tasks, each with its own preparation and speaking time |
| Total | CELPIP-General | Under 3 hours | All four skills in one sitting |
Older CELPIP materials (2020–2022 study packs) listed longer ranges — Listening 47–55, Reading 55–60, Writing 53–60, and Speaking 15–20 minutes — and included short unscored practice tasks. The 2026 format pages and study packs no longer list practice tasks, so plan your timing around the current figures above.
Unscored Items
The Listening and Reading tests contain unscored items used to try out new questions. CELPIP says they can appear anywhere in those two tests, look exactly like scored items, and that there may be one unscored part. That is why the published times are ranges: a form that includes extra unscored material runs longer. You cannot tell which items are unscored, so give every question full effort.
One Sitting, No Interviewer
CELPIP's Speaking test is recorded through the headset and microphone supplied by the test centre; there is no face-to-face examiner and no separate speaking appointment.
- Consistent conditions: Every test taker sees the same type of on-screen prompt with fixed preparation and speaking times. Responses are rated later by trained raters; CELPIP states that each speaking performance is rated by three to five raters.
- One trip: All four components are completed in a single visit to the test centre.
- Room noise is normal: CELPIP warns that you may hear other test takers speaking or typing and calls this a standard test room condition. Practise speaking clearly while other voices are audible.
- The clock never stops: CELPIP tests are timed and do not pause for any reason, including washroom breaks. If you are away from your workstation for more than 20 minutes, your test is terminated.
Fees, Retakes, Results & Score Validity
- Transfers and cancellations (Canada): Your first transfer is free; later transfers cost CAD $50 plus applicable taxes and must be requested at least 7 calendar days before the test (CELPIP's international country pages use 9 days). Cancelling at least 7 days before the test refunds 50% of the fee; cancelling later refunds nothing.
- Retake rule: There is no limit on the number of attempts, but you may register for no more than one test session within five calendar days. Registrations that break this rule can be cancelled by Paragon.
- Results: Scores are posted to your CELPIP account in 2–4 business days according to CELPIP's results page (some CELPIP pages say 3–4 business days). You download the official score report as a PDF; hard-copy score reports have been discontinued.
- Validity: CELPIP states that scores are valid for two years from the date the score report is issued. IRCC's Express Entry rule is stricter in practice: your results must be less than two years old both when you complete your Express Entry profile and when you submit your application for permanent residence, and an application with expired results is refused. Example: results from a test taken on October 15, 2024 must be used before October 15, 2026.
- Citizenship exception: For citizenship, IRCC asks for a copy of qualifying CELPIP results (CELPIP 4 or higher in listening and speaking) and accepts them even if they are expired.
- Re-evaluation: You can request a re-evaluation of some or all components within six months of the test date. The fee depends on the components chosen, and the fee for a component is refunded if that component's level changes.
