1.2 California Civil PE Path and Scheduling

CES is one gate on a longer California civil PE path. If you only bookmark a Prometric seat and ignore BPELSG Connect, technical review, and the quarter-payment rule, you can lose an entire sitting window. This section is independent OpenExamPrep logistics teaching for that path. It names Civil Seismic Principles as the companion California state exam so you schedule both, and it does not teach seismic content.

The Usual NCEES-then-California Sequence

For most applicants the order is:

1. Pass the NCEES Fundamentals of Engineering (FE) exam (typically the Civil module), unless you qualify for an FE waiver under Board rules.
2. Pass the NCEES PE Civil exam.
3. Apply for California civil PE licensure in BPELSG Connect.
4. Wait for technical-review approval of that application.
5. Request the two California state exams—CES and Civil Seismic Principles—in Connect, pay the Board exam fees, and wait for an Authorization to Test (ATT) email.
6. Schedule each state exam with Prometric for an eligible later quarter.
7. After both state exams and remaining Board requirements are complete, the Board issues the civil PE license.

The FE waiver is a Board path for qualifying experience; it does not waive CES, Seismic, or PE Civil. Comity applicants who already hold a PE elsewhere still take CES and Seismic. Do not assume an out-of-state PE stamp skips the California state exams.

NCEES exams and California state exams are different vendors and different applications. Passing PE Civil in October does not automatically create a Prometric CES appointment in November. You still need a California application, technical review, a Connect exam request, payment, an ATT, and a legal quarter.

Apply in BPELSG Connect — No Final Filing Date

California civil PE applications are filed in BPELSG Connect, the Board's online system. The Board's applying-for-civil-engineer page states there is no final filing date. You apply when transcripts, references, NCEES records, and experience documentation are ready. That is not the same as "you can sit CES tomorrow."

After you submit, Board staff perform technical review. Only after that approval may you request CES and Seismic in Connect. Requesting too early is wasted motion: the exam-request screens are not the substitute for an approved PE application.

Keep Seismic in the same mental picture without studying it here. It is a separate exam request, separate Board exam fee, separate ATT, and separate Prometric appointment. Some candidates sit CES one eligible quarter and Seismic the next. Others pay for both after approval and sit them in different later quarters. Nothing in the CES CIB requires you to pass them on the same day.

Request, Pay, ATT, Then Prometric

Once technical review is approved, the operational loop is:

1. In Connect, request the Engineering Surveying exam (and, separately, Seismic if you are taking that companion exam).
2. Pay the Board exam fee for that request.
3. Receive the ATT email.
4. Use the ATT to schedule a Prometric seat.

Payment is the event that starts the quarter clock. The Board's applying-for-civil-engineer page is explicit: a candidate cannot sit in the same quarter in which they pay. Eligibility is valid only for the selected quarter. If you pay and then fail to schedule that chosen later quarter, you do not casually roll into an extra secret window; you follow Board re-request rules and you will pay exam fees again when you re-enter the queue.

Read the table as a ban on same-quarter sitting, plus a choice of two later quarters. Pay in February (Q1) and you may sit in April–June (Q2) or July–September (Q3). You may not sit in March even if an ATT arrives quickly and Prometric shows an open chair.

Worked scheduling example

A candidate passes NCEES PE Civil in January, submits a complete Connect PE application on February 3, and receives technical-review approval on March 12. On March 20 the candidate requests CES, pays the Board's Engineering Surveying exam fee, and also requests Seismic as the companion exam. March 20 is still Q1. The candidate cannot sit CES in Q1. The legal CES windows from that payment are Q2 (April–June) or Q3 (July–September). After the ATT email arrives, the candidate books Prometric for a June date (Q2). Seismic can be booked in a different eligible quarter from its own payment; do not mix the two exams' payment dates when you read the table.

If the same candidate had waited until April 5 (Q2) to pay, the CES sitting windows would become Q3 or Q4, and June would no longer be legal for that payment. Paying earlier in Q1 preserved a summer option; paying later would have pushed the first legal seat into July or after. That is why applicants who already have technical-review approval still treat the calendar quarter of payment as a design decision, not a clerical afterthought.

Fees Effective July 1, 2026

Use the Board application fees page with the July 1, 2026 schedule. Do not copy older third-party numbers such as a $125 exam fee.

• PE application fee: $250 paid to the Board with the civil PE application (the Connect filing, not the Prometric booking).
• Engineering Surveying exam fee: $250 paid to the Board when you request CES.
• Prometric seat fee: an additional amount paid to Prometric when you schedule. The Board fee page does not list that Prometric amount. Do not invent $65 or $70 as if it were a published Board figure. Budget a separate Prometric charge and confirm the current Prometric checkout total when you schedule.
• Civil Seismic Principles: companion state exam with its own Board exam fee on the same fee page. Look up that line when you request Seismic; do not assume it is bundled into the $250 CES fee.

Re-examination: the PE application fee is not required again. The exam fee is still due for another CES attempt, and Prometric will still collect a seat fee. The same-quarter sitting ban applies to the new payment. Failing in June and paying again on June 20 (still Q2) does not let you retest in late June; the new payment unlocks Q3 or Q4.

A first-time California applicant who already paid $250 to file the PE application later pays $250 to the Board for CES plus whatever Prometric charges at checkout, which is unpublished on the Board fee page. If the candidate also requests Seismic at the same Connect session, that is another Board exam fee from the fee page, not a free add-on. If the candidate fails CES, the next attempt is $250 again to the Board (exam fee) plus Prometric, without another $250 application fee.

Planning Traps That Cost a Quarter

• Treating Connect payment like a same-week NCEES computer-based seat.
• Paying on the last days of a quarter and expecting to sit before the quarter ends.
• Assuming the ATT email overrides the quarter table. It does not.
• Forgetting Seismic until after CES results arrive, then discovering Seismic has its own payment-to-sitting lag.
• Using exam-meta or blog logistics that still say Pearson VUE or a $125 fee.

Build a simple personal calendar: approval date, payment date, payment quarter, two legal sitting quarters, Prometric appointment, and the following month when email results typically arrive mid-month. Then pick the sitting quarter that leaves you enough study time on the 2022 five-domain plan rather than the first chair Prometric happens to show.
