The California Civil Engineering Surveying (CES) exam exists because a passing National Council of Examiners for Engineering and Surveying (NCEES) Principles and Practice of Engineering (PE) Civil result is not the end of civil licensure in this state. The California Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG) requires every civil PE applicant—including comity applicants who already hold a PE license elsewhere—to pass two California state exams: CES and Civil Seismic Principles. Why California Adds a Surveying Exam

California's Professional Engineers Act defines civil engineering around fixed works—highways, flood control, water supply, grading, buildings, bridges, and similar constructed facilities—and then describes a specific engineering surveying authority. That authority covers locating or establishing alignment and elevation for those fixed works, determining surface configuration and the position of objects by trigonometry or photogrammetry, preparing related electronic survey data, and rendering accuracy statements on maps and measured data produced under that authority. It is not a substitute for a Professional Land Surveyor (PLS) license. Except for civil engineers registered before January 1, 1982, a California civil PE does not practice the full land-surveying package of boundary resolution, legal descriptions, and Records of Survey.

CES exists to test whether a civil PE candidate can plan, collect, analyze, map, and stake the survey work that civil projects actually use. Typical products include project control, route alignment (the designed centerline and profile, not a claim about Board sponsorship), topographic surveys for design, construction layout, and the calculations that keep those products honest. Candidates who treat CES as a mini-PLS exam waste time on cadastral doctrine that the 2022 test plan does not list. Candidates who treat it as a light overlay on PE Civil Construction depth under-prepare for traverse math, curves, notes, and staking.

The public-protection idea is straightforward. A civil engineer who cannot check a level loop, compute a circular-curve tangent, or read a catch point on a typical section can still harm a project even if the structural or transportation depth exam went well. California therefore keeps surveying competence as a separate gate rather than assuming NCEES PE Civil already measured it.

Who Administers CES and How It Is Delivered

BPELSG is the licensing administrator. Delivery is Prometric computer-based testing (CBT) at a Prometric center, not Pearson VUE. Older third-party pages that still say Pearson VUE, closed-book, a $125 exam fee, or a six-area outline (geometric control, photogrammetry, astronomy, construction, boundary, specialty) are stale. Author your study plan to the 2022 CES test plan (job analysis) and to the Prometric Candidate Information Bulletin (CIB) still linked from the Board's candidate-information page.

Session length is 2.5 hours. Items are multiple-choice and may include alternate item types. The current CIB and Board candidate page do not publish a fixed official question count. Some unofficial prep materials still quote a 55-question length. That figure is not a Board specification in the current CIB, so do not treat it as official and do not build a seconds-per-question formula from it. Time strategy is pace against the items you actually see. If a screen has an alternate item type, read the instructions on that screen; do not assume every item is a four-option single key.

Because the Board does not publish a count, commercial bank size is also not the exam length. A 130-item practice file is a study inventory, not evidence of how many scored items Prometric will present.

Scoring Rules You Can Rely On

The CIB states that every question has equal weight and that there is no penalty for guessing. An unanswered item cannot help you. If you can eliminate two distractors, choose between the remaining pair and move on. Do not leave a blank while you chase a 0.01-foot closure on a problem that is already good enough to select a choice.

The passing standard is a Board-set cut at a minimum acceptable knowledge level. That is a standard-setting process, not a published raw-percent rule such as 70%. Do not convert a practice-set percentage into a prediction of Board pass or fail. A 72% on a homemade quiz does not mean you have cleared CES, and a 64% on a hard calculation set does not mean you are doomed. Use practice to find weak domains; use the official weights to decide where the next hour goes.

The 2022 Five-Domain Blueprint

The 2022 test plan organizes CES into five domains. Use the weights to budget study hours. Do not use them to guess a published item count that the Board has not issued.

Survey Planning (25%) covers distinguishing purposes and procedures of topographic, route, control, and construction surveys; using datums for horizontal and vertical control; choosing data-collection methods such as leveling and Light Detection and Ranging (LiDAR); accuracy versus precision and error sources; Geographic Information System (GIS) uses and limits; and the civil engineer's role and limitations in engineering surveying. If you cannot explain why a job is a control survey rather than a construction survey, this domain will punish you even if your calculator work is fast.

Field Data Collection (15%) is the smallest field-methods slice and still operational. You measure horizontal distances and angles to locate a point or alignment; you establish elevations with trigonometric and differential leveling; you know what a total station, level, or electronic distance meter is for; you create and check level notes; and you look for construction conflicts with utilities, existing or proposed structures, and substructures. A candidate who only studies office calculations and never writes a page of level notes is exposed here.

Data Analysis and Evaluation (30%) is the heaviest domain. Expect accuracy limits for measured data and map development; traverse calculations including closure, error, and side shots; leveling calculations; rectangular coordinates from latitudes and departures; horizontal, slope, and vertical distances; azimuths, bearings, backbearings, and deflections; horizontal curves (radius, length, tangent, compound, reverse); vertical curves (high/low point, intermediate elevation, rate of grade); contour-to-cross-section relationships; vertical interference on plan and profile; offset distances; and areas, including methods such as double meridian distance. If you have limited hours, this is the first place to spend them.

Mapping (10%) is the lightest domain and still tested. You interpolate elevations from topographic data, plot features from field information, plot profiles and cross-sections, and apply map scales and accuracy standards. A map-scale enlargement problem is the kind of office skill this domain rewards. Do not skip it because 10% looks small; 10% of a failing diagnostic is still a fail.

Construction Surveying (20%) converts analysis into stakes. You apply construction staking procedures including stationing and stake marking; you locate hinge points, catch points, and grade breaks on a typical section; and you set points along a horizontal and vertical alignment, including curve points. A candidate who can compute a curve length but cannot describe what the stake should show at a catch point is only halfway through this domain.

Worked study-time example

Suppose you have 40 focused hours before a sitting. Allocate by official weight, then add a small extra block to the 30% domain because it is calculation-dense:

  • Data Analysis and Evaluation: about 12 to 14 hours (traverse, curves, grades, areas).
  • Survey Planning: about 10 hours (survey types, datums, accuracy, CE limits).
  • Construction Surveying: about 8 hours (stationing, typical-section points, layout).
  • Field Data Collection: about 6 hours (notes, leveling, conflicts).
  • Mapping: about 4 hours (interpolation, profiles, scales).

That split is a planning tool, not a Board study-hour mandate. If a diagnostic from a previous fail highlights Mapping and Construction Surveying, invert the last two numbers and keep Data Analysis large.

Official Pass Rates and What 66% Means

BPELSG's exam_statistics.pdf, revised August 2026, reports CES totals by quarter and by year. These are official Board counts, not marketing estimates.

Both completed years closed at 66%, and the two 2026 quarters published so far (Q1 587/376 and Q2 677/433) are each 64%. Q3 and Q4 2026 are still blank in that file, so treat the 2026 line as a partial year, not a closed annual rate. Roughly one in three testers did not pass. Volume is large: more than 2,400 examinees in 2025. A 66% pass rate is not a signal to under-study, and it is not evidence of a secret 70% raw cut. It is evidence that candidates who prepare on the current five-domain plan often pass, and that candidates who prepare on an obsolete six-area or closed-book story often do not.

Results Timing, Score Reports, and Appeal Limits

Results are emailed the month following the exam month, typically mid-month. Example: sit in any April window, look for email in May, often around the middle of May rather than overnight. Do not call Prometric the next morning for a score.

A pass shows a passing designation. You do not receive a numeric score. You will not see "82%" or a scaled number to brag about. A fail includes a diagnostic by content area so you can restudy weak domains. Results are not appealable or reviewable. Title 16, California Code of Regulations (CCR) sections 443(b) and 444(d) close off post-exam item challenges and hand regrades. Plan the next quarter from the diagnostic, not from a request that the Board reopen item 17.

Passing CES does not issue the PE license by itself. The Board issues the civil PE after all requirements—including both California state exams—are complete. If you pass CES and still need Seismic, you remain unlicensed until that companion exam and remaining Board steps are done.
