What "See" Really Means

See-Think-Do is ICBC's core riding strategy, introduced in Chapter 6 of Learn to Ride Smart. "See" is the first stage because everything downstream — your risk assessment and your response — depends on what you notice, and how early you notice it. On a motorcycle you lack the crash structure, airbags, and visibility of a car, so the penalty for missing a hazard is severe. The good news is that observation is a trainable skill, not a talent.

The See stage has three habits that work together:

ICBC calls this the observation cycle, and it has three steps that you repeat continuously:

  1. Look at least 12 seconds ahead — project your gaze down the road to where you will be in 12 seconds, not just at the bumper in front of you.
  2. Scan from one side of the road to the other, checking for potential hazards.
  3. Glance in your mirrors to keep track of what is happening behind.

Then start again. ICBC's rule is that you should complete the whole cycle every five to eight seconds. On top of the cycle, shoulder-check before any lateral move — a glance of at least 45 degrees over the shoulder in the direction you plan to move clears the blind spot a mirror cannot show, and you will often need to shoulder-check more than once to confirm the space is still clear.

The 12-Second Scanning Rule

At 50 km/h you travel roughly 14 metres per second, so 12 seconds ahead is about 165 metres — more than a city block. At 90 km/h that same 12 seconds is almost 300 metres. Scanning that far forward gives you time to identify a hazard, decide on a response, and execute it while you still have room. Riders who look only at the vehicle immediately ahead lose that buffer: by the time the problem is visible to them, physics has already decided the outcome.

To scan effectively, move your eyes in a pattern — far ahead, then nearer, then to the sides, then back to the mirrors — rather than locking onto one point. The goal is a continuously updated mental map of everything within your 12-second bubble.

Observation: The Mirror-Check-Shoulder-Check Sequence

Before you change lanes, turn, or merge, run the full sequence every time:

  1. Mirror check — confirm what is behind and to the side.
  2. Shoulder check — turn your head at least 45 degrees in the direction you intend to move to clear the blind spot.
  3. Signal — communicate your intent.
  4. Adjust speed and position — make the move smoothly.

ICBC lists five moments that always require a mirror check and a shoulder check: pulling out from the side of the road, pulling over to the side of the road, changing lanes, changing lane position, and turning.

Mirrors have a blind spot — the area beside and slightly behind you that no mirror angle can cover. A vehicle, especially a quiet motorcycle or bicycle, can sit in that gap for a long time. The shoulder check is the only reliable way to clear it. Skipping it because "nothing was there last time" is exactly how the one-time collision happens.

Hazard Perception

Hazard perception is the skill of spotting threats while they are still potential, not actual. A car parked at a curb is not a hazard until its door opens; a pedestrian on the sidewalk is not a hazard until they step off. Your job is to read the cues that turn a benign object into a threat.

Intersections Deserve Extra Attention

ICBC's collision statistics show that 60 per cent of crashes in B.C. happen at intersections (five-year average, 2009-2013). ICBC's motorcycle-specific numbers add to the picture: 65 per cent of crashes involving motorcycles are multi-vehicle, and in 80 per cent of those the other driver is at fault. Being right is no defence on a motorcycle. Treat every intersection — controlled or not — as a potential conflict point:

  • Cover the brake as you approach.
  • Move within your lane to maximize your visibility to other drivers (the left wheel track often gives the best sightline to oncoming left-turners).
  • Watch the front wheels of waiting vehicles; they turn before the car moves.

Keep Your Eyes Moving — Avoid Target Fixation

Riders tend to steer toward whatever they stare at, a phenomenon called target fixation. Staring at the pothole you want to avoid makes you ride into it; staring at the edge of the road on a curve makes you drift off it. The fix is deliberate eye movement: look at where you want the motorcycle to go, not at the hazard you want to miss. In a curve, look through the exit; around a hazard, look at the escape path. "Look where you want to go" is the single most repeated piece of riding advice for a reason — it works because your hands follow your eyes.

Keeping your eyes moving also prevents the tunnel vision that comes with stress. Under threat, peripheral vision narrows; a disciplined scan pattern restores it.
