Why the Learner Stage Exists

Riding a motorcycle demands more from balance, perception, and hazard response than driving a car, and new riders are overrepresented in crash statistics. ICBC's learner restrictions are designed to keep you out of the highest-risk situations — darkness, passengers who change the bike's handling, high speeds, and riding alone without guidance — while you build the foundational skills that the MST and road test will later check.

The Full Learner Restriction Set

Every motorcycle learner — Class 6L and Class 8L — must follow the core restrictions below, regardless of age. The table also marks the extra rules that apply only to Class 8L riders in the motorcycle Graduated Licensing Program.

Two administrative details are easy to miss. A Class 6L learner licence is valid for one year; a Class 8L is valid for two years. If either expires you must retake the motorcycle knowledge test and vision screening, and the supervisor restriction goes back on the new learner licence — so you also need to re-sit the motorcycle skills test (with no waiting period) to remove it. Free replacement L and N signs are available at any driver licensing office.

Who Counts as a Qualified Supervisor

A qualified supervisor for motorcycle learners must hold a valid full-privilege Class 6 licence — not a learner and not a novice. The minimum age depends on which learner licence you hold: 19 or older if you are a Class 6L learner, 25 or older if you are a Class 8L learner. They must stay within sight of you, and they are there to give feedback before and after the ride, not to coach you mid-corner.

The GLP Zero-Alcohol Rule

The zero blood-alcohol and zero blood drug concentration rule is a defining feature of the motorcycle Graduated Licensing Program for Class 8 riders. It applies to Class 8L and Class 8N riders and means exactly what it says: no alcohol and none of the drugs named in the Motor Vehicle Act, including cannabis (THC), may be present in your body when you ride. It does not apply to Class 6L riders, because Class 6L is not part of the motorcycle GLP — but the ordinary impaired-riding limits and penalties apply to every rider on the road.

Road Test Progression

After the MST, the next checkpoint is the on-road motorcycle road test, where an examiner rides behind you (typically in a vehicle) and scores your riding through a set route. The road test checks that you can apply Learn to Ride Smart skills — See-Think-Do scanning at least 12 seconds ahead, shoulder checks, space margins, and lane choice for visibility and traction — in real traffic.

Class 6L Path (Riders With an Existing Full B.C. Licence)

There is no novice stage on this pathway — that is the whole advantage of already holding a full-privilege licence.

The Class 6 road test fee is $50. When you pass you also pay for the licence: $17 if your licence expires in more than six months, or $75 if it expires in six months or less.

There is no "full privilege Class 8" — Class 8 is a graduated stage, and the destination on both pathways is Class 6.

If you are working toward a passenger-vehicle licence and a motorcycle licence at the same time and hold a Class 7/8 licence, you can choose to take either the Class 5 or the Class 6 road test; on passing you are issued a Class 5/6 licence.

Booking and cancelling. Road tests and the motorcycle skills test are by appointment; knowledge tests and vision screening are not. Arrive at least 15 minutes early. If you cannot keep a road-test appointment you must give ICBC at least 48 hours notice or a valid reason, or you pay a $25 fee.

Your licence can be restricted by the motorcycle you test on. Take the road test on a motorcycle of 200 cc or less and you get a licence that bars carrying passengers; take it on a motor scooter and you are restricted to motor scooters; take it on a sidecar rig or trike and you are restricted to three-wheeled motorcycles.

What Happens If You Get Prohibited

For GLP riders, a prohibition resets the clock, and the two stages are affected differently:

  • In the learner stage, a prohibition extends it: you accumulate no further time toward the novice stage until you have served the prohibition and had your licence reinstated.
  • In the novice stage, a prohibition wipes out the time you have accumulated. Once reinstated, you must build another 24 consecutive prohibition-free months before you are eligible for the Class 6 road test.

This is on top of any fine or penalty points. The lesson is simple: the cleanest, lowest-risk riding in your first two years is what earns you a full-privilege licence soonest.

Planning Your Practice

Use the learner stage deliberately. Ride with your supervisor in varied daylight conditions — quiet residential streets first, then busier roads — and practise the See-Think-Do habits the road test will score. Log your hours if your supervisor can help you review them, so that by the time you take the road test you have rehearsed shoulder checks, mirror checks, and lane positioning until they are automatic.
