ADEM's Exam Resources page states plainly: "All of Alabama's certification exams are standardized national exams administered by PSI." The exams are written by Water Professionals International (WPI), the organization formerly known as the Association of Boards of Certification (ABC). In 2025 WPI revised its standardized exams; ADEM announced that the revised Alabama exams went live at PSI test centers on August 1, 2025, and it now links the 2025 Need-to-Know Criteria (NTK) for every grade. ADEM's September 2025 program update reported that early pass rates on the revised exams were improving.

Because the questions are national, most of what you study is standard operator practice. The Alabama rules in Sections 1.1 to 1.3, 1.5 and 1.6 matter because they decide your grade, your experience path and how you run a plant, and because the NTKs test regulatory compliance and record keeping in general terms.

The Nine Alabama Exams and Their WPI Blueprints

PSI's Alabama program lists nine exams: Water Operator Grades 1, 2, 3 and 4 and Wastewater Operator Grades 1, 1C, 2, 3 and 4. ADEM's NTK links show which WPI exam each one uses. Note the shift on the water treatment side: Alabama has no Grade I water treatment certificate, so Alabama Water Grade II uses the WPI Class 1 treatment exam.

Two patterns stand out. First, the Grade I lagoon exam is not a lagoon-only exam: WPI Wastewater Treatment Class 1 covers preliminary treatment, ponds, activated sludge basics, fixed film, disinfection, solids handling and laboratory work. Second, the higher wastewater classes shift weight toward treatment process evaluation and adjustment, so Grade III and IV candidates should expect many "what should the operator do next" questions.

How the Questions Are Built

Every NTK describes the same structure:

  • 100 scored questions with four answer choices (A through D).
  • Up to 10 unscored pretest questions scattered through the exam. You cannot tell which ones they are, so answer every question carefully.
  • Two cognitive levels. Recall items ask you to identify facts and procedures. Application items ask you to calculate, interpret data or choose an action. On the WPI Wastewater Treatment Class 4 exam, for example, the NTK's content-area counts add up to 75 application items and 25 recall items.
  • Calculation items appear in US customary units with metric units in parentheses, and each can be solved in either system.
  • Each NTK lists primary and secondary references for every content area, such as the California State University, Sacramento (Office of Water Programs) operation manuals, the Water Environment Federation's Wastewater Treatment Fundamentals series and AWWA publications.

Exam Day at PSI

ADEM's PSI candidate information and the PSI Alabama test listings set these rules:

  • Scheduling. Exams are given by appointment, Monday through Saturday, at PSI centers in Alabama and at more than 300 PSI centers nationwide. ADEM notes that an Alabama candidate may test at any PSI center that lists the Alabama exam, even outside the state.
  • Time. PSI schedules 180 minutes for Water Grades 1–3 and Wastewater Grades 1, 1C, 2 and 3, and 240 minutes for Water Grade 4 and Wastewater Grade 4. The on-screen clock keeps running during breaks.
  • Identification. Bring two forms of ID: a current government-issued photo ID with signature and a second ID with name and signature. Arriving more than 15 minutes late forfeits the appointment and fees.
  • Rescheduling. You may reschedule once at no charge if you contact PSI at least two business days before the appointment.
  • Materials. PSI provides pencils, the WPI formula and conversion sheet, and one sheet of scratch paper at a time, which must be returned. You may bring a silent, non-programmable calculator without alpha keys or printing capability; scientific calculators such as the TI-30X IIS are allowed and graphing calculators are not. Phones, watches, hats, notes and recording devices are prohibited.
  • Navigation. A practice session before the timed exam does not count against your time. You can skip, bookmark and return to questions and change answers until time expires.
  • Results. You learn at the test center whether you passed with a score of 70 or higher; the result flows into OpCert Online.

Turning the Blueprint into a Study Plan

  1. Find your row in the crosswalk table and print that NTK from ADEM's Exam Resources page.
  2. Weight your time by question count. A Grade IV wastewater candidate should spend roughly 42 percent of study time on process evaluation and adjustment (Chapters 4–7 of this guide), 28 percent on equipment (Chapters 9 and 11), and the rest on laboratory work and safety and administration (Chapters 1, 10 and 12).
  3. Practice calculations with the formula sheet so you recognize which formulas are provided and which conversions you must remember (Chapters 13 and 14).
  4. Learn the action questions. Most application items describe a symptom, such as a rising sludge blanket or a filter breakthrough, and ask for the best first operator response.
