12.4 Construction Documents, Specifications & Submittals
[!NOTE] Plan reading has two halves. The symbols, scales, and equipment schedules are covered in the diagnostics and plan reading section of Chapter 9. This section covers the other half: how the document set is organized, which document wins when two of them disagree, and how information legally moves between the contractor and the design team.
Anatomy of a Drawing Set

Within the mechanical set, sheets normally run in the order M001 general notes and legend, M100 series floor plans, M200 series sections and elevations, M400 series schedules, M500 series details and riser diagrams, M600 series controls.
Drawing Types
- A plan is a horizontal cut looking down, usually taken a few feet above the finished floor.
- A section is a vertical cut, essential for resolving whether a trunk duct fits between a beam and the ceiling.
- A detail is an enlarged view of a connection or assembly, drawn at a larger scale.
- A riser diagram is a non-scaled schematic showing vertical distribution - refrigerant risers, gas risers, exhaust risers - floor by floor.
- A reflected ceiling plan is drawn as if looking down through a mirrored ceiling; diffuser and grille locations are coordinated against lights and sprinkler heads here, not on the mechanical plan.
[!WARNING] Never scale a drawing when a dimension is written. Printed and electronically plotted sheets stretch and shrink, and PDF viewers scale to fit the paper. A written dimension governs over a scaled one. If neither exists, submit an RFI rather than guessing.
Specifications: CSI MasterFormat
The specifications are the written half of the contract documents. Under CSI MasterFormat:

Each specification section is written in three parts: Part 1 General (references, submittals, quality assurance, warranty), Part 2 Products (acceptable manufacturers, materials, performance), and Part 3 Execution (installation, testing, cleaning, start-up). Reading only Part 2 is the classic estimating error; Part 3 is where the expensive requirements live - seismic restraint, testing protocols, extended warranties, and commissioning participation.
Order of Precedence
When documents disagree, the contract states which one controls. A common hierarchy is:
- Addenda and modifications, latest in date first.
- The signed agreement.
- Supplementary and general conditions.
- Specifications.
- Drawings, with large-scale details governing over small-scale plans.
The practical rule for a mechanical contractor: specifications generally govern quality and materials, and drawings generally govern quantity and location. Where an obvious conflict exists, an RFI must be issued before the work is performed; proceeding on your own interpretation transfers the risk to you.

Review stamps normally read approved, approved as noted, revise and resubmit, or rejected. Fabricating or ordering before receiving an approved or approved-as-noted return is at the contractor's own risk, and it is the most common way a mechanical contractor eats the cost of the wrong equipment.
Substitutions are governed by Division 01. A product is "or equal" only if the specification says so; where a specification names manufacturers without an or-equal clause, no substitution is permitted without a formal, approved substitution request. Requests filed after bid are usually rejected on principle, because they change the competitive basis of the bid.
Addenda, Change Orders and the Paper Trail

[!IMPORTANT] An answered RFI is not a change order. If the engineer's answer expands the scope, the contractor must promptly submit a change order request in writing referencing that RFI. Performing extra work on the strength of a verbal instruction or an RFI response is how contractors end up unpaid for work they can prove they did.
Record Documents at Closeout
- As-built (record) drawings marked in the field as the work is installed - not reconstructed at the end from memory.
- Approved submittals compiled and indexed.
- Operation and maintenance manuals with model and serial numbers, filter sizes, wiring diagrams, parts lists, and service contacts.
- Test, adjust and balance report showing design and measured airflow at every outlet.
- Start-up and commissioning reports with measured values.
- Warranties from the contractor and the manufacturers with their start dates.
- Owner training record, signed and dated.
These are not administrative courtesies. Final payment and retainage release are routinely conditioned on them, which makes closeout documentation a direct cash-flow item.
