STCW Passenger Ship Crowd Management training is mandatory for masters, officers, ratings and any personnel listed on the muster list to assist passengers in an emergency aboard passenger ships, under Regulation V/2, paragraph 7. Delivered as roughly a one-day (4-8 hour) course to IMO Model Course 1.41 (2018) and the table A-V/2-1 standard, it is assessed by approved training centers through a written/MCQ test plus practical demonstration. Content covers four competence areas: contributing to shipboard emergency plans (muster lists, emergency stations, alarms); assisting passengers en route to muster and embarkation stations (clear orders, controlling movement in stairways and corridors, keeping escape routes clear, evacuating persons needing special assistance, searching accommodation); mustering procedures (orderly evacuation, headcounts, passenger reassurance); and communication (language barriers, demonstrations, hand signals, PA systems). Certification is valid for five years, after which refresher training or evidence of maintained competence is required.
