1A public service proposes different access rules solely according to users' religions. Which constitutional principle is most directly at issue in Senegal?
A.Annual budget authorization
B.Equality before the law without religious distinction
C.The separation of public accountants and authorizers
D.The distinction between a department and an arrondissement
Explanation: The Constitution guarantees equality without distinction of religion and respects beliefs. A service rule based solely on religion must therefore be assessed against that guarantee.
2Read: 'La laïcité garantit le respect des croyances et l'égalité des citoyens. Elle ne dispense personne du respect des lois.' Which summary preserves the text's two claims?
A.Religious beliefs exempt citizens from civil law
B.Secularism requires citizens to abandon personal beliefs
C.Beliefs are respected and citizens remain equal and subject to law
D.Only members of religious organizations benefit from equality
Explanation: The passage combines respect for beliefs with equality and common legal obligations. A faithful summary must retain both aspects rather than convert religious freedom into exemption from law.
3Which distinction correctly separates Senegal's head of State and head of Government?
A.The National Assembly president directs all ministries
B.The Prime Minister is the head of State
C.The two offices are the same legal office
D.The President is head of State; the Prime Minister directs governmental action under the constitutional framework
Explanation: The Constitution assigns distinct executive roles to the President and Prime Minister. Distinguishing the offices avoids confusing appointment, policy direction and the coordination of government action.
4An elected commune manages a local service in its own legal capacity. Which concept does this illustrate?
A.Territorial decentralization
B.Deconcentration within a ministry
C.Diplomatic representation
D.Judicial cassation
Explanation: Territorial decentralization involves a distinct local legal person exercising assigned powers through its institutions. Deconcentration instead distributes tasks within the State hierarchy.
5A text states that local autonomy operates 'dans les conditions prévues par la loi'. Which interpretation best avoids exaggerating that autonomy?
A.A commune may ignore every national law
B.Local institutions exercise their powers within the governing legal framework
C.State services must approve every local opinion before it is expressed
D.Local autonomy means independent national sovereignty
Explanation: The qualification preserves a legal framework for local decision-making. It excludes both unlimited sovereignty and an unsupported claim that every local action needs prior approval.
6A youth-employment essay must distinguish activities from results. Which measure is closest to an employment outcome?
A.Number of training brochures printed
B.Number of seminars held
C.Participants obtaining sustained employment after training
D.Amount spent renting training rooms
Explanation: Sustained employment is closer to the intended labour-market result. Seminars, materials and room costs describe activities or inputs and do not by themselves prove employability gains.
7A training programme reports a higher employment rate among participants than among nonparticipants. Why should an essay avoid immediately attributing the entire difference to training?
A.Employment rates can never be compared
B.Every participant must have been unemployed beforehand
C.Any difference proves the programme ineffective
D.Selection differences and other influences may also explain the gap
Explanation: Participants and nonparticipants may differ in prior skills, motivation or local opportunities. A causal claim requires evidence that addresses those alternatives rather than relying only on an observed association.
8Which distinction best separates food sovereignty from a claim that all food imports must immediately cease?
A.Food sovereignty concerns control and resilience of food systems; it need not mean total trade isolation
B.Food sovereignty means only increasing export receipts
C.Food sovereignty is identical to banning every foreign input
D.Food sovereignty can be measured solely by supermarket count
Explanation: Food sovereignty concerns the capacity to shape food production and access, including domestic capabilities and producer livelihoods. It should not be reduced to an unsupported universal import ban.
9An irrigation scheme increases cultivated area but farmers cannot reliably sell their harvest. Which complementary issue should a development analysis examine?
A.Only the number of irrigation pumps purchased
B.Storage, transport, processing and market access
C.Only the inauguration date
D.Whether larger cultivated area makes post-harvest losses impossible
Explanation: Production capacity alone does not ensure food reaches consumers or yields producer income. Post-harvest systems and markets connect field output with economic and food-security results.
10A producer depends on one crop whose price varies sharply. Which analysis best evaluates diversification as a response?
A.Assume a second crop has no costs or risks
B.Compare only the highest observed sale price
C.Compare income variability, production costs and market opportunities across feasible crop combinations
D.Conclude that diversification guarantees identical annual income
Explanation: Diversification can spread risk but has costs and depends on feasible markets and production conditions. Evaluating those trade-offs is stronger than assuming it guarantees stable income.
