A.The Ministry of Environment, district offices and municipalities
B.The Office, municipalities and self-governing regions
C.Building authorities, regional offices and the Chamber of Architects
D.The government, the regional courts and the land offices
Explanation: Section 6(2) names the Office for Spatial Planning and Construction of the Slovak Republic (Úrad) and the territorial self-government bodies, namely municipalities and self-governing regions, as spatial planning authorities. In military districts the Ministry of Defence performs the planning authority's tasks (§ 6(3)).

A.An advisory body of the Ministry of Environment, based in Banská Bystrica
B.A professional chamber of planners with compulsory membership
C.The central state body for planning, construction and expropriation
D.A department of the Ministry of Transport responsible only for road planning
Explanation: Section 7(1) establishes the Office as the central state administration body for spatial planning, construction and expropriation, with its seat in Bratislava. Its regional offices also exercise state administration in these areas (§ 7(2)), and the Office runs the information system for spatial planning and construction.
3Which list gives the levels (stupne) of spatial planning documentation in § 18(4) of Act No. 200/2022 Z. z.?
A.KÚRS, regional development concept, microregional plan, municipal plan, zonal plan
B.KÚRS, the regional spatial plan (ÚP VÚC), municipal plan, zonal plan and urban study
C.National plan, regional plan, district plan, municipal plan
D.Spatial prognosis, regional plan, municipal plan, zonal regulation plan
Explanation: Section 18(4) sets five levels: the Koncepcia územného rozvoja Slovenska, the Koncepcia územného rozvoja regiónu, the microregional plan, the municipal plan and the zonal plan. Each amendment of a level is also spatial planning documentation of that level (§ 18(5)).
4A municipal plan's binding part contradicts the binding part of the regional development concept. What follows under § 18(3) of Act No. 200/2022 Z. z.?
A.The municipal plan prevails, because it is more detailed
B.Both documents remain valid until a court decides
C.The regional concept must be amended within six months
D.The municipal plan is invalid in the conflicting part
Explanation: Section 18(3) states that the binding part of higher-level documentation binds lower levels, and the binding part of a lower level must comply with it, otherwise it is invalid in that part. C.A written report on the plan's consultation only
D.The environmental report and the expert opinion

D.By the President on the government's proposal
Explanation: Section 34(6) provides that the government approves the Koncepcia územného rozvoja Slovenska, including its amendments, by regulation. The Office procures and consults it and submits it to the government, and every four years prepares a report on its state (§ 9(1)(a)).

Explanation: Section 34(7) states that the self-governing region approves the regional development concept and the microregional plan, including amendments, together with a generally binding ordinance (všeobecne záväzné nariadenie) declaring their binding part. Municipal and zonal plans are approved by the municipality in the same way (§ 34(8)).

D.Its council approves it together with an ordinance on the binding part
Explanation: Section 34(8) provides that the municipality approves the municipal and zonal plan, including their amendments, together with a generally binding ordinance declaring their binding part. Approving ordinances is a power of the municipal council, and the approved plan is then published in the information system's register of planning documentation (§ 34(5)).
9Under § 21(2) of Act No. 200/2022 Z. z., who procures a microregional plan (územný plán mikroregiónu)?
A.The region, per its concept or at several municipalities' request
B.The Office for Spatial Planning, for any area it chooses to plan
C.Any single municipality, also covering its neighbours' territory
D.The district office, as part of a land consolidation procedure
Explanation: Section 21(2) makes the self-governing region the procurer, on the basis of the area defined for a microregional plan in the regional development concept, or by agreement at the request of several municipalities. Cooperation and cost-sharing are set out in a contract between the region and the municipalities concerned.
10Under § 22(1) of Act No. 200/2022 Z. z., when does a municipality's duty to have its own municipal plan cease?
A.When the municipality has fewer than 500 inhabitants
B.When the region approves its regional development concept
C.When a microregional plan covers its whole territory
D.When no building has been permitted there for ten years
Explanation: Section 22(1) obliges every municipality to have a municipal plan, but the duty ceases if its whole territory forms part of a microregional plan. A town's plan is called the town plan, and the plans of Bratislava and Košice are called metropolitan plans.

Frequently Asked Questions

What is an authorized spatial planner in Slovakia?

An authorized spatial planner is a person entered in the SKA list of authorized spatial planners under §§ 3(3) and 4b of Act No. 138/1992 Zb. They may process spatial planning materials and documentation, prepare the analysis and synthesis of territorial data and the problem drawing, propose the urban concept and coordinate collaborating specialists, acting as processor under § 14 of Act No. 200/2022 Z. z.

Do architects also need this authorization to prepare spatial plans?

No. An authorized architect's scope under § 4 of Act No. 138/1992 Zb. already includes processing spatial planning documentation and the services of spatial planners. The spatial-planner authorization opens the processor role to experts with other relevant education.

What are the admission requirements?

Applicants need education recognized under §§ 16 to 16c of the Act, at least three years of practice under an authorized architect or spatial planner recorded in the practice logbook, a portfolio with at least two works that required a processor's activity under § 14 of Act No. 200/2022 Z. z., a criminal-record extract and the €350 fee (€250 under age 30).

How is the examination organized?

A non-public written test of 45 minutes checks knowledge of the laws and standards a processor of spatial planning documentation needs and is passed with at least two-thirds correct. Candidates who pass then defend their portfolio in a public debate of usually up to 30 minutes, graded 'vyhovel' or 'nevyhovel'.

Is this practice bank official, and what language is the real exam in?

No. This bank is independent English-language multiple-choice practice prepared by OpenExamPrep; it is not an official translation or a past paper and does not simulate the oral defence. The examination is held in Slovak, and the public debate may also be held in Czech.
