About the Russia GIBDD CD Theory Exam Exam

The Russian GIBDD Category CD driving theory examination is the state qualification knowledge test for operating heavy goods vehicles and buses across the Russian Federation. Regulated by Decree of the Government of the Russian Federation No. 1090 (Road Traffic Rules of the Russian Federation — ПДД РФ) and Order of the Ministry of Internal Affairs No. 80 of 20 February 2021, the examination applies to commercial drivers qualifying for Category C (goods vehicles with permissible maximum mass exceeding 3,500 kg), Subcategory C1 (goods vehicles between 3,500 kg and 7,500 kg), Category D (passenger buses carrying more than 8 passengers), Subcategory D1 (small buses carrying 9 to 16 passengers), and combination trailer licences (CE, C1E, DE, D1E). Russia GIBDD CD Theory Exam: Suggested Study Strategy

1Master the unique 20-question, 4-block examination scoring rules, including the supplementary 5-question penalties for isolated errors.
2Memorize statutory commercial speed limits: trucks >3.5t may travel at max 60 km/h in built-up areas, 70 km/h on rural roads, and 90 km/h on motorways; organized child transport buses are capped at 60 km/h everywhere.
3Remember the multi-lane road rule under Section 9.4: goods vehicles over 2.5 tonnes (not just 3.5 tonnes) cannot use the leftmost lane on roads with three or more lanes in one direction, except to turn left or U-turn.
4Note the strict prohibition on sidewalk parking: even light commercial trucks (≤3.5t) and heavy trucks are completely prohibited from parking on sidewalks under plates 8.6.2–8.6.9.
5Review commercial driving hours under PDD Section 26: daily driving is capped at 9 hours (up to 10 hours twice a week), a 45-minute break is mandatory after 4.5 hours of driving, and weekly driving is capped at 56 hours.
6Know vehicle dimensions and cargo marking rules: maximum height is 4.0 m, maximum width is 2.55 m (2.60 m for refrigerated bodies), and cargo protruding more than 1.0 m from front/rear or 0.4 m from sides must carry 'Large-dimension cargo' marker plates.
7Learn the current List of Faults items for heavy vehicles: air leaks from the pneumatic brake drive or brake chambers (item 1.3), faulty brake warning devices or air-pressure gauges (item 1.5), residual tread depth limits of 1.0 mm for N2/N3 and 2.0 mm for M2/M3 (item 5.4), and anti-skid chains for M2, M3, N2 and N3 vehicles without winter tyres in December–February (item 10.4).

Frequently Asked Questions

What licence categories are covered by the GIBDD Category CD examination?

The CD theoretical examination ticket set covers Category C (heavy goods vehicles over 3,500 kg), Subcategory C1 (medium trucks 3,500–7,500 kg), Category D (passenger buses with more than 8 passenger seats), Subcategory D1 (small buses with 9–16 passenger seats), and trailer combinations (CE, C1E, DE, D1E). In addition, under MVD guidance (letter of 20 April 2017 No. 13/4-3596), the CD ticket set is also used for the theoretical exam required for urban electric transport drivers qualifying for Category Tm (trams) and Category Tb (trolleybuses).

How does the GIBDD block-based scoring system work?

The official 20-question test is divided into four thematic blocks of 5 questions each. Candidates must answer at least 18 correctly to avoid immediate failure. If a candidate makes 1 error in a block, the system adds 5 supplementary questions from the same thematic group, allowing 5 minutes with 0 errors permitted. If a candidate makes 2 errors in different blocks, 10 supplementary questions (5 from each block) are added in 10 minutes with 0 errors permitted. Two errors in the same block, three total errors in the main exam, or any error on supplementary questions result in failure.

When can a failed theory examination be retaken?

Under Rules approved by Government Decree No. 1097, para 11(2), a failed theory examination is retaken no earlier than 7 and no later than 30 calendar days after the failed attempt; from the third failed attempt onwards, the next attempt is scheduled no earlier than 6 and no later than 9 months later. A failed practical examination is retaken after 7–60 calendar days (6–9 months from the third failure). If the practical examination is not passed within 6 months of passing the theory, the theory must be retaken.

What are the speed limits for heavy goods vehicles over 3.5 tonnes in Russia?

Under PDD Section 10, trucks with a permissible maximum mass exceeding 3.5 tonnes are limited to 60 km/h in built-up areas (20 km/h in residential zones), 70 km/h on ordinary roads outside built-up areas, and 90 km/h on motorways and roads signed 'Road for cars'.

What lane restrictions apply to goods vehicles over 2.5 tonnes on multi-lane roads?

Under PDD Section 9.4, on roads having three or more lanes in the same direction, goods vehicles with a permissible maximum mass exceeding 2.5 tonnes are strictly prohibited from driving in the extreme left lane, except when positioning to make a left turn or a U-turn.

Can trucks or buses park on sidewalks with partial or full mounting?

No. Under PDD Section 12.2, parking on the sidewalk using methods shown in additional information plates 8.6.2 to 8.6.9 is strictly limited to passenger cars (легковые автомобили) and motorcycles. Goods vehicles of any permissible maximum mass and buses are never permitted to mount or park on the sidewalk.

What are the minimum tyre tread depths for commercial vehicles in Russia?

Under item 5.4 of the List of Faults, operation is prohibited when the residual tread depth (where a tyre has no wear indicators) is below 1.0 mm for goods vehicles over 3.5 t and heavy trailers (N2, N3, O3, O4) and below 2.0 mm for buses (M2, M3).

Must a car carry a first aid kit, fire extinguisher and warning triangle?

Since the List of Faults was revised by Government Decree No. 837 of 27 May 2023 (in force from 1 September 2023), it no longer lists a first aid kit, fire extinguisher, warning triangle or wheel chocks, so their absence is not on its own a fault that bans operation of the vehicle. A warning triangle is still needed in practice because PDD paragraph 7.2 requires it to be displayed after an accident or forced stop (at least 15 m from the vehicle in built-up areas and 30 m outside them).

Is this practice question bank an official GIBDD examination?

No. Official GIBDD exams are conducted in Russian at accredited state examination departments. This free bank is an independent English-language MCQ study adaptation created by OpenExamPrep for self-study and international reference. It is not an official translation and cannot replace mandatory driving school instruction or state practical driving exams.
