1Under Section 1.2 of the Russian Road Traffic Rules (ПДД РФ), what elements are statutorily included in the concept of a "Road" (Дорога)?
A.Carriageways, tram tracks, pavements, shoulders and dividing strips
B.Only the paved carriageways for motor traffic
C.The carriageways and shoulders, but excluding sidewalks, bicycle paths, and tram lines
D.The carriageway and adjacent territories such as courtyards and fuel station forecourts
Explanation: Section 1.2 of the ПДД РФ defines a road as a strip of land or surface of an artificial structure equipped or adapted and used for vehicular movement. The statutory road profile comprises one or several carriageways, along with tram tracks, sidewalks, shoulders, and dividing strips wherever they exist.
2How does the ПДД РФ distinguish between an "Overtaking" maneuver (Обгон) and an "Advancing" maneuver (Опережение)?
A.Advancing means passing only on the right
B.Overtaking means entering the oncoming lane and then returning
C.Overtaking refers to any lane change performed at a speed greater than 60 km/h outside built-up areas
D.Advancing is only permitted on multi-lane motorways equipped with a central physical median barrier
Explanation: Under Section 1.2, overtaking (обгон) is specifically defined as passing one or several vehicles associated with driving into the lane (side of the road) reserved for oncoming traffic and later returning to the original lane. Passing a vehicle while remaining within lanes dedicated to your direction of travel is advancing (опережение).
3What is the legal function of a "Dividing strip" (Разделительная полоса) under Section 1.2 of the ПДД РФ?
A.To provide an emergency stopping lane for passenger vehicles during peak congestion periods
B.To separate same-direction lanes and allow U-turns
C.To separate carriageways; driving and stopping on it are prohibited
D.To designate a shared reservation area reserved exclusively for electric scooters and bicycles
Explanation: Section 1.2 defines a dividing strip (разделительная полоса) as a road element, separated physically and/or by marking 1.2, that divides adjacent carriageways or a carriageway from tram tracks and is not intended for vehicles to drive or stop on. Section 9.9 likewise prohibits driving on dividing strips.
4Which of the following scenarios constitutes a "Forced stop" (Вынужденная остановка) as defined in Section 1.2 of the ПДД РФ?
A.Stopping at a red light or before a stop line to let pedestrians cross the road
B.Pulling over to make a phone call because the car has no hands-free system
C.Stopping on the shoulder to load luggage
D.Stopping because of a fault, illness, a cargo hazard or an obstacle
Explanation: Section 1.2 defines a forced stop (вынужденная остановка) as the cessation of movement caused by a technical malfunction of the vehicle, danger created by the cargo, the condition of the driver or a passenger, or an obstacle appearing on the road. If it happens where stopping is prohibited, Section 7.1 requires the hazard warning lights and Section 7.2 the warning triangle.
5What is the precise statutory meaning of the requirement to "Yield right-of-way" (Уступить дорогу) under Section 1.2?
A.Do not start, resume or continue moving if priority users would have to change speed or direction
B.A driver must come to a complete mechanical standstill for at least three seconds before proceeding
C.A vehicle must pull completely onto the right shoulder whenever an oncoming vehicle approaches on a narrow roadway
D.A driver must switch off high beams and sound the horn to alert approaching cross-traffic
Explanation: Section 1.2 states that yielding right-of-way (not creating a hindrance) means the road user must not start, resume, or continue movement, or carry out any maneuver, if doing so might compel other road users who have priority to change their direction of travel or speed. A complete standstill is not required if the priority vehicle's path remains unimpeded.
6Under Sections 2.1.1 and 2.1.1(1) of the ПДД РФ, which documents must a driver of a Category B private passenger car carry and present upon request to a police officer?
A.Driving licence, ПТС and a medical certificate
B.Driving licence, registration certificate (СТС) and OSAGO policy
C.National identity passport, original vehicle purchase invoice, and annual technical inspection diagnostic card
D.Driver's licence, municipal road tax clearance certificate, and authorized repair workshop stamp
Explanation: Section 2.1.1 requires the driver to carry and hand over for checking a licence of the appropriate category and the vehicle's registration documents (СТС). Section 2.1.1(1) adds the compulsory motor third-party liability (ОСАГО) policy whenever such insurance is mandatory, and it may be shown in electronic form. The ПТС, passport and driving-school certificate are not on these lists.
7In the event of an emergency stop, at what minimum distance from the vehicle must the warning triangle (знак аварийной остановки) be placed under Section 7.2?
A.At least 5 meters in built-up areas and 15 meters outside built-up areas
B.At least 10 meters in built-up areas and 20 meters outside built-up areas
C.At least 15 meters in built-up areas and 30 meters outside built-up areas
D.At least 25 meters in built-up areas and 50 meters outside built-up areas
Explanation: Under Section 7.2 of the ПДД РФ, the emergency stop sign (warning triangle) must be placed at a distance ensuring timely warning to other drivers: not less than 15 meters from the vehicle in built-up areas (в населенных пунктах) and not less than 30 meters outside built-up areas (вне населенных пунктов).
8Under Section 2.3.4 of the ПДД РФ, when is a driver required to put on a high-visibility retroreflective vest or jacket?
A.Only when refuelling at public fuel stations located on toll motorways
B.Whenever riding a motorcycle or moped in daylight in a city centre
C.Whenever entering a public transport lane to make a right turn
D.On leaving the car after a crash or forced stop outside towns at night or in poor visibility
Explanation: Section 2.3.4 mandates that in the event of a road traffic collision or forced stop outside built-up areas at night or under conditions of limited visibility, a driver who is on the carriageway or shoulder must wear a jacket, vest, or vest-cloak with retroreflective material stripes complying with state standards.
9What lighting must be illuminated on moving motorized vehicles during daylight hours under Section 19.5?
A.Daytime running lights, dipped headlights (low beam), or front fog lamps
B.High-beam headlights combined with hazard warning lights
C.Parking side marker lights (габаритные огни) exclusively
D.No illumination is required on paved roads when ambient daylight is clear
Explanation: Section 19.5 specifies that during daylight hours, all moving motor vehicles must have dipped-beam headlamps (low beam) or daytime running lights (дневные ходовые огни) illuminated to identify them to other traffic. Under Section 19.4, front fog lamps may also be used instead of low beam in daylight.
10How is "Insufficient visibility" (Недостаточная видимость) statutorily defined in Section 1.2 of the ПДД РФ?
A.Road visibility restricted to less than 100 meters by sharp turns, hill crests, or roadside vegetation
B.Road visibility of less than 300 meters caused by fog, rain, snowfall, or twilight
C.Any reduction in forward visibility caused by tinted windshield glass exceeding legal standards
D.Blind spots that the mirrors do not cover
Explanation: Section 1.2 defines insufficient visibility as road visibility of less than 300 meters in conditions of fog, rain, snowfall, as well as at twilight. Visibility limited by terrain, road geometry, or buildings is categorized separately as limited visibility (ограниченная видимость).

Russia GIBDD ABM Theory Exam: Suggested Study Strategy

1Master the unique 20-question, 4-block examination scoring rules, including the supplementary 5-question penalties for isolated errors.
2Understand the statutory definition of overtaking (обгон): it strictly means passing one or more vehicles involving driving into the oncoming traffic lane; passing a vehicle within an adjacent lane travelling in the same direction is advancing (опережение), not overtaking.
3Memorize statutory speed limits: 20 km/h in residential zones, 60 km/h in urban areas, 90 km/h on non-motorway rural highways, and 110 km/h on motorways.
4Learn the traffic controller (регулировщик) gestures thoroughly: controller signals override traffic lights, road priority signs, and road markings.
5Remember the sidewalk parking rule: plates 8.6.2–8.6.9 permit parking on the sidewalk ONLY for passenger cars and motorcycles; any goods vehicle (even ≤3.5t) is strictly prohibited.
6Know key stopping and parking distance clearances: 5 meters before pedestrian crossings and from intersecting carriageways, 15 meters from public transit stops, 50 meters from railway crossings for parking, and at least 3 meters from a solid road dividing line.
7Review technical fault prohibitions: driving is totally prohibited with failed brakes, steering, coupling, unlit headlamps/taillights in dark, or a non-working driver-side wiper during precipitation; minimum tyre tread is 1.6 mm for cars and 0.8 mm for motorcycles.

Frequently Asked Questions

What licence categories are tested using the GIBDD ABM theoretical ticket set?

The ABM theoretical ticket set applies to candidates qualifying for Category A (motorcycles), Subcategory A1 (light motorcycles up to 125 cm³), Category B (passenger cars and light commercial vehicles up to 3,500 kg with up to 8 passenger seats), Subcategory B1 (motor tricycles and quadricycles), and Category M (mopeds and light quadricycles).

How does the GIBDD block-based theoretical exam scoring system work?

The official 20-question test is divided into four thematic blocks of 5 questions each. Candidates must answer at least 18 correctly to avoid immediate failure. If a candidate makes 1 error in a block, the system adds 5 supplementary questions from the same thematic group, allowing 5 minutes with 0 errors permitted. If a candidate makes 2 errors in different blocks, 10 supplementary questions (5 from each block) are added in 10 minutes with 0 errors permitted. Two errors in the same block, three total errors in the main exam, or any error on supplementary questions result in failure.

When can a failed theory examination be retaken?

Under Rules approved by Government Decree No. 1097, para 11(2), a failed theory examination is retaken no earlier than 7 and no later than 30 calendar days after the failed attempt; from the third failed attempt onwards, the next attempt is scheduled no earlier than 6 and no later than 9 months later. A failed practical examination is retaken after 7–60 calendar days (6–9 months from the third failure). If the practical examination is not passed within 6 months of passing the theory, the theory must be retaken.

What are the statutory speed limits for passenger cars and motorcycles in Russia?

Under PDD Section 10, passenger cars and motorcycles may drive at up to 20 km/h in residential and courtyard areas, 60 km/h in built-up areas (unless signed higher, e.g., 80 km/h on certain urban expressways), 90 km/h on ordinary rural highways outside built-up areas, and 110 km/h on designated motorways (Sign 5.1), which may be raised to 130 km/h on select toll sections if indicated by signs.

Which vehicles are permitted to park on the sidewalk under signs 6.4 with plates 8.6.2 to 8.6.9?

Under PDD Section 12.2, parking on sidewalks with partial or complete mounting indicated by additional information plates 8.6.2 to 8.6.9 is permitted ONLY for passenger cars (легковые автомобили) and motorcycles. Goods vehicles of any mass (even light trucks under 3.5 tonnes like the GAZelle) and buses are strictly forbidden from parking on sidewalks.

What are the minimum permissible tyre tread depths for Category B cars and Category A motorcycles?

Under item 5.4 of the List of Faults (annex to the Basic Provisions on admission of vehicles to operation), operation is prohibited when the residual tread depth of a tyre without wear indicators is no more than 1.6 mm for passenger cars (M1) or 0.8 mm for motorcycles and mopeds (category L).

Must a car carry a first aid kit, fire extinguisher and warning triangle?

Since the List of Faults was revised by Government Decree No. 837 of 27 May 2023 (in force from 1 September 2023), it no longer lists a first aid kit, fire extinguisher, warning triangle or wheel chocks, so their absence is not on its own a fault that bans operation of the vehicle. A warning triangle is still needed in practice because PDD paragraph 7.2 requires it to be displayed after an accident or forced stop (at least 15 m from the vehicle in built-up areas and 30 m outside them).

What is the priority rule at roundabouts signed with Sign 4.3 in Russia?

Under PDD Section 13.11(1), when entering a roundabout marked with Sign 4.3 'Circular movement', the driver entering the roundabout must yield the right-of-way to all vehicles that are already circulating on the roundabout, unless priority signs (such as Sign 2.1 'Main Road' with plate 8.13) indicate otherwise.

Is this practice question bank an official GIBDD examination?

No. Official GIBDD exams are conducted in Russian at accredited state examination departments. This free bank is an independent English-language MCQ study adaptation created by OpenExamPrep for self-study and international reference. It is not an official translation and cannot replace mandatory driving school instruction or state practical driving exams.
