Frequently Asked Questions
What is the Russia Advocate Qualification Exam?
It is the qualification exam required by Article 9 of Federal Law No. 63-FZ to acquire advocate status. After a candidate passes both stages, the qualification commission confers status, which takes effect when the candidate takes the advocate's oath within three months; the right to practise starts when the advocate is entered in the Unified State Register of Advocates (Articles 12 and 13).
How many questions are on the computer test, and what is the pass score?
Under Ministry of Justice Order No. 297 of 09.10.2024, the KIS AR computer test has 90 questions drawn at random from the FPA Council's list, with 60 minutes allowed (120 minutes for candidates with visual disabilities). At least 80 correct answers are needed to proceed to the oral interview.
What happens at the oral interview?
The candidate draws a ticket of 4 questions from the FPA oral-question list, prepares for at least 45 minutes and answers before the qualification commission, which may ask follow-up questions. An unsatisfactory answer to any ticket question means the exam is not passed (Order No. 297, paras. 35-42).
What happens if a candidate fails the exam?
Under Article 11(3) of Federal Law No. 63-FZ and paragraph 43 of Order No. 297, a candidate who fails may take the exam again no earlier than one year later.
Is anyone exempt from the exam?
Under Article 9(3) of Law No. 63-FZ, added in 2024, a person who holds a Candidate or Doctor of Juridical Sciences degree and the honorary title Honoured Lawyer of the Russian Federation is exempt from the exam but still takes the advocate's oath.
In what language are the official exam materials?
The FPA test list and the oral-exam tickets are published in Russian. This bank is an independent English-language MCQ study adaptation that keeps key Russian legal terms; it is not an official translation and does not simulate the oral interview.
