Pennsylvania CDL applicants first submit DL-31CD and DL-11CD, receive a Knowledge Test Authorization, and pass required knowledge tests before a CDL learner permit is issued. PennDOT says the KTA is valid for one year and gives three tries on that KTA; a 15-day wait applies before the scheduled Class A, B, or C skills test after permit issuance. FMCSA standards require at least 30 basic knowledge-test items and at least 80% correct to pass.
