1Which ordinance of 28 July 2023 suspended Niger's Constitution of 25 November 2010 and created the Conseil National pour la Sauvegarde de la Patrie (CNSP)?
A.Ordonnance n° 2023-02 du 28 juillet 2023
B.Ordonnance n° 2023-09 du 13 septembre 2023
C.Ordonnance n° 2023-01 du 28 juillet 2023
D.Ordonnance n° 2023-11 du 5 octobre 2023
Explanation: The visas of the 2026 ENA arrêtés cite 'l'Ordonnance n° 2023-01 du 28 juillet 2023 portant suspension de la Constitution du 25 novembre 2010 et créant le Conseil National pour la Sauvegarde de la Patrie (CNSP)'. Knowing which transition ordinance did what is a classic Culture générale trap, because several were adopted within weeks of each other.
2The Charte de la Refondation, promulgated on 26 March 2025 after the Assises nationales, fixes the length of the refoundation period at how long from its promulgation?
A.60 months, adjustable according to the security situation, the refoundation agenda and the AES Confederation agenda
B.24 months, renewable once by decision of the Conseil consultatif de la refondation after a public consultation
C.36 months, ending automatically with the adoption of a new constitution by referendum before that date
D.No fixed length: the period lasts until general elections are organised under a new electoral code
Explanation: The Charte de la Refondation, promulgated by decree on 26 March 2025 and given constitutional value, sets the refoundation period at 60 months from its promulgation. The text makes this duration modulable according to the security situation, the cahier des charges de la refondation and the agenda of the Confédération des États du Sahel.
3On 16 September 2023 in Bamako, Burkina Faso, Mali and Niger signed which instrument establishing the Alliance des États du Sahel (AES)?
A.The convention founding the Liptako-Gourma Authority
B.The Niamey treaty creating the AES Confederation
C.The founding convention of the G5 Sahel
D.The Charte du Liptako-Gourma
Explanation: The Liptako-Gourma Charter, signed on 16 September 2023, created the Alliance des États du Sahel as a mutual-defence and cooperation framework among Burkina Faso, Mali and Niger. Its name refers to the three-border zone where the three countries meet.
4At their first summit, held in Niamey on 6 July 2024, the heads of state of Burkina Faso, Mali and Niger adopted a treaty that turned their alliance into what?
A.A customs union with a single external tariff
B.The Confédération des États du Sahel
C.A federal state with one shared constitution
D.A monetary union with its own central bank
Explanation: The Niamey summit of 6 July 2024 adopted the treaty establishing the Confédération des États du Sahel, deepening the alliance created by the 2023 Liptako-Gourma Charter. A confederation keeps the member states sovereign while organising common policies, for example in defence and diplomacy.
5Burkina Faso, Mali and Niger announced their withdrawal from ECOWAS on 28 January 2024. On what date did ECOWAS declare that the withdrawal had become effective?
A.28 January 2024
B.29 January 2025
C.29 July 2025
D.6 July 2024
Explanation: The ECOWAS Treaty requires one year's notice, so the withdrawal took effect on 29 January 2025, when the ECOWAS Commission issued a statement saying it 'has become effective today'. ECOWAS kept some transitional arrangements for citizens of the three states, such as recognition of passports bearing its logo.
6After the institutions were dissolved in July 2023, which court replaced both the Cour de cassation and the Conseil d'État as Niger's highest court in judicial and administrative matters?
A.La Cour constitutionnelle
B.La Cour des comptes
C.La Haute Cour de justice
D.La Cour d'État
Explanation: According to the Cour d'État's own history page, the Cour de cassation and the Conseil d'État were replaced by the Cour d'État created by Ordonnance n° 2023-02 of 28 July 2023. Its organisation was set by Ordonnance n° 2023-11 of 5 October 2023, amended by Ordonnance n° 2024-11 of 11 April 2024, and it was installed on 16 November 2023.
7As amended by Ordonnance n° 2024-11 of 11 April 2024, how is the Cour d'État organised?
A.Two chambers: a judicial chamber and an administrative chamber
B.Three chambers: judicial, criminal, and social and customary affairs
C.An administrative chamber and a chamber of accounts and budgetary discipline
D.A single plenary bench with no specialised chambers
Explanation: Article 1 (nouveau) of Ordonnance n° 2024-11 makes the Cour d'État the highest jurisdiction of the State in judicial and administrative matters and gives it two chambers: a chambre judiciaire and a chambre administrative. The expression 'Cour d'État' replaces 'Cour de cassation' and 'Conseil d'État' in existing texts.
8Under the Statut Général de la Fonction Publique de l'État (Loi n° 2007-26, as amended by Loi n° 2023-18), how long is the stage probatoire a new recruit must complete before becoming a tenured fonctionnaire?
A.Six months
B.Two years
C.One year
D.Eighteen months
Explanation: Article 40 of Loi n° 2007-26 makes the acquisition of fonctionnaire status conditional on a stage probatoire of one year. Article 54 (nouveau) describes it as a trial period that confirms the recruit's moral and professional aptitudes and trains them in administrative practice.
9Since Loi n° 2023-18 of 15 May 2023 rewrote Article 141 of the civil service statute, at what age limit is a fonctionnaire automatically retired (admis d'office à la retraite)?
A.55 years
B.60 years
C.65 years
D.62 years
Explanation: Article 141 (nouveau) sets the age limit at 62, with effect from 1 May 2023, and lets a fonctionnaire who is at least 57 ask to retire with immediate pension. The original 2007 text had set 60 as the limit and 55 as the minimum age for retiring on request.
10How many hierarchical categories of fonctionnaires does Article 44 (nouveau) of the amended civil service statute establish?
A.Five: A hors échelle, A, B, C and D
B.Four: A, B, C and D
C.Three: A, B and C
D.Six: A1, A2, A3, B, C and D
Explanation: Since Loi n° 2023-18, Article 44 (nouveau) classifies emplois and corps into five categories in decreasing order: A hors échelle, A, B, C and D. Except for A hors échelle, each category is divided into two or three échelles numbered 1, 2 and 3, which is why ENA diplomas are classified at levels such as A1, A2 or A3.

ENA Niger Niveau III: Suggested Study Strategy

1Learn the transition texts by number and purpose: Ordonnance 2023-01 (CNSP), 2023-02 (public powers), 2023-09 (CoLDEFF) and 2023-11 (Cour d'État), plus the Charte de la Refondation of 26 March 2025.
2Use the civil service statute as amended in 2023 (Loi n° 2023-18): retirement at 62, five categories, recruitment age 18–42, a one-year stage probatoire, and the 25,000 FCFA gift threshold.
3Master the UEMOA public finance vocabulary: AE versus CP, the 10% cap on virements, the décret d'avances procedure, and the four expenditure phases.
4For tax questions, apply the code in force from 1 January 2026 (Ordonnance 2025-22) and the 2026 finance law rather than older figures.
5Practise full written case analyses in French under time pressure; MCQs build knowledge but cannot replace the 4-hour Étude de cas.

No. The official concours is a set of written papers sat in French, apart from the English paper. This free bank is an independent English-language MCQ study adaptation that helps you revise the institutional, legal, financial and language knowledge behind those papers. It is not an official translation and does not replace practice writing timed essays and case analyses.
